Many governments have adopted strategic plans to improve outcomes, but these efforts often fail because they do not take implementation into consideration as they plan. Past research indicates that the situational context of a strategic initiative influences implementation success. This study explores how context influences the relationship between implementation best practices and success by examining 155 strategic initiatives from 36 U.S. municipalities through a series of multiple regression analyses. The evidence indicates that context does alter the success rate of implementation best practices and should be taken into consideration during strategic planning in order to improve government effectiveness.

Inspection is a fundamental means of achieving software usability. Past research showed that during usability inspection the success rate (percentage of problems detected) of each individual inspector was rather low. We developed perspective-based usability inspection, which divides the large variety of usability issues along different perspectives and focuses each inspection session on one perspective. We conducted a controlled experiment to study its effectiveness, using a post-test only control group experimental design, with 24 professionals as subjects. The control group used heuristic evaluation, which is the most popular technique for usability inspection. The experimental results are that 1) for usability problems covered by each perspective, the inspectors using that perspective had higher success rate than others; 2) for all usability problems, perspective inspectors had higher average success rate than heuristic inspectors; 3) for all usability problems, the union of three perspective inspectors (with one from each perspective) had higher average success rate than the union of three heuristic inspectors.

Empirical evidence has emphasized the need for more research to uncover why does change fail and what can organizations do to improve their success rate. The purpose of this article is to provide an in-depth assessment on the implementation of centre-led change initiative in a novel empirical study in a Malaysian-based multinational enterprise (MNE). This study is based on multiple embedded case studies of four subsidiaries of a Malaysian-based MNE. This study urges centre managers tasked with implementing strategic change initiatives to emphasize the behavioral aspect of those involved in change throughout the entire development stage of the change. Any negative cues from change recipients need to be addressed and attended to as quickly as possible. This study is based on a section within the larger context of the MNE which is being researched. The study contributes to the literature of organizational sensemaking in change by extending the knowledge of new sensemaking forms namely communication intensity and resolution to barriers. This study also contributes to the empirical literature in change by providing an in-depth account of a Malaysian based MNE journey in implementing centre-led change initiatives.

Abstract The purpose of this paper is to examine regulatory agencies and regulated parties in an empirical study of administrative disputes initiated against the decisions of regulatory agencies in Croatia. We first aim to provide an overview of the status and trend estimates regarding these disputes; second, to answer the question how well does the system work from the perspectives of both the plaintiffs and the regulatory agencies; third, to identify the problem areas and to compare these with problem areas identified by the authors studying the broader area of administrative judiciary in Croatia, and finally to compare efficiency level of regulatory agencies to other public authorities in confirming the legality of their decisions and actions. Data on all administrative disputes against 12 Croatian regulatory agencies’ decisions in the 17-year period between 1995 and 2011 are used to identify the main characteristics and trends relating to these disputes. Data for 2012 to 2013 was also examined to identify initial changes and emerging trends in the new administrative judiciary system resulting from fundamental legal reform as part of Croatia’s process of accession to the European Union in 2013. The results show these administrative disputes to be often costly and timely with modest outcome for the plaintiff and impressive success rate for the most of regulatory agencies.
