AbstractAgainst the current COVID-19 pandemic, governments worldwide have devised a variety of non-pharmaceutical interventions to suppress it, but the efficacy of distinct measures is not yet well quantified. In this paper, we propose a novel tool to achieve this quantification. In fact, this paper develops a new extended epidemic SEIR model, informed by a socio-political classification of different interventions, to assess the value of several suppression approaches. First, we inquire the conceptual effect of suppression parameters on the infection curve. Then, we illustrate the potential of our model on data from a number of countries, to perform cross-country comparisons. This gives information on the best synergies of interventions to control epidemic outbreaks while minimising impact on socio-economic needs. For instance, our results suggest that, while rapid and strong lock-down is an effective pandemic suppression measure, a combination of social distancing and contact tracing can achieve similar suppression synergistically. This quantitative understanding will support the establishment of mid- and long-term interventions, to prepare containment strategies against further outbreaks. This paper also provides an online tool that allows researchers and decision makers to interactively simulate diverse scenarios with our model.

The paper presents an update on the status of the standard template to collect data on government revenues from natural resources, originally presented to the Executive Board in January 2014. The paper discusses: (i) the field-testing of the standard template in six countries, which confirmed the feasibility of applying it more broadly; (ii) the final version of the template based on outcomes of consultation with the international community and the field-testing visits; and (iii) the adoption of the template by the Extractive Industries Transparency Initiative (EITI) International Secretariat as a mandatory reporting requirement for its member countries. The standard template serves as a companion to the Guide to Analyze Natural Resources in the National Accounts. The standard template was developed to support fiscal policy formulation and analysis in resource-rich economies, which constitute about one third of the Fund’s membership. The standard template is based on the revenue classification of the Government Finance Statistics Manual 2014, thereby facilitating the collection of resource revenue data in methodologically sound, analytically relevant, and cross-country comparable format.

The use of visual information for the navigation of unmanned ground vehicles in a cross-country environment recently received great attention. However, until now, the use of textural information has been somewhat less effective than color or laser range information. This chapter reviews the recent achievements in cross-country scene segmentation and addresses their shortcomings. It then describes a problem related to classification of high dimensional texture features. Finally, it compares three machine learning algorithms aimed at resolving this problem. The experimental results for each machine learning algorithm with the discussion of comparisons are given at the end of the chapter.

Decentralized versus centralized banking systems? Geographic market orientation and the location of decision-making as characteristics for a classification of banking systems. In the light of global financial integration many authors expect a homogenization of financial systems and thus the well-established classification in bank and capital market-based systems is questioned. We conceptualised an alternative classification in decentralized and centralized banking and apply this classification to the German banking system. Banking groups differ clearly in terms of their spatial distribution of employees, which we use as an approximate indicator for geographic market orientation. It was also observed that decentralized banks increased their share in the credit market at the expense of centralized banks and granted the majority of corporate loans. Compared internationally the German banking system is presumably very decentralized, however more research is needed to assess the state and influence of banking systems’ spatial organisation on a cross country base.

This article explores cross-country patterns in how conditions relating to family background, education, and the labor market are related to literacy and numeracy skills. It seeks to assess whether these patterns are in agreement with models of skills formation as identified in the political economy literature. The novelty of this article resides in a reexamination of the findings in the literature of skills formation and education and training system with new data on adults’ skills. This research uses a two-step approach: first it applies Shapley decomposition variance on adult skills and then each country scores are clustered to search for common pattern and regularities in skills formation. This leads us to single out common regularities among groups of countries in the way skills are structured and distributed. We find three main typologies and different subgroups within them that are compatible with the literature on skills formation models.

The article proposes an operational model for comparative analysis of non-democratic political regimes. It is based on the holistic methodology, new institutionalism framework and structural-functional approach. The paper systematizes the theories of foreign and Russian authors towards typology and differentiation between certain types of autocracies. There is a tendency to gradual change in the main research areas in the community of transitology scholars - from “democratic optimism” witnessed at the end of the twentieth century to the analysis of the mechanisms of self-preservation of autocracies, which has gained popularity in recent years. The essence of the "political regime" concept is specified with regard to its static and dynamic aspects. Some differences between democratic and non-democratic regimes are considered. The article explores basic typologies of political regimes, enumerates the characteristics of some types of non-democratic political regimes, and proposes relevant operational definitions. Main vectors of transformations of autocracies, such as liberalization or strengthening of authoritarian tendencies, are indicated. Both of them can be considered either as actions taken so as to preserve the authoritarian system or promote democratization. The operational model elaborated in this paper for the classification of non-democratic political regimes and their transformations can be used to conduct cross-country, as well as cross-temporal comparisons within the framework of case study.
