China’s Globalization and the Belt and Road Project: The Case of Indonesia and Malaysia

This study is a corpus-driven examination of keywords in the news texts related to China’s Belt and Road project reported by China’s English news media and America’s English news media. Keywords retrieved from corpus are often taken to be markers of “aboutness” in specialized corpus. They may be “a guide to the writer’s evaluative position.” Some of them, when explored in more detail, help to reveal evaluative attitudes. In this study, two corpora (China’s news report corpus and America’s news report corpus) are built and the computer corpus tool AntConc3.4.3 is used to generate keywords of these two corpora respectively for detailed concordance analysis in order to reveal different attitudes toward Belt and Road project held by these two countries’ news media. The findings demonstrate that China’s news reports emphasize mutual benefit and reciprocity among the parties involved; while America’s news reports emphasize America’s worry about China’s development because they claim that China poses a threat to America’s national status and interests. This study can help readers understand different news media’ attitudes toward the Belt and Road project and help them think in a critical way while they read news reports of the same topic produced by different news media.

China announced its initiative of the so‑called New Silk Road project for the first time in 2013. Although its extent, concept or even its current name (The Belt and Road Initiative, BRI) have changed on a number of occasions since then, it cannot be denied that this is one of the most important challenges currently being undertaken in the world. The countries of Central and Eastern Europe, of which Poland is a part, may have a significant meaning in this concept due to their strategic location. The countries of this region began their co‑operation with China under the so‑called “16 +1” format, and this took place prior to the announcement of the BRI. This opens up new perspectives for Polish‑Chinese trade relations in respect of the BRI initiative and the “16 + 1” platform. The aim of this study is therefore to present the most important effects of the conducted research, the assumption of which was the comprehensive identification of the Chinese BRI initiative and the consequences of its implementation for Polish‑Chinese trade relations. The presented analysis assumes that BRI will have a significant impact on Polish‑Chinese trade patterns. This is particularly important in the context of the huge trade deficit that Poland has been recording for years in its trade with China as well as the deepening asymmetry, which has been characteristic of the exchange.

The "One Belt, One Road" project is beneficial to the Chinese side and will be implemented regardless of the opinion and position of Russia. Within the framework of the initiative, the economic and political interests of the two countries intersect. The article analyzes the ratio of risks and opportunities for Russia's participation in the “Belt and Road”. The characteristics of the project itself and the principles on which it will be built are given. Participation in the project promises economic benefits for Russia, and can also become an opportunity to solve long-standing foreign policy problems. At the same time, the Chinese initiative may become a threat to the advancement of Russia's interests in Central Asia and create competition with China for sales markets in Eastern Europe. China, as the creator of the initiative, is the leader of a project involving more than 150 countries and international organizations. This, in turn, contains the danger of Chinese expansion on the continent. The geopolitical aspect will also become a risk. Russia could find itself caught in a triangle between China, the European Union and the United States, with no room for maneuver.

On September 7, 2013, at Nazarbayev University (Astana, Kazakhstan), the President of the People's Republic of China Xi Jinping announced the creation of the «Silk Road Economic Belt» initiative, which in March 2015, along with the «21st Century Maritime Silk Road» project, was united into a single «One Belt and One Road» initiative (later became the «Belt and Road» Initiative or BRI) and over time transformed into a large-scale global project. This initiative was initially launched towards a weak global economic recovery, but due to the difficult situation of the economies of the countries of the world affected by the consequences of the Covid-19 pandemic, BRI is increasing its relevance. In the first quarter of 2020, trade between Kazakhstan and China due to the closure of borders significantly decreased and the most pessimistic scenarios were predicted, however, the data for 8 months of this year exceeded the same indicators of 2019, which inspires optimism and gives hope for an early recovery of the Kazakh economy due to the development of projects within the BRI. At the same time, the pandemic has an impact on the change of priority areas of cooperation between the two countries in favor of digital technologies and healthcare. China’s Belt and Road Initiative could be treated ambiguously. On the one hand, it is intended to transform the newly acquired economic potential of that country into its higher status in the world. China invites a lot of nations to build up gigantic transit corridors by joint efforts, and doing so it applies productively its capital and technologies. International transactions in RMB are also being expanded. But, on the other hand, the Belt and Road Initiative is also a necessity for China to cope with some evident problems of its current stage of development, such as industrial overcapacity, overdependence on imports of raw materials from a narrow circle of countries, and a subordinate status in global value chains. For Russia participation in the Belt and Road Initiative may be fruitful, since the very character of that project provides us with a space to manoeuvre. By now, Russian exports to China consist primarily of fuels and other commodities. More active industrial policy is needed to correct this situation . A flexible framework of the Belt and Road Initiative is more suitable for this objective to be achieved, rather than traditional forms of regional integration, such as a free trade zone.

The friendship between nations lies in the mutual affinity of the people, and the people’s affinity lies in the communion of hearts. The cultural and humanities cooperation between China and Russia has a long history. In recent years, under the role of the“Belt and Road” initiative, the SCO, and the Sino-Russian Humanities Cooperation Committee, Sino-Russian culture and humanities cooperation has continued to deepen. Entering a new era, taking the opportunity to promote Sino-Russian relations into a “new era China-Russia comprehensive strategic cooperative partnership”, the development of human relations between the two countries has entered a new historical starting point, while also facing a series of problems and challenges. This article is based on the current status of Sino-Russian human relations in the new era, interprets the characteristics of Sino-Russian human relations in the new era, analyzes the problems and challenges of Sino-Russian human relations in the new era, and tries to propose solutions and solutions with a view to further developing Sino-Russian cultural and humanities relations in the new era. It is a useful reference, and provides a reference for future related research, and ultimately helps the Sino-Russian cultural and humanities relations in the new era to be stable and far-reaching.
