The publication defines the role of public libraries in modern information space. Noted that modern libraries need a model of governance that would provide the opportunity to meet the information needs of consumers. The fulfilment of these conditions will not only solve the problem of the reform of the library but also create a basis for the development and implementation of systemic innovations in library institutions of the country. A comprehensive study of outreach activities in public libraries of Ukraine becomes in modern conditions is important and necessary, because it affects the search for new forms and methods that will identify the most promising measures that would meet the new needs and requirements. The communicative event is the leading direction of the modern library and is perceived as an important component of their social and cultural activities. The organization and carrying out communication activities in the library is an effective tool for overcoming communication problems and aimed at the establishment and the establishment of communication links between the "librarian - user", "user - information", "user - user", with the aim to developing means of internal and external information relations; the formation instituting and application not instituting channels of interpersonal communication and knowledge sharing. The peculiarities of organization of communicative activities as public libraries, in particular on the example of Central city. V. G. Korolenko, doctor of Mariupol in the conditions of reforming librarianship. Stressed that the Central city. V. G. Korolenko is a modern informational, recreational centre for the local community, as well as a methodological centre for all libraries of the city. Considered the basis of the types of communicative activities in Central city. V. G. Korolenko based on analytical materials and the official website of the library, namely the opening of the city Museum of literature, the Internet centre, the Point of the European information, club activities of interest for various category and the population of miles. Noted that along with the official site in a network the Internet the library staff to inform users actively use social networking and Internet blog. This type of communication allows you to establish informal contact with users and promote libraries as information, cultural, educational, recreational, public agencies in providing required information to various segments of the population. Outlined perspective directions of development of communicative vectors in library-information activities on the principle of users ' information needs in the information society.

ABSTRACT Spill responses are information-intensive events. The Incident Command System (ICS) does not adequately address the concepts and techniques of response information management, particularly the internal information flow used to manage the response. Automated systems based on Incident Command System forms do not provide the solution. Response information management procedures must be planned. Both internal and external information needs must be identified so that resources can be allocated to ensure effective information flow. Personnel at all levels in a response need to understand the concept of proactive, aggressive information management. This paper reviews lessons learned from spill exercises and actual spill responses over the past 5 years. It also discusses considerations for improving the flow of information within the ICS. It recommends specific training and planning guidelines for gathering, displaying, and distributing response information.

<p class="3">The tangible and intangible needs of people with disabilities have been neglected in research agendas over the past decades, particularly in China. Bringing more benefits to people with disabilities and combining information delivery with Internet technology to improve their quality of life is impossible if their special needs are ignored. This study employed the crowdsourcing through social media method to investigate information needs of people who are disabled. The results indicate that using the popular social media platforms WeChat and QQ can be an effective means of reaching out to this group. Information needs can be mainly divided into internal and external needs. Leisure, tourism, and entertainment as well as assistive devices are major internal information needs, whereas work, entrepreneurship, and living services are the main external information needs.</p>

A requirement determination methodology for designing a management information system for a professional research organization. Information as a strategic resource becomes increasingly more important for professionally managed organizations. The research was done in an organization where scientific management was seen as the main objective of the organization. As a result, the management information system had to be improved and developed in order to accommodate the different levels of management and to provide accurate and timely decision-making assisted information. A conceptual model was developed to assist the developers in improving the MIS in order to ensure that the correct information would reach the different levels of management, as well as to provide in the needs of external information users. Four levels of users were taken into account according to the pyramidial structure, as well as external and internal information needs for the successful implementation of the MIS.Inligting as 'n strategiese hulpbron word in 'n toenemende mate al hoe belangriker vir ondernemings wat professioneel - ooreenkomstig die wetenskaplike bestuursbeginsels - bestuur word. As gevolg daarvan moes die bestuursinligtingstelsel so verbeter en ontwikkel word ten einde die verskillende vlakke van bestuur van akkurate en tydige besluitnemingsondersteunende inligting te voorsien. In hierdie navorsingsprojek is 'n konseptuele model ontwikkel om die ontwikkelaars van 'n verbeterde inligtingstelsel te voorsien sodat die regte inligting die verskillende vlakke van bestuur sal bereik, en ook om die eksterne inligtingsgebruikers se behoeftes te bevredig. Die model kyk na die inligtingsbehoeftes van die vier verskillende vlakke van gebruikers volgens die piramiedestruktuur asook na eksterne inligtingsbehoeftes en interne faktore wat in ag geneem moet word vir die suksesvolle implementering daarvan.

The key of image denoising algorithms is to preserve the details of the original image while denoising the noise in the image. The existing algorithms use the external information to better preserve the details of the image, but the use of external information needs the support of similar images or image patches. In this paper, an edge-aware image denoising algorithm is proposed to achieve the goal of preserving the details of original image while denoising and using only the characteristics of the noisy image. In general, image denoising algorithms use the noise prior to set parameters todenoise the noisy image. In this paper, it is found that the details of original image can be better preserved by combining the prior information of noise and the image edge features to set denoising parameters. The experimental results show that the proposed edge-aware image denoising algorithm can effectively improve the performance of block-matching and 3D filtering and patch group prior-based denoising algorithms and obtain higher peak signal-to-noise ratio and structural similarity values.

ABSTRACT The purpose of this study was to identify and describe the sub-processes of the strategic intelligence process in organizational level analysis. Data were collected by searching the major academic and practitioner books, theses and journals in the Ebsco, Google Scholar and IranDoc databases in Persian and English. Nine thousand pages of text data were examined using content analysis. Fourteen main sub-processes were identified to describe the strategic intelligence process: (1) Identification of strategic environments and prioritizing them, (2) determination of organizational information needs and prioritizing them, (3) determination of monitoring period for each section of strategic environment and organization key information needs (KIN), (4) determination of information sources and assessment of information capturing, (5) external information scanning, (6) internal information extracting, (7) setting criteria for gathered information assessment, (8) information filtering, categorizing and abstracting, (9) information analysis, (10) interpretation and sense making (intelligence generation), (11) determination of intelligence users and intelligence distribution media, (12) intelligence distribution, (13) feedback from recipients, revision and adjustment, intelligence storage, and (14) intelligence use.  The results provided useful insight for strategic intelligence process implementation in organizations and its effectiveness evaluation. The innovative aspect of this study is its response to a lack studies about strategic intelligence process modelling.

The article attempts to analyze the scenario of the behavior of public authorities in a situation of destructive social activity. The final list of scenarios is given, as well as their characteristics. Purpose of the study: to identify scenarios of behavior of public authorities in a situation of destructive social activity, to determine the most effective of them in terms of resolving a conflict situation at the lowest cost. Research methods: scenario analysis, institutional analysis, game theory, behavioral theory, D. North&apos;s theory of legal violence. Results: seven scenarios of behavior of public authorities in a situation of destructive social activity have been identified, a matrix of scenarios of behavior of public institutions as a reaction to destructive social activity has been compiled. Conclusions. The desire to turn a natural state into a free state according to D. North seems to be the only correct vector for the development of the state, since it is this type of state that is able not only to create effective institutional conditions for resolving social conflicts, but also to create incentives for the state, business and society to harmonious development. The article presents a diagnostic map for assessing the abilities of the digital infrastructure of public authorities to respond in a timely manner to the information needs and moods of young people, taking into account internal and external information influence.
