Connecting the Alpine Protected Areas in a Wide Ecological Infrastructure: Opportunities from a Legal Point of View

Abstract The article considers the tourist traffic as possible to elements of inanimate nature in protected areas. The highest form of protection in Poland - national parks, has been taken into account. The main goal is to diagnose the situation based on the analysis of official documents elaborated by the national park authorities. One of the important elements is to diagnose the threat to nature and indicate ways to neutralize it. At the beginning, the geotouristic potential of these parks was presented, where this type of resources is considered important from the point of view of tourism. The tourist function of the most important attractions in Poland was indicated. In the top ten there are as many as 4 national parks, including Tatrzański which takes first place. The size of tourist traffic in all 23 parks was analyzed. As a result, it was shown that the most popular, where tourist flow is of mass character, include mountain parks with significant geotouristic potential. Next, the current protection plans for them were analyzed: Tatrzański, Karkonoski, Table Mountains and Pieniński, where the annual tourist flow varies between 0.5 million and almost 4 million visitors per year. Threats were assigned to 4 groups: existing internal threats, potential internal threats, existing external threats and potential external threats. In each of the types of threats special attention was paid to those related to inanimate nature. It also indicated the ways in which park managers want to influence the change of negative trends. The basic conclusion was indicated, which boils down to the postulate of a balanced approach to the protection of both types of nature: animate and inanimate. In the case of animate nature, threats and suggestions for improving the situation seem to be much better diagnosed than in the case of inanimate nature.

RESUMEN. Riqueza y rareza florísticas en los afloramientos dolomíticos de las Cordilleras Béticas (sur de España): ensayo preliminar. Sobre los afloramientos dolomíticos de las Cordilleras Béticas se desarrollan comunidades vegetales muy específicas y ricas en endemismos. Dichas comunidades no han sido estudiadas desde un punto de vista conservacionista. Este trabajo aborda su distribución, riqueza y grado de protección actuales permitiendo evaluar la eficacia de la red de espacios protegidos. Para ello, se ha creado una base de datos de presencia/ausencia de dolomitófilos en cuadrículas UTM de 10 km. de lado que han sido definidas como unidades geográficas operacionales (UGOs). Posteriormente, se ha evaluado la riqueza, la rareza en continuo y la rareza en discontinuo de las UGOs. Los resultados obtenidos han subrayado la importancia del sector Malacitano-Almijarense de la provincia Bética (en especial la zona del Trevenque) como centro de riqueza y endemicidad de dolomitófilos. Por otra parte, la red de espacios naturales abarca casi la totalidad de las localidades de mayor interés en la Comunidad Autónoma de Andalucía, mientras que tiene importantes lagunas en la Región de Murcia y en la provincia de Albacete (perteneciente a la Comunidad Autónoma de Castilla-La Mancha).Palabras clave. Floral richness and rarity in the dolomitic outcrops of the Baetic Ranges (southern Spain): a preliminary essay. The dolomitic areas of the Baetic Ranges house extremely peculiar plant communities. These communities are diverse and especially rich in endemic species. The vegetation and flora of the dolomitic outcrops have not been studied from a conservation point of view. This work is focused on the distribution, richness and current level of protection of these areas, consequently, it allows us to evaluate the efficacy of the protected areas network. In order to meet this goal, a “presence/absence” database of the dolomitic taxa has been carried out, according to UTM cells sized an area of 10 × 10 km. These cells have been used as “Operational Geographic Units” (OGU’s). In due course, the richness, the continuous and discontinuous rarity of every OGU have been evaluated. The results depicted the great importance of the Malacitano-Almijarense sector of the Baetic province (especially where the Trevenque mountain is located) as a spot of richness and endemicity of dolomitic taxa. In addition, the protected areas network appears to be quite efficient in meeting conservation objectives in the Region of Andalusia, whilst it is clearly deficient in the Region of Murcia and the Province of Albacete (included in the Region of Castilla-La Mancha).Key words. AbstractThis article examines the tourist role of protected areas important for their unanimated nature potential. In Poland the highest form of legal protection is a national park. Babiogórski National Parks is one of 23 national parks in Poland. The aim of this article is to present its tourist attraction based on its geotourist potential considered by tourists who visit this park. At the beginning a brief history of protection of Babia Góra is presented. Based on stock-taking sightseeing method an analysis of the most important tourist attractiveness elements (like infrastructure or tourist values) is done. The focus on the values of unanimated nature is made grouping them into four main categories. As the result of research on infrastructure the most important accommodation units were indicated present at the surroundings of this National Park which is vital for its tourist capacity. For the correct functioning of tourist movement at the protected area the supporting infrastructure is important bearing a lot of functions. The function of channeling of the tourist movement as well as the didactic function are the most important for protection and correct use of geotourist values. Among the many elements of the supporting infrastructure the most important ones are tourist and didactic routes (their course and themes are presented). The most important part of the article is the presentation of the participants of the tourist movement opinions on the Babiogórski National Park tourist attractiveness. A survey was conducted and then analysed on 308 respondents in 2011. They were asked to judge both the quality of infrastructure as well as attraction of geotourist values together with their adaptation to reception by the tourist movement. The results analysis served as a base to appraise the state and perspectives for the geotourism development in Babiogórski National Park from the point of view of the receivers of tourist product i.e. the protected area.

