The goal of this paper is to explain the origin and development of strategic spatial planning, to show complex features and highlight the differences and/or advantages over traditional, physical spatial planning. Strategic spatial planning is seen as one of approaches in legally defined planning documents, and throughout the display of properties of sectoral national strategies, as well as issues of strategic planning at the local level in Serbia. The strategic approach is clearly recognized at the national and sub-national level of spatial planning in European countries and in our country. It has been confirmed by the goals outlined in documents of the European Union and Serbia that promote the grounds of territorial cohesion and strategic integrated planning, emphasizing cooperation and the principles of sustainable spatial development.

Today, spatial planning is playing a more and more significant role in forming spatial development at the local level (municipality, town/city). It is closely connected with numerous documents underlying the implementation of the sustainable policy in the sphere of local development. The article presents an analysis of relevant planning documents at the national level, especially, at the level of the Podlaskie, Świętokrzyskie and Opolskie Voivodeships (provinces). Based on the analysis of spatial functioning in the range of small cities (towns) located in two provinces in the so-called Poland B (Eastern Poland) and one province in the so-called Poland A, the initial recognition of the impact of small urban centres on theregional development was made at different levels. The current economic system rooted in the premises of the innovative development of regions requires conducting detailed studies in the field of investigating its internal structure and external dependencies. As a complex, dynamic mechanism, generating an increase in the quality of life corresponding to the human resources, it also requires an appropriate management remaining in harmony with modern, strategic and spatial economy. The article selectively determines the problems appearing in the economic system of a region and indicates the need to solve the most essential development problems, e.g. those arising due to the obligatory introduction of social and economic scientific descriptions as the fundamental documents for the needs of creating sustainable development of the small-town landscape.

In some European countries, sub-national regions are important geographical arenas for spatial planning. However, in Sweden, statutory regional planning is rather limited and the regional level is often described as having a weak position in the spatial planning system. In this article, we investigate territorial governance practices in two Swedish regions, with a focus on their interaction with the EU and the national level, and with the local level, as well as how these regions function as organisations and arenas for coordination of different policy fields. The study is based on semi-structured expert interviews and document analysis. The results show that spatial planning is practised both through statutory planning and soft planning approaches, and that these practices in different ways coordinate sectoral policies i.e. transport infrastructure and regional development. Both cases also illustrate difficulties not only of external coordination between different institutions and policy fields but also internally within organisations. It is also highlighted that spatial planning at the regional level focuses on coordinating actors and policy fields but that spatial planning is also an instrument to implement regional policies. In conclusion, it is argued that the organisation and territorial governance practices within a given institutional arrangement and the perception of spatial planning are crucial in determining how regions might function as multi-level coordination actors and policy arenas within spatial planning.

In Austria there is a federal system, where the power is shared between national (Bund) and regional (Land) governments, with each having autonomy in some spheres, and able to pass laws. Power resides with the national government, although certain responsibilities may be delegated to regional governments. In Austria the national government has no competence in spatial planning, but planning at the national level is undertaken through a joint forum which has advisory powers, and in which the national government and the Länder Austrian are equal partners. At regional level the Austrian Länder play the primary role in spatial planning. The Austrian national government has only limited responsibilities.

Spatial planning practice in Malaysia has given greater prominence to environmental matters since the amendment of the Town and Country Planning Act 1976 in 1995, in which sustainable development has become the core emphasis of all planning policies and plans. However, elements of climate change, which require being addressed in strategic planning, have not been explicitly incorporated into spatial plans that cover urban and rural areas at both state and local levels. This study presents a framework for the evaluation of the content of spatial plans in response to climate change adaptation and mitigation in the case of the Selangor River Basin, which may be considered the life support for the Kuala Lumpur Conurbation, the largest urban mega region in Malaysia. A content analysis of national, state and local level spatial plans reveals that the overall quality of plans is higher at the national level, but gradually declines towards lower tier plans, and that generally an equal emphasis has been paid to both climate change mitigation and adaptation. The findings support the argument that spatial planning provides a platform for coordinating mitigation and adaptation responses through its sustainable development policies, however, there is a need to reframe the scope of sustainable development in the country for this purpose.

The territory of Zlatibor is known as a region of exquisite beauty, rich in natural and anthropogenic values, and as such it is a significant tourist destination. The tourism on Zlatibor started developing a long time ago, however, recently there has formed a type of settlement with tourism as its basic function, with no adequate planned development and control, which deviates from the natural and aesthetic environment, disturbing the rare and autochthonous quality of the territory. Zlatibor?s beauty has been disturbed with unplanned construction and the development of tourism which is not sustainable in the long-term. The aim of this paper is to point out to the significance of spatial planning for further development of tourism on this mountain and give suggestions on further development which would neutralise, revitalise and improve the already degraded territory. Only by managing the territory of Zlatibor properly, as a resource for tourism, will its economic, ecologic and aesthetic value increase, which will ensure a long term benefit on a local, regional and national level.

The concept of ecosystem services (ES) is regarded as an increasingly important framework and tool to support spatial planning. A limited understanding of how ES knowledge is used in spatial plans constrains our ability to learn from, replicate, and convey an ES approach. This study examined how ES were integrated into spatial planning at the regional scale in Western Switzerland. A directed content analysis of cantonal structural plans was used to assess how ES were covered in various sections of the plans and to explore the differences in the level of ES integration across cantons. First, the results showed that ES were found in each section of the plans but were not equally distributed. Provisioning ES were always the most mentioned while regulating ES were the least considered. Second, strong discrepancies existed between cantons may demonstrate the lack of cantonal coordination to integrate ES. Finally, the concept of ES was more embedded in nonbinding than in binding parts. Promoting the concept at the national level may facilitate the integration of ES at lower planning scales. Further work could focus on other cantons to ensure that the results are fully representative of the current situation in Switzerland.
