Abstract Mountain creek areas are a type of flood-prone area, and the flood control in these areas has not been well understood. This study aims to evaluate the impact of rain patterns on the water level and the establishment of flood control standard in mountain creek areas by conducting a case study. The case study was performed on a typical mountain creek area, called Shiliqu watershed in Hangzhou, China. A MIKE11 model was first established to analyze the required flood control standard through investigating the river level impacted by two rain patterns (the designed rainstorm and the typhoon Fitow). The results show that the designed rainstorm pattern and the typhoon Fitow rain pattern have the single-peak and multi-peak profile, respectively. The peak rainfall value of the designed rainstorm pattern is much higher than that of the typhoon Fitow. However, the large fluctuations under the typhoon Fitow rain pattern causes multi-level overtopping which threats the safety of the flood control. Also, the typhoon Fitow could have a greater influence on the water level of the tributaries of the river than that of the mainstream. The selection of rain pattern on the design of flood control standard in mountain creek areas is discussed.

Refugee resettlement is implemented by many different national and international stakeholders who operate in different locations and on the basis of sometimes diverging objectives. The implementation of the resettlement process has thus been characterized as multi-level governance, with resettlement stakeholders coordinating and negotiating the selection of refugees for resettlement. Still, literature on the implementation of refugee resettlement has remained very limited and has mainly focused on one specific stakeholder or stage of the process. In addition, a common conceptualization of the different stages is currently missing in academic literature. To address this research gap, the article proposes a common terminology of all stages of the resettlement process. Highlighting the diversity of resettlement programs, the article relies on a comparative case study of the German resettlement and humanitarian admission programs from Jordan and Turkey. By drawing on the concept of multi-level governance, the article examines diverging objectives and interdependencies between resettlement stakeholders, such as UNHCR and resettlement countries. As a result, the article argues that the increasing emphasis on national selection criteria by resettlement countries, including Germany, puts resettlement countries even more in the center of decision-making authority–in contrast to a diffusion of power that characterizes multi-level governance.

Due to the nature of the manufacturing and support activities associated with long life cycle products, the parts that products required need to be dependably and consistently available. However, the parts that comprise long lifetime products are susceptible to a variety of supply chain disruptions. In order to minimize the impact of these unavoidable disruptions to production, manufacturers can implement proactive mitigation strategies. Two mitigation strategies in particular have been proven to decrease the penalty costs associated with disruptions: second sourcing and buffering. Second sourcing involves selecting two distinct suppliers from which to purchase parts over the life of the part’s use within a product or organization. Second sourcing reduces the probability of part unavailability (and its associated penalties), but at the expense of qualification and support costs for multiple suppliers. An alternative disruption mitigation strategy is buffering (also referred to as hoarding). Buffering involves stocking enough parts in inventory to satisfy the forecasted part demand (for both manufacturing and maintenance requirements) for a fixed future time period so as to offset the impact of disruptions. Careful selection of the mitigation strategy (second sourcing, buffering, or a combination of the two) is key, as it can dramatically impact a part’s total cost of ownership. This paper studies the effectiveness of traditional analytical models compared to a simulation-based approach for the selection of an optimal disruption mitigation strategy. A verification case study was performed to check the accuracy and applicability of the simulation-based model. The case study results show that the simulation model is capable of replicating results from operations research models, and overcomes significant scenario restrictions that limit the usefulness of analytical models as decision-making tools. Four assumptions, in particular, severely limit the realism of most analytical models but do not constrain the simulation-based model. These limiting assumptions are: 1) no fixed costs associated with part orders, 2) infinite-horizon, 3) perfectly reliable backup supplier, and 4) disruptions lasting full ordering periods (as opposed to fractional periods).

Poor and non-poor groups from two flood-prone villages in central Thailand were compared following the flood of 2011. The results showed that the damage/income ratio was higher among persons in the poor group living in old, high-pillared houses near the river. Although this group was not as well prepared and experienced less damage than the non-poor group, they had fewer resources for recovery. The study examined household history, networks, and socio-economic status, as well as the local history. The poor group’s socio-economic characteristics may limit their capacity to resettle, as they have lived in the flood-prone area for generations. Proposals to address this included improving dykes and early warning systems as well as offering compensation for lost earnings.

Abstract Dealing with flooding in a densely populated flood-prone area poses complex challenges. Almost all residents realize that living in the area is hazardous. However, they choose to stay there. Therefore, flood risk management should be applied in the area. This study aims to: 1) develop facts of the local community in a flood-prone area in decreasing the flood risk while improving well-being through modifying drainage channels used for fish and vegetable farming; 2) evaluate all benefits of drainage investments include the social and economic benefits. The research method consists of a quantitative approach through the distribution of questionnaires and a qualitative approach through in-depth interviews and field surveys. In this study, a concerted community effort was developed as a design parameter. At the same time, the observation parameters include knowledge of the causes of flooding, knowledge of flood risk, community involvement, and government flood control programs. The results showed that the strength of concerted community effort was significantly influenced by the knowledge of flood risk and the local community involvement. This effort can decrease the flood risk by up to 30% and serve direct financial benefits of IDR 48 million in a year.

Flood early warning (FEW) is a vital component of disaster risk management and is particularly important for saving lives, developing a sustainable agro-based economy, economic stability, and the overall development of the people of Bangladesh as well as others. This study was conducted in a northern, flood-prone area of Bangladesh to investigate the potential of incorporating volunteers of the community to the Union Councils (UCs) to disseminate FEW alongside the top-down approach. Several studies have found that despite having a sophisticated flood forecasting technology, local communities are not reaping the benefits of it, as the existing dissemination system is inaccessible to most local people. Since risk communication takes place in a social context, this study investigated and thereby proposed that volunteerism, as a form of social capital or communal virtue, can potentially assist the community-based disaster management (CBDM) institutions in enhancing their capacity to reach the maximum population at times of flood risk. Therefore, it was confirmed that the trained volunteers need to be integrated into and endorsed by the national policy. In addition, this study also provides a number of recommendations connecting literature with policy documents of Bangladesh.

Abstract The availability of hotel facilities and services and their quality are one of the most important factor in selection of a tourist destination. The aim of the article was to analyse the impact of hotel location factors, prices of hotel services and detailed assessments of hotel services provided by the hotel on the overall rating of the hotel. As a case study, Zadar – a city located in the northern part of the Dalmatian coast of Croatia – was used to analyse the problem. The location determinants of hotels and their equipment were assessed in relation to the price of accommodation and tourists’ evaluation of the basic components of hotel services. The analysis used data obtained from the Booking.com website for accommodation prices, including selected days of the high and low season, data on the number of opinions about the object and the rating of the object by guests in terms of the overall opinion about the object, its location conditions, the standard of services rendered, cleanliness, comfort, evaluation of staff work, access to Wi-Fi network and assessment of services rendered in relation to the price of the service. The obtained results indicate hotel location, especially its distance from the city centre, railway station and airport and evaluation of chosen elements of customers’ hotel evaluation are most significant determinants of choosing accommodation for tourists.

Sustainability of coastal areas requires the development of a standard procedure for the selection of equitable defence solutions and the design optimization of existing defences in order to minimize the impact on the environment and maximize positive effects such as species biodiversity and structure colonization. The aim of this paper is to propose a combined method, based on numerical simulations and on collection of ecological data in the field, to provide indications for an environmental friendly construction of breakwaters. This method is applied and tested against the case study of Elmer, UK, where information on existing species and their abundance related to hydrodynamic effects induced by the breakwaters
