PurposeAt the inception of the Journal of Humanitarian Logistics and Supply Chain Management (JHLSCM), logistics coordination was identified as important, both in practice and research, but few studies on the topic had been published. Ten years later, many, if not most, papers in the journal mention the topic. So the picture has changed, but to what extent? This paper discusses how coordination research has followed humanitarian logistics practice and vice versa.Design/methodology/approachThe point of departure in the present article is the most salient topic from the study’s original papers (Jahre et al., 2009; Jahre and Jensen, 2010). The authors discuss how these topics have developed in research and practice. A recent literature review (Grange et al., 2020) enables us to pick relevant papers from JHLSCM and supplement them with more recent ones. The authors complement this approach with updated data on the cluster system, particularly the logistics cluster, to add insights from the empirical domain.FindingsIn practice, the cluster concept has developed from coordination within clusters in response to the inclusion of inter-cluster coordination in preparedness, and more recently a focus on localized preparedness. However, JHLSCM research does not appear to have kept pace, with a few notable exceptions. The majority of its papers still focus on response. To the extent that preparedness is covered, it is primarily done so at the global level.Originality/valueThe authors use a framework to discuss humanitarian logistics coordination research and identify important gaps. Based on developments in practice, the study’s key contribution is a revised model with suggestions for further research.

The article discusses the concept of trade cluster as an innovation factor and its theoretical issues. The state of the concept of cluster studied by foreign and domestic scientists, as well as some ideas on its definition are given. Theoretical issues about the cluster have been explored, and the definition of a trade cluster has been developed for the first time and is theoretically based.

The article aim is to determine the use of the cluster model of economic modernization in the regional Russian Federation socio-economic development strategies. The following tasks are solved within the article framework: identifying the Russian regions for which the cluster development topic is the most significant and relevant; studying the relationship between the regional strategies approval period and the level of cluster terminology used in them; analyzing the relationship of the cluster concept and other currently used approaches, such as industrial cooperation, «smart specialization» and «lean manufacturing». The main research methods: content analysis and correlation analysis. The study shows a high level of cluster approach use in regional strategies, as well as territorial differentiation of the level of cluster concept use by Russian Federation regions.

The term “cultural cluster” in recent years has been used extensively in the academic literature in the context of such areas as urban planning, cultural and economic geography, regional development, etc. However, the interdisciplinary aspect has deprived this term’s academic scope of a clear definition. The situation is complicated by the fact that the discussed concept implies an international component; therefore, its interpretation becomes even more specific. To solve this problem, the article presents a comprehensive review of the theoretical concepts of Russian and Chinese scholars. Based on the review, the author made a conclusion about a similar interpretation by Western and Chinese schools of thought of the sociocultural characteristics of a cluster with its sustainable competitive advantages, and also raised the question of the absence of a unified method of their measuring and evaluating. The author’s position is that the border sociocultural cluster is considered as a border formation of units with similar sociocultural characteristics (establishments of science and culture), which, through innovative mechanisms, raise the level of regional competitiveness. Proceeding from the intensification of clustering processes in the Russian-Chinese borderland, the author defines the features of the initial concept using the method of comparative studies, analyzes its specifics, focusing on the cultural and philosophical content (border ontological status, regional culture values, population’s similar ideological attitudes). The author compares Russia’s and China’s border areas clustering processes and determines their features. Thus, the clustering processes in the border areas of Russia and China as an innovative mechanism of the territories’ development are based, firstly, on the existing potential of regional cultures, which allows speaking about the sociocultural basis of this formation. Based on the above, the article substantiates the importance of including the scientific and educational component as a part of the sociocultural in forming the “border sociocultural cluster” concept. In conclusion, the author’s definition of the “border sociocultural cluster” is formulated, which, first of all, rests on cultural-philosophical reflection. Thus, the “border sociocultural cluster” is considered as a specific sociocultural formation, structured by the regional cultures of the border administrative-territorial units, but at the same time conditioned by the existence and functioning in three cultural dimensions – foreign, national and local. In this connection, the author proposes some recommendations for the border cluster policy development with an emphasis on the resources of a regional culture, which will contribute not only to strengthening the Russian cultural presence in the world, but also create favorable conditions for promoting the cultural and spiritual values of our country abroad.

This article explores the concepts of the theory of cluster development, which are multifaceted and differ from each other in their heterogeneity, both in Russia and abroad. It has been determined that cluster formations are based on cooperative ties, and characterized by fair competition, which implies the supply of raw materials, the production process, and the market for goods and services.
