AbstractThis chapter examines empirical evidence on the effectiveness of community-based organizations (CBOs) in enhancing the ability of people living in slums to address their climate risks and engage meaningfully with local governments. In particular, this chapter intends to examine whether CBOs are effective in increasing awareness of climate change and adaptation options for reducing climate risks for slum households and their communities. This study focuses on three climatic shocks that typically affect most urban areas in South Asia, i.e. heat wave, flooding and vector-borne diseases where urban poor are more susceptible to these. The main actors for enabling community-based adaptationand adaptive capacity were the women’s groups in the slums called the community action group (CAG). The interventions for enhancing the adaptive capacities were—(i) training the community on the knowledge of causes and impacts of climate change; (ii) employing participatory vulnerability assessment for assessing the impact of climatic risks; and (iii) community-based resilience planning for framing the strategies to act against the risks realized under the vulnerability assessment. To evaluate the impact of the intervention, a quasi-experimental approach was taken—data on different measures of impact and adaptation options were collected through a detailed household questionnaire administered in the intervention slums as well as a set of control slums for a comparison in the baseline year as well as end line year. The study provides strong empirical evidence on the effectiveness of CAGs to enhance the awareness of climate change, awareness about adaptation options to reduce climate impacts, and to facilitate the implementation of adaptation options by slum households.

Communities have already felt the impact of climate change on their livelihoods. Since the risk of increased negative impacts is high, communities need to understand the climate change patterns, the likely impacts and measures to mitigate the negative impacts. This study was undertaken to assess climate change vulnerability, assess the associated risk and map it, and use these information to prepare adaptation plan. It was found that communities can assess the climate change vulnerability, and map the associated risks. They can prepare their adaptation plan to mitigate the likely negative impacts, and access resources from the local government to implement their action plan. This study has recommended that the community based climate change vulnerability assessment and risk mapping for adaptation planning tools and methodologies developed by this piloting study should be used by the local governments in their regular planning process to address the climate change issues at the community level.

The article discusses issues related to the impact of climate change on the objects of the oil and gas industry. The main trends in climate change on a global and regional (on the territory of Russian Federation) scale are outlined. Possible approaches to the identification and assessment of climate risks are discussed. The role of climatic risks as physical factors at various stages of development and implementation of oil and gas projects is shown. Based on the example of oil and gas facilities in the Tomsk region, a qualitative assessment of the level of potential risk from a weather and climatic perspective is given. Approaches to creating a risk management and adaptation system to climate change are presented.

The article is devoted to the harmonization of financial and non-financial reporting of the organization and the development of a strategy in the field of climate risks. In the first part of the article the main attention is paid to the analysis of the impact of these risks on the indicators of financial statements, the requirements for the disclosure of information, the relevance of reflecting the impact of climate change on the business, financial performance and the strategy. The second part formulates the recommendations for developing a strategy of harmonizing financial and non-financial reporting in the field of climate risks and for preparing disclosures regarding the interdependence of climate change impact and the company’s activities. The study is intended for government agencies of the Russian Federation, professional international organizations involved in the development of financial and non-financial reporting standards, interested users, as well as economic entities that develop internal accounting and reporting standards.

The ongoing climate change requires a quantitative assessment of the impact of weather conditions on the nature and livelihoods of the population. However, to date, the concept of “climate risk” has not been finally defined, and the corresponding terminology is not universally recognized. One manifestation of climate change is an increase in climate variability and extremeness in many regions. At the same time, modern statistics indicate growing worldwide damage from dangerous weather and climate events. The most widely used in climate services is the concept of “Vulnerability index”, which reflects a combination (with or without weighing) of several indicators that indicate the potential damage that climate change can cause to a particular sector of the economy. development of adaptation measures to ensure sustainable development of territories. The main criterion for the vulnerability of the territory from the point of view of meteorological parameters is the extremeness of the basic values: daily air temperature, daily precipitation, maximum wind speed. To fully take into account the possible impacts of extreme climatic conditions on the region’s economy, it is necessary to detail the weather and climate risks taking into account the entire observation network, since significant differences in quantitative assessment are possible. The obtained average regional values of the climate vulnerability indices for the Belgorod Region of the Russian Federation provide 150 points for the winter period, 330 points for the summer season, which indicates the prevalence of extreme weather conditions in the warm season. Most of the territory has a relative influence on climatic phenomena, with the exception of the East and the Southeast Region. Moreover, the eastern part of the region is the most vulnerable in climatic terms.

