In the field of modern bidding, electronic bidding leads a new trend of development, convenience and efficiency and other significant advantages effectively promote the reform and innovation of China’s bidding field. Nowadays, most systems require a strong and trusted third party to guarantee the integrity and security of the system. However, with the development of blockchain technology and the rise of privacy protection, researchers has begun to emphasize the core concept of decentralization. This paper introduces a decentralized electronic bidding system based on blockchain and smart contract. The system uses blockchain to replace the traditional database and uses chaincode to process business logic. In data interaction, encryption techniques such as zero-knowledge proof based on graph isomorphism are used to improve privacy protection, which improves the anonymity of participants, the privacy of data transmission, and the traceability and verifiable of data. Compared with other electronic bidding systems, this system is more secure and efficient, and has the nature of anonymous operation, which fully protects the privacy information in the bidding process.

Abstract Although efficiency is a core concept in health economics, its impact on health care practice still is modest. Despite an increased pressure on resource allocation, a widespread use of low-value care is identified. Nonetheless, disinvestments are rare. Why is this so? This is the key question of this paper: why are disinvestments not more prevalent and improving the efficiency of the health care system, given their sound foundation in health economics, their morally important rationale, the significant evidence for a long list of low-value care and available alternatives? Although several external barriers to disinvestments have been identified, this paper looks inside us for mental mechanisms that hamper rational assessment, implementation, use and disinvestment of health technologies. Critically identifying and assessing internal inclinations, such as cognitive biases, affective biases and imperatives, is the first step toward a more rational handling of health technologies. In order to provide accountable and efficient care we must engage in the quest against the figments of our minds; to disinvest in low-value care in order to provide high-value health care.

Background Internationally, physicians are integrating medical acupuncture into their practice. Although there are some informative surveys and reviews, there are few international, exploratory studies detailing how physicians have accommodated medical acupuncture (eg, by modifying schedules, space and processes). Objective To examine how physicians integrate medical acupuncture into their practice. Methods Semi-structured interviews and participant observations of physicians practising medical acupuncture were conducted using convenience and snowball sampling. Data were analysed in NVivo and themes were developed. Despite variation, three principal models were developed to summarise the different ways that physicians integrated medical acupuncture into their practice, using the core concept of ‘helping’. Quotes were used to illustrate each model and its corresponding themes. Results There were 25 participants from 11 countries: 21 agreed to be interviewed and four engaged in participant observations. Seventy-two per cent were general practitioners. The three models were: (1) appointments (44%); (2) clinics (44%); and (3) full-time practice (24%). Some physicians held both appointments and regular clinics (models 1 and 2). Most full-time physicians initially tried appointments and/or clinics. Some physicians charged to offset administration costs or compensate for their time. Discussion Despite variation within each category, the three models encapsulated how physicians described their integration of medical acupuncture. Physicians varied in how often they administered medical acupuncture and the amount of time they spent with patients. Although 24% of physicians surveyed administered medical acupuncture full-time, most practised it part-time. Each individual physician incorporated medical acupuncture in the way that worked best for their practice.

In the near future, it is highly expected that smart grid (SG) utilities will replace existing fixed pricing with dynamic pricing, such as time-of-use real-time tariff (ToU). In ToU, the price of electricity varies throughout the whole day based on the respective utilities’ decisions. We classify the whole day into two periods with very high and low probabilities of theft activities, termed as the “theft window” and “non-theft window”, respectively. A “smart” malicious consumer can adjust his/her theft to mostly targeting the theft window, manipulate actual usage reporting to outsmart existing theft detectors, and achieve the goal of “paying reduced tariff”. Simulation results show that existing schemes do not detect well such window-based theft activities conversely exploiting ToU strategies. In this paper, we begin by introducing the core concept of window-based theft cases, which is defined at the basis of ToU pricing as well as consumption usage. A modified extreme gradient boosting (XGBoost) based machine learning (ML) technique called dynamic electricity theft detector (DETD) has been presented to detect a new type of theft cases.

The Bree model and the elastic core concept have been used as the foundation for the simplified inelastic design analysis methods in the ASME Code for the design of components at elevated temperature for nearly three decades. The methodology provides upper bounds for creep strain accumulation and a physical basis for ascertaining if a structure under primary and secondary loading will behave elastically, plastically, shakedown, or ratchet. Comparisons of the method with inelastic analysis results have demonstrated its conservatism in stainless steel at temperatures representative of those in LMBR applications. The upper bounds on creep accumulation are revisited for very high temperatures representative of VHTR applications, where the yield strength of the material is strongly dependent upon temperature. The effect of the variation in yield strength on the evolution of the core stress is illustrated, and is shown to extend the shakedown regions, and affects the location of the boundaries between shakedown, ratcheting, and plasticity.
