This paper discusses theoretical debates regarding small states and their foreign policy and also argues that research should include more analysis of small states’ identities and the dominant meanings related to being a small state. Using poststructuralistic theoretical perspective and discourse analysis, two empirical cases – Lithuania and New Zealand – are analysed with attention paid to the meanings of smallness and the ways these meanings are constructed. Empirical analysis follows with suggestions for how future research of small states could be improved.

While debate continues on whether the foreign policies of small states are1 or are or not generically different from those of large states, little has been written explicitly about the association of size of donors with the quality of their foreign aid. This essay hypothesizes that the aid policies of small states will differ from those of large states in ways that may be measured empirically, just as Plischke, East, Sawyer, and Hermann have demonstrated with quantitative data that the general foreign policy behavior of small states varies significantly from that of large ones. More particularly, it is hypothesized that small states give higher quality aid, and give it relatively more generously, than large states. This hypothesis is grounded on general impressions—Sweden is widely acknowledged as a “good” donor and the United States an indifferent one—and on extrapolations from small state theory that will be sketched below.

AbstractSince the end of the cold war, the European Union’s (EU’s) global aspirations and capabilities have grown. This shift has seen the EU becoming an increasingly integral part of the international arena, both economically and politically. However, there has been a notable geopolitical shift in recent years towards the growing importance of Asia. New Zealand, geographically distant but traditionally culturally aligned with the EU, the nation that has traditionally enjoyed close economic, political and social relations with the EU but is increasingly focused on Asia, presents a unique perspective on this perceived realignment of power. This paper offers a unique perspective on the effectiveness of the EU’s international outreach. Using international relations’ ‘small state theory’ as an analytical tool, the paper draws on a series of longitudinal elite interviews conducted with New Zealand’s political, economic, civil society and media elites over a decade. The paper qualitatively and quantitatively assesses whether the EU remains perceived as a relevant, important global actor in the eyes of New Zealand’s elite. The paper makes a number of observations. Firstly, as a small state, New Zealand’s foreign policy focus has tended to be preoccupied with economics and this preoccupation has meant a notable shift away from Europe. Second, although over the course of the interviews negative discussions about the EU’s Common Agriculture Policy decreased, on the other hand there was increasingly less discussion about the EU’s potential and a more concerted discussion about the importance of Asia to the New Zealand’s economy and future. There are a number of reasons to account for this changing perception towards the EU,however, the internal friction currently facing the European Union and eurozone was consistently noted. Finally, although over time the interviewed elites believed that the EU’s importance is diminishing, this acknowledgement was often made with regret.

AbstractThis article examines the integration of migrants in Luxembourg within the framework of small state theory. Within the comparative scholarship on migration, small states are often presented as “success stories.” This research questions this assumption and empirical data presented here indicates that many contradictions exist within Luxembourg’s migrant integration model. The country’s “success” in fact does not reflect the levels of integration of migrants nationally as significant inequalities are present in Luxembourg. However, the analysis of Luxembourg presented here illustrates how small states have coherently embraced many paradoxes that are inherent to integration strategies throughout Europe with the goal of promoting peaceful coexistence.

Chapter 1 introduces the main arguments of the book; outlines the approach, method, and data; defines key terms; and provides a chapter outline. Global theories of democratization have systematically excluded small states, which make up roughly 20 per cent of countries. These cases debunk mainstream theories of why democratization succeeds or fails. This book brings small states into the comparative politics fold for the first time. It is organized thematically, with each chapter tackling one of the main theories from the democratization literature. Different types of data are examined—case studies and other documentary evidence, interviews and observation. Following an abductive approach, in addition to examining the veracity of existing theory, each chapter is also used to build an explanation of how democracy is practiced in small states. Specifically, we highlight how small state politics is shaped by personalization and informal politics, rather than formal institutional design.

Abstract This article will survey the transnational dynamics of the World Union of National Socialists (wuns), from its foundation in 1962 to the present day. It will examine a wide range of materials generated by the organisation, including its foundational document, the Cotswolds Declaration, as well as membership application details, wuns bulletins, related magazines such as Stormtrooper, and its intellectual journals, National Socialist World and The National Socialist. By analysing material from affiliated organisations, it will also consider how the network was able to foster contrasting relationships with sympathetic groups in Canada, Australia, New Zealand and Europe, allowing other leading neo-Nazis, such as Colin Jordan, to develop a wider role internationally. The author argues that the neo-Nazi network reached its height in the mid to late 1960s, and also highlights how, in more recent times, the wuns has taken on a new role as an evocative ‘story’ in neo-Nazi history. This process of ‘accumulative extremism’, inventing a new tradition within the neo-Nazi movement, is important to recognise, as it helps us understand the self-mythologizing nature of neo-Nazi and wider neo-fascist cultures. Therefore, despite failing in its ambitions of creating a Nazi-inspired new global order, the lasting significance of the wuns has been its ability to inspire newer transnational aspirations among neo-Nazis and neo-fascists.

China is now second only to the US as a world economic power. Its economic rise has challenged US ability to fundamentally shape the world trade order. However, the importance of the rise of the Chinese economy for international security affairs is less clear. The key analytical issue for international politics and for an understanding of the sources of power is whether economic power is fungible in international security affairs, whether it can independently determine the strategic alignments of small states. This is also the key question in assessing the implications of China’s economic rise for the East Asian security order. The political-economy literature argues that trade dependence can lead small states to realign within great power politics, regardless of the military balance. However, poor case selection challenges this prior literature. By using contemporary East Asia as a source of multiple bilateral case studies, I argue that the economic dependence of a small state on a great economic power is insufficient to influence independently small state strategic alignment preferences and that China’s rising economic power is not fungible in East Asian security affairs.