Approximately 75% of the urban settlements in Romania are superimposed or are tangent to at least one natural protected area, these not being integrated from the point of view of their regulation in the urban strategies and in the urban planning regulations. From a spatial point of view, this type of relationship often represents a contrast between the urban fabric and the quasi-natural fabric. However, in the regulatory or strategy instruments for the development of urban settlements, where such contrasts exist, they are only integrated at the border level. The ecotone is, in most cases, the only element mentioned in urban planning instruments and is approached as a land that can only function in isolation and that in no way can support urban development. This reluctance and fear of approaching natural protected areas, also negatively influences the conception of the community, investors and the administration. Urban actors are not informed and therefore not motivated, but neither do they have the opportunity to get involved in the conservation and protection process. The purpose of this article is to research urban and biodiversity strategies at E.U level, to identify gaps in the formulation of urban planning tools, what are the reasons behind generating these gaps and how they can be eliminated, or at least mitigated. The analysis will focus on some models of urban strategies which address natural protected areas, but will also consider related elements, directly related to their conservation, urban ecology and the involvement in the process of urban actors.

A commented catalogue of Coleoptera Staphylinidae present in Verona province (Veneto, Northern Italy) is provided. It is based on published as well as mostly unpublished records, with the Sette collection at the Museo Civico di Storia Naturale di Verona as main source. These records are filed in a freely downloadable database (http://www.societaentomologicaitaliana.it/it/archivio-comunicazioni/78-archiviati/269-database-staphylinidae-verona.html). Verona province is a very diverse area, with habitats ranging from montane/alpine to hill and plain, which are natural, seminatural or anthropogenic. A total of 988 species are listed. Localities, habitats, microhabitats, collecting methods, altitudinal range, months of capture, latest year of capture and number of specimens are given for each species. Comments are added for 149 remarkable species or genera (<em>i.e</em>. new to Italy, endemic, with particular geographic distribution, living in particular habitats, introduced, problematic from a taxonomic point of view), 7 species are new records for Italy (<em>Tachyporus corpulentus J.</em> Sahlberg, 1876, <em>Aleochara bellonata</em> Krása, 1922, <em>Aleochara marmotae</em> Sainte-Claire Deville, 1927, <em>Atheta (Ceritaxa) flavipes</em> (Hochhuth, 1860), <em>Atheta (Philhygra) pseudoelongatula</em> Bernhauer, 1907, <em>Stenomastax platygaster</em> (Kraatz, 1859), <em>Carpelimus boops rondaensis</em> (Fagel, 1957)), one is very probably new to science (<em>Leptusa</em> sp.). The biogeographic analysis of the data is mostly based on the comparison of the main areas of the province (Monte Baldo, Lessinia, Morene del Garda, course of Adige river, and plain). The presence of a good percentage (5%) of endemic species is pointed out. The communities inhabiting the principal habitats and microhabitats are commented on, and remarkable species living in the protected areas of the province are listed.

