AbstractRapid development has become a global priority as countries strive to meet the UN Sustainable Development Goals by 2030. Sustainable development is crucial for increasing human well-being in emerging economies while avoiding perverse outcomes on livelihoods, biodiversity, and ecosystem services. China’s Belt and Road Initiative (BRI) promises to help countries reach their national goals for economic growth, trade, and development, but there remain widespread concerns over how this boom in Chinese foreign direct investment (FDI) will impact social-ecological systems. Here, we discuss the risks implicit in BRI-related FDI projects to ecosystems and local communities, and how these risks can be mitigated or exacerbated by national governance of BRI projects and national development policies. We frame our discussion around Indonesia, where convoluted governance of some of the largest Chinese FDI projects may reduce accountability, and a recent job creation law brings risks of rapid unsustainable development practices across this biodiversity hotspot.

Sustainable development is critical to ensure the future of humanity. Therefore, the assessment and governance of sustainability becomes a central challenge our society is facing. This paper provides a novel ICT framework for addressing sustainable development goals. It is characterized by both local and global considerations, in the context of economic, ecological, and social aspects of sustainable development. The framework consists of three modules: data module, sustainability module, and governance module. Data module integrates data from several sources, processes data, infers knowledge, and transforms data into understandable information and knowledge. The second module implements SDGs at the level of municipality/city, ensures ranking of locally transformed SDGs to arrange them in line with the values and needs of the local communities, and proposes an integrated approach in modeling the social-ecological systems. By implementing governance theories, the governance module permits an effective citizen engagement in governance of SDGs. The ICT framework addresses short-term and long-term SDGs and allows for the vertical and horizontal linkages among diverse stakeholders, as well as for their contributions to the nested rule structures employed at operational, collective, and constitutional levels. Thus, the framework we provide here ensures a paradigm shift in approaching SDGs for the advancement of our society.

<p>An estimated 70% of the world’s poorest people live in rural spaces. There is a consistent differentiation between rural and urban contexts, where the former are typically characterised by weak infrastructure, limited services and social marginalisation. At the same time, the world’s poorest people are most vulnerable to global change impacts. Historic pathways to measuring and achieving poverty reduction must be adapted for an era of increasingly dynamic change, where spatio-temporal blind spots preclude a comprehensive understanding of poverty and its manifestation in rural developing contexts. To catalyse an effective poverty eradication narrative, we require a characterisation of the spatio-temporal anatomy of poverty metrics. To achieve this, researchers and practitioners must develop tools and mobilise data sources that enable the detection and visualisation of economic and social dimensions of rural spaces at finer temporal and spatial scales than is currently practised. This can only be realised by integrating new technologies and non-traditional sources of data alongside conventional data to engender a novel policy landscape.</p><p>Cue Earth Observation: the only medium through which data can be gathered that is global in its coverage but also available across multiple temporal and spatial scales. Earth Observation (EO) data (collected from satellite, airborne and in-situ remote sensors) have a demonstrable capacity to inform, update, situate and provide the necessary context to design evidence-based policy for sustainable development. This is particularly important for the Sustainable Development Goals (SDGs) because the nested indicators are based on data that can be visualised, and many have a definitive geospatial component, which can improve national statistics reporting.</p><p>In this review, we present a rubric for integrating EO and geospatial data into rural poverty analysis. This aims to provide a foundation from which researchers at the interface of social-ecological systems can unlock new capabilities for measuring economic, environmental and social conditions at the requisite scales and frequency for poverty reporting and also for broader livelihoods and development research.  We review satellite applications and explore the development of EO methodologies for investigating social-ecological conditions as indirect proxies of rural wellbeing. This is nested within the broader sustainable development agenda (in particular the SDGs) and aims to set out what our capabilities are and where research should be focused in the near-term. In short, elucidating to a broad audience what the integration of EO can achieve and how developing social-ecological metrics from EO data can improve evidence-based policymaking.</p><p><strong>Key words:</strong> Earth Observation; Poverty; Livelihoods; Sustainable Development Goals; Remote Sensing</p>

