Human Factor and ICT Use in the Context of Modern Governance

The chapter presents the development of the e-government in the case of Slovenia, taking in the consideration the human factor as main obstacle. On the side of the citizens as well as on the level of public administration, there is misconception of the purposes of the ICT, and thus, it appears that both partners in this context communicate past one another. In this manner, it exposes the question of the motivation, which is further supplemented by the survey results from Slovenia, showing general lack of motivation measured through the ignorance of the technology potentials as well as of existing threats. The main argument of the chapter is that lack of motivation will block any reform attempt by creating negative human environment, as well as wrong motivation to use ICT in administrative communication will result in sub-optimal or abusive use of the technological potential.

The article considers the factors influencing the efficiency of management decisions made by local government bodies in the modern conditions of public administration reform and the development of local self-government in Ukraine. The author outlines the features of this problem, the main features of state-management decisions, the essence of the concepts "effect", "efficiency of management decisions", the main approaches to the study of the problem of decision-making are highlighted. The main attention is paid to the direction of research, which takes into account the human factor. The main ideas of the representative of this direction - the Nobel laureate D. Kahneman, presented in the book "Noise", are considered. This work raises the issue of system errors among those who make decisions. The views of the domestic scientist O. Maltsev on the designated problem and the provisions of D. Kahneman's book are presented. The results of the analysis by scientists of the influence of the human factor and psychological characteristics of management decision-making on the efficiency of decisions are reflected. The conclusions of scientists regarding the need to take into account the qualities of a decision- making person and his professional training are summarized. The main characteristics of the personality that influence decision-making are given from the domestic scientific literature on public administration problems. In accordance with these ideas, the requirements for the positions of civil servants, local self-government bodies, as well as the modern practice of training specialists and managers in this field are considered. It is concluded that the primary importance for making effective decisions by local government bodies is the use by specialists and managers of modern technologies for developing and making management decisions, the development of their personal qualities for making management decisions in the process of training and obtaining specialized management education in universities.

The article explores some of the conceptual discussions on information and communications technology (ICT) use in public administration in the 1970s. Based on ICT-maturity models, the interagency cooperation plans and their failed implementation are analyzed. This case study focuses on the discussions on the utilization of a unique identifier in Swiss public administration and describes the key concepts as well as the actual developments in this specific case. While the chosen approaches for shared use of resources encountered cultural and organizational limitations along with technical difficulties, new organizational practices for coordination and standardization were created and showed first results.

Nanao Bay is a small and enclosed bay with a circumference of about 91.0 kms. in East of Noto Peninsula, Ishikawa Prefecture located in the central partof the Sea of Japan. The study surveyed the 250 sampled respondents acrossNanao Bay specifically, Nanao City, Anamizu City, Notojima Town, Sazanami,and Kannonsaki in Noto Peninsula. The study used descriptive survey involving250 respondents from five sites. The questionnaire was duly tested and validated. The survey results showed that on the average, the respondents have lived 65years in the cities and towns covering Nanao Bay and belonged to a family withfive members. Information regarding the state of Nanao Bay was provided to thequestions related to the condition of Nanao Bay. Respondents perceived NanaoBay to be in “not bad or not good” condition escaping poverty due to resourcerelateddegradation issues. Fishingis the main sourceof livelihoodunderscoringtheneed for a healthy coastal/marine environmentand associated fisheries.Differencesin perceptionsin relationto the demographic characteristics showedthateducation is the most importantfactor that influences the perceptionsofthe respondentstowardthe condition of the bay.The study concludes thatunderstandingthe well-beingof the stakeholders is vital in facilitating effectiveandsuccessful implementation of satoumiconservation.Keywords: Socioeconomics, conservation, management, Nanao Bay SatoumiConservation Project, descriptive design, Japan

Since commercial aviation started, fatigue among pilots and aircrew has been acknowledged as a human factor safety issue. This survey was conducted between September and December 2009 among airlines pilots. The three main objectives of this study are: to identify sleep patterns, their promoting and interfering factors of airlines pilots. This survey results revealed that most of the pilots do not have any problem to get to sleep and majority of them had never taken any sleeping aids, such as: alcohol or medication. The five sleep interfering factors, which include environmental (i.e. heat, noise and lighting) and physiological (i.e. nature’s call and personal worries) were investigated in this survey. It was found out that personal worries top the list. From this study, it can be concluded that fatigue issue is significant among South East Asian airlines pilot.

Governments are showing an interest in, or incorporating, gamification into their governance processes and/or services to citizens. The article describes the concept of gamification, examines its potential from the point of view of using elements of the game in public administration, for example, on the websites of authorities and special platforms, as well as in offline mode. The conclusion is made about the goals of introducing gamification into the practice of public authorities. The state administration can not only be the author of these projects, but also assist civil society institutions (public associations, citizens) in their development.

Indonesia government, at the time, is now trying to implement e-government in each of the Organization. E-government is a technology and information-based system that aims to improve the function of public administration and relations with the public. With e-government, it hoped that information transparency would be created, especially financial information. A transparent system can prevent the misuse of the budget, which affects the high level of corruption. Survey results at the global level show that there are cases of fraud that cause distrust of the government. The study is intended to determine the level of trust of society towards transparency finance in e-government. The research method used is the descriptive method by distributing questionnaires to 200 people of Bandung residents. The results showed that financial transparency in e-government affected people's trust.
