COVID-19 is forcing alterations to administrative communication. Higher education institutions transitioning online during the pandemic offers a fertile ground to analyze what happens to organizational communication within administration when the mode is primarily remote. Using a content analysis of emails and participant interviews, this work finds that while administrators intend to communicate empathy, messages fall short of fostering connection with faculty due to failing to cultivate buyin through quality feedback channels. The takeaways of this study of remote communication is that despite its mode, communication must be two way, and the authenticity of organizational communication becomes more important under pressure-filled circumstances.

Communication is at the core of human relations. It is one of the most ‎important means of achieving human integration. It is present in all areas ‎and in all other circumstances.‎ Today, communication has become an independent knowledge of itself ‎and one of the most important sciences taught in schools, universities, ‎institutes and training centres in order to regulate its rules, acquire its skills ‎and promote its culture in order to achieve an integrated structure in all ‎spheres of life.‎ And what we're interested in in this humble article is effective ‎management communication, that is, communication for and for ‎management, through which the educational leader can achieve many of the ‎goals of the educational institution to create the right environment for ‎successful communication with all those involved in education. This cannot ‎be imagined without the educational leader having a deeply rooted and ‎adequate communication culture to absorb problems and find appropriate ‎solutions.‎ In contrast, when communication is lost, the educational institution is ‎less effective, which exposes it to ill-management and indifference, it is ‎ultimately responsible for failure, infertility in management, well-being and ‎loss of educational security within and outside the institution.‎ In view of the above, the centrality of administrative communication ‎within the educational system, which is essential for raising its value and ‎giving it the status it deserves, we have the right to present the following ‎problems: How willing are educational administrative frameworks to have ‎access to an administrative and educational outreach that is at the level of ‎educational administration in general and Morocco in particular? And what ‎are the impediments to administrative communication? What is the role of ‎effective administrative communication in achieving educational security and ‎quality in educational institutions? All of that we're going to try to answer ‎with this humble intervention, which we're going to split into a group of ‎detectives as required. The chapter presents the development of the e-government in the case of Slovenia, taking in the consideration the human factor as main obstacle. On the side of the citizens as well as on the level of public administration, there is misconception of the purposes of the ICT, and thus, it appears that both partners in this context communicate past one another. In this manner, it exposes the question of the motivation, which is further supplemented by the survey results from Slovenia, showing general lack of motivation measured through the ignorance of the technology potentials as well as of existing threats. The main argument of the chapter is that lack of motivation will block any reform attempt by creating negative human environment, as well as wrong motivation to use ICT in administrative communication will result in sub-optimal or abusive use of the technological potential.

    The study aimed at identifying the role of digital management in activating administrative communication among female administrators in secondary schools in Hail City from the female administrators' perspective, and identifying the obstacles of applying digital management in the administrative communication process in the secondary schools of Hail City from the female administrators' perspective. It also aimed at revealing significant statistical differences which are due to the variables of (Qualifications, years of service, technology related training courses received). The study used the survey descriptive method, and the questionnaire as data collecting tool. It was applied to a study sample of (244) female administrators in the general secondary schools in Hail City. The study used the The study has reached the following results: - The role of digital management in activating administrative communication among female administrators has come with a general average of (2.76/4) (medium). - The obstacles of applying digital management in the administrative communication process in the secondary schools from the female administrators' perspective has come with a general average of (3.59/4) (high). - There were statistically significant differences at function level (α≤0.05) according to the variable of qualifications in favor of those who have received Bachelor degree or Diploma, and according to the variable of number of technology related training courses received in favor of those who have received two courses or more contra those who did not receive any training. There were no statistically significant differences according to the variable of years of experience. In light of the results, the study has reached number of recommendations as following: - Provision of evidences and instructions required to explain the mechanism of handling new programs; - Spreading the concept of digital management; - Attracting distinctive human competencies in the digital management field; - Holding training courses in order to raise female administrators’ efficiency.