AbstractWe analyze the geographic distribution pattern of Chilean amphibian and reptile species between 18°20′S (Arica) to 56°S (Magellanic Area) by the identification of centers of higher richness and endemism and we infer the biological processes that could have promoted these patterns from a biogeographic point of view, comparing our results with the present location of National Parks found in the National System of State Wildlife Protected Areas. Our results provide evidence that richness and endemism shows clear latitudinal trends along Chile, with highest values at mid-latitudes (31°S to 44°S). Five areas of endemism for phenetic analysis and six for PAE (Parsimony analysis of endemism) were found that agree with bioclimatic boundaries. We suggest that the richness and endemism patterns registered for Chilean herpetological taxa may be explained by an historical mechanism, in accordance with previous biogeographical proposals. To improve the conservation efforts for amphibians and reptiles we suggest inclusion of new protected areas at the regional level for the Mediterranean region of south-central Chile and for local northern and southern quadrats with high species richness and endemism.

Mountain protected areas play a fundamental role in the conservation of natural environment and at the same time provide the population with social benefits such as offering space for leisure and recreation. Understanding motivations and behavior of protected area visitors is crucial to effectively manage vulnerable areas. Our objective was to identify the profiles of visitors to a heavily used tourist destination—Kasprowy Wierch within the Tatra National Park (Poland), using the self-organizing maps (SOM) analytical method. In order to explore the socio-demographic and behavioral characteristics of the visitors a total sample of 2488 respondents were interviewed on site. Self-organizing map analysis is based on cerebral processes for managing and storing information in order to classify subjects and/or find relationships among variables. As a result, four heterogeneous tourist profiles were identified. Interestingly, two of these groups (Cluster 1 and Cluster 3), which were found to be the most challenging groups for management purposes, visited the national park for reasons other than its natural attractions. Especially, one sub-segment of Cluster 3 was mainly motivated by the possibility to use a cable car, admiring views and stayed within close proximity of the upper cable car station. Less than a half of visitors to Kasprowy Wierch (42%) were seeking a nature experience during their trip (Cluster 2 and Cluster 4). The results bring a new point of view in the discussion on visitor management within Kasprowy Wierch region, in particular by overlapping presented visitor segmentation with trip types and/or purchased cable car tickets. Within international context, we highlight the SOM technique as a valuable tool in profiling of tourists and underline the problem of the existence of mass tourism destinations within protected areas.

