In May of 2015, the European Commission released a package outlining the vision for its Better Regulation initiative, a program aimed at improving outcomes of European Union (EU) regulation. The move represents a step forward for regulatory reform in the EU, and signals a potential shift in world leadership roles among countries promoting evidence-based policy. The United States (US), once at the forefront of regulatory science and analysis, may now be lagging behind. If Better Regulation is implemented as its ambitious designers envision, this could signal a new role for the EU in advancing 21st century policymaking.Better Regulation seeks to improve the EU regulatory process in several ways. The initiative allows for more meaningful citizen and stakeholder participation at all stages of the policymaking process; it seeks to institutionalize the use of economic analysis throughout the lifecycle of a policy; and it sets up a process for reviewing the existing stock of regulations to ensure old rules do not become excessively burdensome or obsolete. All this is done in a manner intended to inform legislators as they periodically review funding levels for new and existing programs.

The aim of this paper is to summarize the results of the EU Phare ACE research project P97-8158-R, “Micro-economic analysis of farm restructuring in Central and Eastern Europe”, that tries to fill the gap of theoretical as well as empirical research into the implications of continuing and evolving farm restructuring in CEECs on the efficiency of the agricultural production sector and the development of rural areas by focusing on the economic decisions and perspectives of farm operators, asset owners and rural households. For this purpose, surveys among family farms and farm enterprises were carried out in 2000 in Albania, the Czech Republic and Slovakia.

In the framework of Slovakia entering into the European Union, there was done a PHARE-ACE survey in years 1999–2000. The name of this survey was “Micro-economic analysis of farming households restructuring in pre-accession period to the EU”. The survey was finished in 2002. This survey was done in two regions of Slovakia, characterized by different natural conditions, production and economic conditions. This project was aiming not only at private farmers but also at other legal entities producing agricultural products. The monitored group consisted of 412 private farmers, farming in average 43.2 ha of agricultural land. Most of them are farming on 0–2 ha of agricultural land (20.8%) and on 25–100 ha of agricultural land (20.1%).

AbstractThe WTO's Appellate Body (AB) dealt with a number of issues for the first time in this Report. Importantly, it discussed the consistency of the European Union (EU) regulation with the multilateral rules on the conditions for deviating from the obligation to calculate individual dumping margins. Although China formally won the argument, the AB may have opened the door to treat China as a nonmarket economy (NME) even beyond 2016 when China's NME status was thought to expire under the terms of China's 2001 WTO Accession Protocol. The AB further dealt with numerous other issues ranging from statistical sampling to the treatment of confidential information. In handling its investigation, the EU authorities made a number of questionable decisions regarding the collection of information, and this aspect of the process was central to China's legal challenges.