Waterborne diseases are caused by a multitude of pathogens and associated with a significant burden in both developed and developing countries. While the assessment of the adverse impacts of climate change on human heath from infectious diseases has mainly focused on vector-borne diseases, waterborne diseases prevalence and transmission patterns are also likely to be impacted by environmental change. This chapter will outline relevant waterborne pathogens, summarise the impact of climate change on disease transmission and explore climate change adaptation options in order to reduce the increased burden of waterborne diseases.

As the effects of climate change increase in severity, organizations across the world are attempting to measures to mitigate these effects. In accordance with the Paris Agreement of November 2015, wherein participating nations agreed to restrict the increase in global temperature below 2 °C, Japan has formulated guidelines on creating adaptation plans that can be implemented by local governments. A Climate Change Adaptive Information Platform was also launched to promote understanding and cooperation by sharing information on climate risks. However, the literature on this topic lacks information related to the organization of requirements and challenges faced by municipal administrative officials that formulate adaptation plans. To address these issues, we examined the four municipal forums hosted at Hosei University to encourage administrative needs for new technological ideas in areas such as climate modeling and impact assessment. We used text mining on the transcripts of the various workshops conducted in these forums and attempted to understand the changes in discussions and to extract issues related to the formulation process. The results showed that various topics, such as creating adaptation promotion systems, assessing the impacts of climate change, formulating adaptation plans, communicating with related organizations and stakeholders, developing human resources, and capacity building, were discussed, and a need for information, procedures, and assistance was identified for the formulation of feasible adaptation plans. This study is expected to provide a useful reference to stakeholders involved in framing adaptation plans to mitigate the effects of climate changes, particularly at the municipal level.

Since the Victorian Coalition Government was elected to office in 1992, community health policy has undergone considerable change as part of broader initiatives within the public sector. In the context of changing policy, concerns have been raised in the field of community health regarding the direction of community-based health promotion. The purpose of this study is to investigate the impact of policy reform on the conceptualisation, priority setting and practice of community-based health promotion. A series of interviews was conducted with a small sample of community health centre managers and staff within metropolitan Melbourne. Findings suggest that there has been a significant shift in the profile of community-based health promotion, with increasing emphasis on health promotion in clinical encounters and in groups, and less project work and community development. In terms of the principles of the Ottawa Charter, health promotion has moved away from the areas of community action and building healthy public policy as the centres focus increasingly on direct service provision. This study discusses the influences on and implications for the changing profile of community-based health promotion and considers directions for the future.

BackgroundAnaemia is prevalent among pregnant women in rural Niger and antenatal care (ANC) attendance is suboptimal. We designed a programmatic intervention including community-based behaviour change communication, provision of essential drugs (including iron folic acid (IFA) supplements) and quality improvement activities at selected integrated health centres (IHCs).ObjectiveTo assess the impact of the programmatic intervention on: (1) utilisation of ANC, (2) adherence to daily IFA supplementation and (3) prevalence of adequate gestational weight gain (GWG) and anaemia among pregnant women in Zinder, Niger.MethodsUsing a quasi-experimental study design comparing a cohort of women at baseline to another cohort of women at endline, 18 IHCs and surrounding villages were randomly assigned to time of enrolment over 1 year. A baseline survey was implemented among randomly selected pregnant women in 68 village clusters. Subsequently, the intervention was rolled out and an endline survey was implemented 6 months later in the same villages.ResultsMean age in the baseline (n=1385) and endline (n=922) surveys was 25.8±6.4 years. The percentage of pregnant women who reported attending any number of ANC and an adequate number of ANC for their gestational age, respectively, was not significantly different between the endline and the baseline surveys. Pregnant women in the endline survey were more likely to have received IFA (60.0% vs 45.8%, OR: 2.7 (1.2, 6.1)); and the proportion of pregnant women who reportedly consumed IFA daily in the previous 7 days was significantly higher in the endline than in the baseline survey (46.4% vs 32.8%, OR: 2.8 (1.2, 6.5)). There was no impact on the prevalence of adequate GWG or anaemia.ConclusionsThe programmatic intervention resulted in a modest increase in the number of pregnant women who reported receiving and consuming IFA supplements as recommended, but did not affect ANC attendance and nutritional status.