Zadnjih desetljeća, primjena politike zaštite prirode, zasnovane na principima javnog sudjelovanja, postala je jedna od glavnih izazova za znanstvenike i donositelje odluka. Primjena politike očuvanja prirode slijedi dva osnovna pristupa: izdvajanje na osnovi prostorne podjele zaštićenih područja od proizvodnih, i pristup integracije, na temelju kojega se uključuju proizvodne i zaštitne namjene prostora. U mnogo slučajeva primjena politike očuvanja prirode uzrokovala je porast sukoba radi različitih i kompetitivnih principa korištenja zemlje, različitih interesa i pogleda. Cilj istraživanja je analizirati mišljenja stručnjaka o mogućim sukobima, prilikama i teškoćama za ljudske aktivnosti, ograničenjima u gospodarenju šumom vezano na uspostavu novih zaštićenih područja. Istraživanje je strukturirano u tri osnovna koraka: analiza stručnjaka, anketiranje i statistička obrada prikupljenih podataka. Polu-strukturirani upitnik putem emaila poslan je stručnjacima prema planiranom uzorku u svaku zemlju koja je uključena u COST CAPABAL projekt (COST Targeted Network TN1401 “CAPABAL” (41 sudionik u 10 zemalja). Podaci su statistički obrađeni, kako bi se naglasile razlike između EU28 zemalja članica i nečlanica i među institucijama (javna administracija, stručnjaci iz šumarstva i drvne industrije, fakulteta i istraživačkih institucija i okolišnih nevladinih organizacija). Na kraju prikupljanja podataka, sakupljn je 41 upitnik, koji su ispunili stručnjaci podijeljeni na zemlje članice EU (22 upitnika sa udjelom 54% u uzorku), i 19 stručnjaka iz zemalja izvan EU (46%). Promatrajući distribuciju uzorka prema zainteresiranim grupama, 41,5% ispitanika predstavlja javnu administraciju, 29,3% sveučilišta i istraživačke institute, 22% sudjeluje u lancu šuma-drvo, 7,3% su članovi nevladinih okolišnih udruga. Rezultati pokazuju da su najčešće vrste sukoba one koje su vezane za procedure uspostave novih zaštićenih zona, s posebnim naglaskom na ograničenja prava vlasništva i dodatno administriranje. Sudionici iz zemalja koje nisu EU28 članice, više su naglasile važnost ograničenja lovnih aktivnosti kao potencijalni sukob u usporedbi za sudionicima iz EU28 zemalja članica. Vezano na mogućnosti i ograničenja ljudskih aktivnosti u zaštićenim područjima, rezultati su pokazali da je razvoj ekoturizma jedna on najznačajnijih prilika za razvoj ruralnih marginalnih područja. Najveća zapreka je otežano gospodarenja šumom (pridobivanje drva) vezano za zahtjeve očuvanja prirode. Konačno, rezultati pokazuju da na ispitivanom uzorku najveća zabrinutost u gospodarenju šumom su dodatno vrijeme i novac potreban za nadzor i primjenu aktivnosti očuvanja prirode u zaštićenim područjima. Za ispitanike iz EU28 zemalja članica najveća zabrinutost vezano na aktivnosti gospodarenja šumom je primjena aktivnosti očuvanja prirode u zaštićenim područjima, dok su ispitanici izvan EU28 zemalja istaknuli primjenu pesticida kao najvažniju promjenu u gospodarenju šumom. Stavovi stručnjaka su temeljna početna pozicija koju treba uzeti u obzir kako bi se umanjili sukobi između očuvanja prirode i ljudskih aktivnosti te povećala socijalna uključenost u politiku očuvanja prirode.

The Turkish hazel or Turkish filbert (Corylus colurna) is a less widespread tree species in Romania. Data on the presence of C. colurna species in the Romanian flora are quite rare. The article’s aim is to analyse the scientific information and those of the main herbariums regarding the presence of C. colurna species on the Romanian territory. The presence of the species on the Romanian territory was signalled about 122 years ago in the paper “Conspectus of Romanian Flora”. Subsequent scientific information identifies the species in different locations, especially in the southwest of Romania, in dendrological and natural parks. Scientific importance of the species lies in its rarity, the species has an area limit on Romanian territory and in the value, it gives to natural ecosystems in which it grows. The practical value is given by its edible fruits, valuable from a food or medicinal point of view and by its agronomic characteristics. As a result, the biodiversity conservation strategy should include forest protected areas as important objectives.

Abstract From an economic point of view, protected areas do not bring in high profits, in comparison to other possible ways of land usage. National parks and nature reserves are costly in their creation, as well as in their subsequent upkeep and management. In developing countries, their operation can be the source of many political and economic problems. Usually, local communities neighboring protected areas perceive the existence of a protected zone negatively, although they are often able to avail themselves of park resources in various ways. Besides being given the opportunity to rationally make use of certain park resources, community members may be employed as park attendants, which is a practice that is widespread. A part of the profits obtained from the developing tourist industry may be allocated towards local development programs, e.g. the building of a new hospital or school. Some national parks, while lacking the adequate infrastructure necessary for tourism, grapple with a lack of funds. The lack of earning opportunities in connection with the development of tourism results in the local community’s over-exploitation of park resources. This often manifests itself in an increased incidence of poaching in the protected area.
