BACKGROUND AND PURPOSE:Sexual risk behavior and preconceptions about HIV/AIDS remain a significant problem in the fight against HIV/AIDS in Indonesia. Religious based HIV/AIDS education can be used to increase the knowledge of HIV/AIDS of the general population. The Imam educates his/her visitors about HIV/AIDS, thereby reducing risk behavior and stigma. To allow policy makers to make evidence-based decisions about prioritizing between various interventions focused on HIV/AIDS, it is important to calculate the costs of this intervention.METHODS:The costs were calculated for the city Bandung, Indonesia over a period of a year (January 2015 -December 2015). The data were collected in April and May 2016 and obtained by interviews with experts and records from KPA Bandung (the organization coordinating the intervention). In this intervention, KPA Bandung gives annual trainings to 60 Imams on how to educate visitors about HIV/AIDS. In turn, the Imams educate their visitors during the religious gathering.RESULTS:The cost falling on KPA Bandung for coordinating this intervention were US$387 per year. The largest cost components were the capital training cost (41%) and the recurrent personnel cost (35%). The total societal costs were US$1963 per year for 60 mosques and 1200 visitor. The largest cost components of the societal costs were the building cost for the mosques (27%) and the recurrent personnel cost for the Imams (40%).CONCLUSIONS:The costs for KPA Bandung are low, so it is important to consider scaling up the training from one time per year to two times per year. In addition, it would be significant to determine the effectiveness of the intervention.


Mobile edge computing (MEC) can provide computing services for mobile users (MUs) by offloading computing tasks to edge clouds through wireless access networks. Unmanned aerial vehicles (UAVs) are deployed as supplementary edge clouds to provide effective MEC services for MUs with poor wireless communication condition. In this paper, a joint task offloading and power allocation (TOPA) optimization problem is investigated in UAV-assisted MEC system. Since the joint TOPA problem has a strong non-convex characteristic, a method based on deep reinforcement learning is proposed. Specifically, the joint TOPA problem is modeled as Markov decision process. Then, considering the large state space and continuous action space, a twin delayed deep deterministic policy gradient algorithm is proposed. Simulation results show that the proposed scheme has lower smoothing training cost than other optimization methods.

Since the 1990s, more and more corporate learning has been moved online to allow for flexibility, just-in-time learning, and cost saving in delivering training. This trend has been evolved along with the introduction of Web-based applications for HRM purposes, known as electronic Human Resource Management (e-HRM). By 2005, 39.67% of the corporate learning, among the ASTD (American Society for Training and Development) benchmarking forum companies, was delivered online in comparison to 10.5% in 2001. E-learning has now reached “a high level of (technical) sophistication, both in terms of instructional development and the effective management of resources” in companies with high performance learning function (ASTD, 2006, p.4). The cost per unit, reported by ASTD in its 2006 State of Industry Report, has been declining since 2000 despite the higher training hours received per employee thanks to the use of technology based training delivery and its scalability. However, the overall quality of e-learning either public available in the market or implemented at the workplace remains unstable.

The optimized distance-based access methods currently available for multimedia databases are based on two major assumptions: a suitable distance function is known a priori, and the dimensionality of image features is low. The standard approach to building image databases is to represent images via vectors based on low-level visual features and make retrieval based on these vectors. However, due to the large gap between the semantic notions and low-level visual content, it is extremely difficult to define a distance function that accurately captures the similarity of images as perceived by humans. Furthermore, popular dimension reduction methods suffer from either the inability to capture the nonlinear correlations among raw data or very expensive training cost. To address the problems, in this chapter we introduce a new indexing technique called Combining Multiple Visual Features (CMVF) that integrates multiple visual features to get better query effectiveness. Our approach is able to produce low-dimensional image feature vectors that include not only low-level visual properties but also high-level semantic properties. The hybrid architecture can produce feature vectors that capture the salient properties of images yet are small enough to allow the use of existing high-dimensional indexing methods to provide efficient and effective retrieval.

Distance learning in advanced military education can assist officers around the world to become more skilled and qualified for future challenges. Through well-chosen technology, the efficiency of distancelearning can be improved significantly. In this paper we present the architecture of Advanced Military Education – Distance Learning (AME-DL) prototype for advanced military distance-learning, it combines advanced e-learning tool, simulation technology, and Web technology to provide a set of military learning and training subjects that can be accessed easily anywhere, anytime through a Web browser. The major goal of AME-DL is to provide a common standard framework for military training program, and the major contribution for such a prototype is to reduce training cost while providing high quality learning experience.

The solution of a Least Squares Support Vector Machine (LS-SVM) suffers from the problem of nonsparseness. The Forward Least Squares Approximation (FLSA) is a greedy approximation algorithm with a least-squares loss function. This paper proposes a new Support Vector Machine for which the FLSA is the training algorithm—the Forward Least Squares Approximation SVM (FLSA-SVM). A major novelty of this new FLSA-SVM is that the number of support vectors is the regularization parameter for tuning the tradeoff between the generalization ability and the training cost. The FLSA-SVMs can also detect the linear dependencies in vectors of the input Gramian matrix. These attributes together contribute to its extreme sparseness. Experiments on benchmark datasets are presented which show that, compared to various SVM algorithms, the FLSA-SVM is extremely compact, while maintaining a competitive generalization ability.

Some claimed cost, safety, efficiency, and effectiveness advantages of aircraft simulators for training are equivocal. Effectiveness of simulator training depends mostly upon the training procedures. Other factors alleged to influence the effectiveness of simulators vary in their demonstrated importance. These are considered in the contexts of physical simulation vs. psychological simulation, simulator fidelity and motivation, and pilot acceptance. One of the more costly areas of engineering development to increase fidelity of physical simulation is motion systems. No experimental evidence is available to show that simulator motion enhances transfer of training. Cost effectiveness has not been demonstrated for many interesting and attractive features that are standard trimmings on flight training simulators. The acquisition of simulators costing several times as much to own and operate as their counterpart airplanes may produce a backlash that will set back the desirable use of cost-effective simulators in reasonable research and training programs.

Airport crash fire vehicle simulator is an important device that is used in training of the airport firefighters, which has advantage of safe, energy saving and decreasing training cost. Sound system is an important part of airport crash fire vehicle simulator, which provides voice message to training personnel, which can make training personnel have immersed sense. Based on the principles of sound source position to analyze the different physical structure of the human body (head, torso, pinna) the impact of sound localization, the establishment of head-related transfer function model, using the model of the sound source, filtering, delay processing, and virtual sound source. And we have tested and verified with listening experiment.
