ABSTRACTIn the absence of effective treatments or a vaccine, social distancing has been the only public health measure available to combat the COVID-19 pandemic to date. In the US, implementing this response has been left to state, county, and city officials, and many localities have issued some form of a stay-at-home order. Without existing tools and with limited resources, localities struggled to understand how their orders changed behavior. In response, several technology companies opened access to their users’ location data. As part of the COVID-19 Data Mobility Data Network [2], we obtained access to Facebook User data and developed four key metrics and visualizations to monitor various aspects of adherence to stay at home orders. These metrics were carefully incorporated into static and interactive visualizations for dissemination to local officials.All code is open source and freely available at https://github.com/ryanlayer/COvid19

ObjectivesAlthough healthcare workers (HCWs) have been particularly affected by SARS-CoV-2, detailed data remain scarce. In this study, we investigated infection rates, clinical characteristics, occupational exposure and household transmission among all symptomatic HCWs screened by SARS-CoV-2 RT-PCR between 17 March (French lockdown) and 20 April.MethodsSARS-CoV-2 RT-PCR was proposed to symptomatic (new cough or dyspnoea) HCWs at Creteil Hospital in one of the Parisian suburbs most severely affected by COVID-19. Data on occupational profile, living situation and household, together with self–isolation and mask use at home were collected, as well as the number of cases in the household.ResultsThe incidence rate of symptomatic SARS-CoV-2 was estimated to be 5% (110/2188). A total of 110 (35%) of the 314 HCWs tested positive and 9 (8%) were hospitalised. On multivariate analysis, factors independently associated with positive RT-PCR were occupational profile with direct patient facing (OR 3.1, 95% CI 1.1 to 8.8), p<0.03), and presence of anosmia (OR 5.7, 95% CI 3.1 to 10.6), p<0.0001). Being a current smoker was associated with negative RT-PCR (OR 0.3, 95% CI 0.1 to 0.7), p=0.005). Transmission from HCWs to household members was reported in 9 (14%) cases, and 2 deaths occurred. Overall, self-isolation was possible in 52% of cases, but only 31% of HCWs were able to wear a mask at home.ConclusionThis is the first study to report infection rates among HCWs during the peak of the SARS-CoV-2 epidemic in France and the lockdown period, highlighting the risk related to occupational profile and household transmission.

Social distancing policies have been regarded as effective in containing the rapid spread of COVID-19. However, there is a limited understanding of policy effectiveness from a spatiotemporal perspective. This study integrates geographical, demographical, and other key factors into a regression-based event study framework, to assess the effectiveness of seven major policies on human mobility and COVID-19 case growth rates, with a spatiotemporal emphasis. Our results demonstrate that stay-at-home orders, workplace closures, and public information campaigns were effective in decreasing the confirmed case growth rate. For stay-at-home orders and workplace closures, these changes were associated with significant decreases (p < 0.05) in mobility. Public information campaigns did not see these same mobility trends, but the growth rate still decreased significantly in all analysis periods (p < 0.01). Stay-at-home orders and international/national travel controls had limited mitigation effects on the death case growth rate (p < 0.1). The relationships between policies, mobility, and epidemiological metrics allowed us to evaluate the effectiveness of each policy and gave us insight into the spatiotemporal patterns and mechanisms by which these measures work. Our analysis will provide policymakers with better knowledge regarding the effectiveness of measures in space–time disaggregation.

This study examines the beliefs held by a group of adult Spanish-English bilinguals from El Paso, Texas regarding the vitality of Spanish in their community and the ways in which their own experience of being bilingual on the US-Mexico border has influenced their perceptions of the benefits and costs of fostering Spanish development in their children. Results show that parents’ positive attitudes toward Spanish did not translate into the investment of time and resources to foster Spanish development in their children nor, ultimately, into the use of Spanish by their children. Households where the mother perceived herself as having an active role in her children’s linguistic development and where she perceived both Spanish and a bilingual/biethnic identity as desirable for her children’s future were also households where children were expected to speak Spanish at home and where more opportunities for linguistic development were present. The author argues that these beliefs must be understood as a consequence of the underlying tensions present in the community, where intense linguistic and interethnic contact takes place every day.

