Water resource management is the activity of planning, developing, distributing and managing the optimum use of water resources. Participatory water resource management assumes great significance in the changing context of fresh water availability and use. The forces of market economy, in most cases, have transformed the rural social scenario in such a way that community participation in resource management has become almost a far cry. But the Himalayan foothill area in Assam sets a good example of management and sharing of water resources by the communities living in the area in eco-friendly and socially just ways. This study is an attempt to analyse the traditional management practices called dong-bandh system evolved by the local people to harvest and share the stream water for agricultural and domestic purposes. Based on data collected from secondary sources and generated through primary survey, the study focuses on the organizational set-up of the community participation, water distribution policies, conflict resolution and perception of the people on dong–bandh governance. The challenges faced by this traditional system during the recent period have also been discussed.

The goal of this paper is to identify the major outlines of innovative, integrated and decentralized water management practices, training, research, and development needs in various aspects of soft path water resource management in developing countries of Asia. The decentralized water strategies including science, regulations, training, government policies, and funding for some of the developing countries in Asian region are reviewed. There are two primary ways or paths of meeting water-related needs; one the “hard” path, and the other “soft” path that complements mainly decentralized and open decision-making, application of efficient technology, and environmental protection. One of the soft path decentralized solution being implemented in many developing countries of Asia is small scale rainwater harvesting and management and both government and non-government sectors are promoting the practice on a regional community and family basis. Overall, the paper aims to contribute to the ongoing development of environmentally sound and economically viable approaches to water management in the developing world.

Water is one of the basic needs of human beings and is imperative for sustaining the quality of life on earth (Brooks, 2006).  However, its unbalanced and unmanaged use makes its scarce. Hence, this study assessed the water resource management practices of the 53 food establishments in Siquijor Province. The study utilized the descriptive survey using a self- made questionnaire which yielded that majority of the respondents are females and are in the age brackets of 18-40 and 41-62. A greater majority of the establishments were in the operation for more than ten years. As to respondents’ water resource management practices, they Often do not let water flow while cleaning or rinsing, check the water supply system for leaks and turn off unnecessary flows, and adjust water flow by the type of cleaning to be undertaken, but they Never install self-closing faucets. However, reading water meter regularly, washing only full loads in the dishwasher, and installing low flush toilets were sometimes done while installing automatic water volume controls, reusing the rinse water from the dishwasher and installing flow regulators on the faucet heads were seldom practiced. The respondents’ sex, age and number of years in operating the business had no significant relationships to their extent of water resource management practices. Thus, it is concluded that better management coupled with effective policy, awareness and efficient system is vital to enhance water resource management.

Abstract. Water resource management (WRM) practices, such as abstractions and discharges, may impact baseflow. Here the CAMELS-GB large-sample hydrology dataset is used to assess the impacts of such practices on baseflow index (BFI) using statistical models of 429 catchments from Great Britain. Two complementary modelling schemes, multiple linear regression (LR) and machine learning (random forests, RF), are used to investigate the relationship between BFI and two sets of covariates (natural covariates only and a combined set of natural and WRM covariates). The LR and RF models show good agreement between explanatory covariates. In all models, the extent of fractured aquifers, clay soils, non-aquifers, and crop cover in catchments, catchment topography and aridity are significant or important natural covariates in explaining BFI. When WRM terms are included, groundwater abstraction is significant or the most important WRM covariate in both modelling schemes and discharge to rivers is also identified as significant or influential, although natural covariates still provide the main explanatory power of the models. Surface water abstraction is a significant covariate in the LR model but of only minor importance in the RF model. Reservoir storage covariates are not significant or are unimportant in both the LR and RF models for this large-sample analysis. Inclusion of WRM terms improves the performance of some models in specific catchments. The LR models of high BFI catchments with relatively high levels of groundwater abstraction show the greatest improvements, and there is some evidence of improvement in LR models of catchments with moderate to high discharges. However, there is no evidence that the inclusion of the WRM covariates improves the performance of LR models for catchments with high surface water abstraction or that they improve the performance of the RF models. These observations are used to formulate a conceptual framework for baseflow generation that incorporates WRM practices. It is recommended that information on WRM, particularly groundwater abstraction, should be included where possible in future large-sample hydrological data sets and in the analysis and prediction of BFI and other measures of baseflow.

Abstract Water management is assuming more and more importance as freshwater resources are becoming scarce, both in quality and in quantity, across many developed and developing countries. This trend can be attributed to population growth, industrialization, growing agricultural demand, poor water management practices and climate change. In attempting to deal with the intensification of water quality- and quantity-related problems in recent decades, many countries have revised their water resource management policies and legislation, introducing new institutional frameworks and management instruments. Considering regional geographic and cultural distinctions, the present article aims at comparing the models of water resource management in the European Union (EU) and in Brazil. Institutional and legal arrangements currently in place, water planning and management instruments currently in use, assessments of water body status and watershed diagnoses were analysed. Main strengths and weaknesses of each water management system are pointed out in the conclusion. Main challenges for the water sector, and highlights of the converging and diverging points concerning water resource management systems, in each region, are discussed.

Increasing population and urbanization pose more and more threats to urban river. Integrated Water Resources Management (IWRM) is possible framework to solve water resource management problems through cross-sectional cooperation, but the vagueness in this concept make its application difficult. This paper focuses on urban river management practices in China and classified the government-guided cross-sectional urban river management projects to a special pattern of IWRM (GIWRM). It is proved to be effective in synthesizing efforts of different government departments, industry and the public and improve the urban river conditions a lot.

The Tropics

ASALs in the tropics present challenges to sustainable livelihoods that include drought vagaries, changing land uses, population increase, water insecurity due to rising demands and quality deterioration, as well as environmental degradation leading to declining agricultural productivity and food security. Climate change and transboundary conflicts give rise to governance challenges in water resource management of the ASALs in the tropics, and knowledge of the hydrologic processes would be critical in policy and stakeholder engagement. This chapter discusses the various aspects pertaining to the pertinent hydrological processes crucial for sustainable resource planning and development in watersheds in the tropics and also proposes best management practices including rainwater harvesting that would ensure sustained information and data for improved livelihoods in ASALs.