AbstractAchieving the Sustainable Development Goals (SDGs) is a long-term task, which puts forward high requirements on the sustainability of related policies and actions. Using the text analysis method, we analyze the China National Sustainable Communities (CNSCs) policy implemented over 30 years and its effects on achieving SDGs. We find that the national government needs to understand the scope of sustainable development more comprehensively, the sustained actions can produce positive effects under the right goals. The SDGs selection of local governments is affected by local development levels and resource conditions, regions with better economic foundations tend to focus on SDGs on human well-being, regions with weaker foundations show priority to basic SDGs on the economic development, infrastructures and industrialization.

The global disconnect between the Sustainable Development Goals (SDGs) and the Convention on the Rights of the Child (CRC), has been described as ‘a missed opportunity’. Since devolution, the Welsh Government has actively pursued a ‘sustainable development’ and a ‘children’s rights’ agenda. However, until recently, these separate agendas also did not contribute to each other, although they culminated in two radical and innovative pieces of legislation; the Rights of Children and Young Persons (Wales) Measure (2013) and the Well-being and Future Generations (Wales) Act (2015). This article offers a case study that draws upon the SDGs and the CRC and considers how recent guidance to Welsh public bodies for implementation attempts to contribute to a more integrated approach. It suggests that successful integration requires recognition of the importance of including children in deliberative processes, using both formal mechanisms, such as local authority youth forums, pupil councils and a national youth parliament, and informal mechanisms, such as child-led research, that enable children to initiate and influence sustainable change.

Since the 70s, the focus of the Malaysian government on sustainable development is to improve the economic well-being of its society. In September 2015, Malaysia reaffirmed this commitment with the other United Nations countries by implementing the 2030 Agenda for 17 Sustainable Development Goals (SDGs), focusing on the bottom 40% of households (B40). Unfortunately, the implementation of Goods and Services Tax (GST) on 1st April 2015, followed by Sales and Services Tax (SST) 2.0 on 1st September 2018 impacted all income groups especially B40. The public especially B40 claimed that indirect tax is regressive and burdensome (MIER, 2018). Hence, the present study aims to identify the existence of SST 2.0's tax burden assessing through the relationship between elements of guiding principles of good tax policy. This paper reflects on criticisms raised in the literature on the UN’s Sustainable Development Goals (SDGs). These have been criticized as creating a dichotomy between the environment and human beings that fails to address the multiple interconnections between the two. This paper focuses on SDG7—“affordable and clean energy”—and suggests that there is in fact a tripartite distinction between the environment, human beings and technology underlying the SDGs. This distinction, we argue, does not adequately represent the multiple interconnections among the various SDGs and hampers their implementation. We contend that the formulation of SDG7 produces a circular definition of sustainability, a difficulty that is currently resolved at the level of the targets and indicators in a way that regards energy technologies primarily as artifacts. By contrast, the literature on ethical aspects of energy systems largely agrees that energy is a paradigmatic example of a sociotechnical system. We contend that, by not considering this sociotechnical nature, the SDGs run the risk of implicitly defending a certain variant of technological optimism and determinism. We argue that this is disadvantageous to the environment, human well-being and technological development. In line with recent critical evaluations of the SDGs, we argue that these (and other) shortcomings can be addressed by better connecting the SDGs to human well-being. Building on recent literature that expands the scope of the Capability Approach as an alternative measure of well-being so as to include considerations of sustainability, we articulate a framework that allows us to elucidate this connection and thus to take advantage of synergies between human well-being and the environment. On the basis of the Capability Approach, we argue that equating sustainable energy with renewable energy—as is done in the transition from SDG7’s goal to its targets—is indefensible because, as part of the overarching energy systems, energy technologies cannot be classified as simply right or wrong. Rather, the indicators and targets within a framework focused on sustainability need to be (more) context sensitive, meaning that, among other things, they may vary by country and with the available technology.
