Participation in the World Health Organization (WHO) is a multifaceted matter and should be understood as not only referring to the governance of WHO, but also to its scientific and technical work as well as its collaborative efforts towards advancing global public health more generally. The article is concerned, in particular, with the legal and political framework surrounding attendance and participation of states and various entities in the governing bodies of the Organization, at the global and regional level. It shows that participation in the governance of WHO is still today a domain reserved to the determination of its Member States. At the same time, solutions have been found and continued efforts are necessary to take into account geopolitical considerations and to ensure a meaningful and inclusive participation of all relevant actors in global health discussions.

Local level calibration of crop coefficient (Kc) values is critical for regional level planning and allocation of water resources for irrigation. In this regard, an experiment was conducted at the Irrigation and Water Management Division of Bangladesh Agricultural Research Institute (BARI), Gazipur, in order to estimate crop coefficient values of soybean under the local climatic condition. An improved crop variety- BARI Soybean-6 was used in this experiment. The crop was grown under four irrigation treatments, allowing irrigation at an interval of 10, 15, 20 and 25 days. The treatments were so designed that drainage was allowed between the consecutive irrigations. Irrigation at 15 days interval produced the highest seed yield of 1.26 t/ha and was considered to be suitable for estimating seasonal crop evapotranspiration (ETc) and Kc values. The seasonal highest cumulative ETc was 308.43 mm under this treatment. The Kc values of soybean at initial, development, mid-season and late season stages were found as 0.67, 1.46, 1.59 and 0.62, respectively.The Agriculturists 2016; 14(2) 14-23

Abstract The contribution explains the financing system of the German railway sector. Market players like infrastructure managers, railway undertakings, the federal and the regional level (“Länder”) and the Bundesnetzagentur are interrelated due to the institutional setting, especially due to the control- and supervision duties of Bundesnetzagentur. This also concerns the financial flows related interconnections of market players and the government level. Bundesnetzagentur is under the new rail regulation law in charge of controlling the charging system of infrastructure managers. The new legal framework allows for the first time an incentive regulation related to infrastructure charges and sets incentives for the infrastructure manager to decrease costs and increase the traffic on the network.

The article proposes an approach to the determination of investment efficiency at the regional level and provides a comparative assessment of investment efficiency in different economic activities.The assessment of investment efficiency is preceded by the analysis of GRP structures and investments in the economy of the Central Federal District in the context of foreign trade, which allows to identify and then to give a comparative assessment of investment efficiency in fixed capital in the two leading types of economic activities on the share of GRP in the Central Federal District in 2005 and 2012: trade and processing production.The instruments for analysis became a package of statistical programs SPSS Statistics 22.