One year of mobile phone location data from Senegal is analysed to determine the characteristics of journeys that result in an overnight stay, and are thus relevant for malaria transmission. Defining the home location of each person as the place of most frequent calls, it is found that approximately 60% of people who spend nights away from home have regular destinations that are repeatedly visited, although only 10% have 3 or more regular destinations. The number of journeys involving overnight stays peaks at a distance of 50 km, although roughly half of such journeys exceed 100 km. Most visits only involve a stay of one or two nights away from home, with just 4% exceeding one week. A new agent-based migration model is introduced, based on a gravity model adapted to represent overnight journeys. Each agent makes journeys involving overnight stays to either regular or random locations, with journey and destination probabilities taken from the mobile phone dataset. Preliminary simulations show that the agentbased model can approximately reproduce the patterns of migration involving overnight stays.

<p>Analysis of a large national dataset of fine particulate matter (PM2.5) and ozone air pollution from the US Environmental Protection Agency indicate opposing differences in average concentrations during the covid response period, relative to expected levels. These are the two most important pollutants in terms of public health impacts and regulatory non-attainment in the US. Post-covid response, average PM2.5 levels are slightly higher (~5%) than expected; average ozone levels are slightly lower (~5%). The size of post-response ozone anomaly has decreased with time and by week 6 after the first stay-at-home order was enacted (April 29- May 5, 2020), ozone levels were higher than expected. In addition, no individual US state had lower-than-expected PM2.5 and ozone for all weeks post- covid response. Two non-covid factors, meteorology and regional transport, do not fully explain observed trends. These findings are unexpected given the large reduction in many household’s activities associated with “stay at home” and other covid responses. We hypothesize that this result partly arises from the fact that ozone and the majority of PM2.5 are secondary pollutants formed in the atmosphere from emissions from many sources (i.e., not just traffic). Preliminary analysis of nitrogen dioxide (NO2) data in a few cities reveals substantially lower-than-expected (~30%) concentrations post-covid. NO2 is a primary pollutant and is much more strongly associated with traffic than PM2.5 or ozone. </p><p><br></p>

Aim/Purpose: The paper’s objective is to examine the challenges of using the mobile phone to mine location data for effective contact tracing of symptomatic, pre-symptomatic, and asymptomatic individuals and the implications of this technology for public health governance. Background: The COVID-19 crisis has created an unprecedented need for contact tracing across South Africa, requiring thousands of people to be traced and their details captured in government health databases as part of public health efforts aimed at breaking the chains of transmission. Contact tracing for COVID-19 requires the identification of persons who may have been exposed to the virus and following them up daily for 14 days from the last point of exposure. Mining mobile phone location data can play a critical role in locating people from the time they were identified as contacts to the time they access medical assistance. In this case, it aids data flow to various databases designated for COVID-19 work. Methodology: The researchers conducted a review of the available literature on this subject drawing from academic articles published in peer-reviewed journals, research reports, and other relevant national and international government documents reporting on public health and COVID-19. Document analysis was used as the primary research method, drawing on the case studies. Contribution: Contact tracing remains a critical strategy in curbing the deadly COVID-19 pandemic in South Africa and elsewhere in the world. However, given increasing concern regarding its invasive nature and possible infringement of individual liberties, it is imperative to interrogate the challenges related to its implementation to ensure a balance with public governance. The research findings can thus be used to inform policies and practices associated with contact tracing in South Africa. Findings: The study found that contact tracing using mobile phone location data mining can be used to enforce quarantine measures such as lockdowns aimed at mitigating a public health emergency such as COVID-19. However, the use of technology can expose the public to criminal activities by exposing their locations. From a public governance point of view, any exposure of the public to social ills is highly undesirable. Recommendations for Practitioners: In using contact tracing apps to provide pertinent data location caution needs to be exercised to ensure that sensitive private information is not made public to the extent that it compromises citizens’ safety and security. The study recommends the development and implementation of data use protocols to support the use of this technology, in order to mitigate against infringement of individual privacy and other civil liberties. Recommendation for Researchers: Researchers should explore ways of improving digital applications in order to improve the acceptability of the use of contact tracing technology to manage pandemics such as COVID-19, paying attention to ethical considerations. Impact on Society: Since contact tracing has implications for privacy and confidentiality it must be conducted with caution. This research highlights the challenges that the authorities must address to ensure that the right to privacy and confidentiality is upheld. Future Research: Future research could focus on collecting primary data to provide insight on contact tracing through mining mobile phone location data. Research could also be conducted on how app-based technology can enhance the effectiveness of contact tracing in order to optimize testing and tracing coverage. This has the potential to minimize transmission whilst also minimizing tracing delays. Moreover, it is important to develop contact tracing apps that are universally inter-operable and privacy-preserving.
