A seemingly unresolved debate in urban planning is the call for compactness and the provision of intra-urban green spaces. This article defines a multi-scalar spatial planning model for peri-urban areas and urban voids able to reconcile medium to high building densities with the provision of ecosystem services. The research is framed within design science research, and the theoretical definition of the model was followed by its application to the International Hub for Sustainable Development (HIDS) proposed by the University of Campinas, Brazil. The model’s parameters and indicators derive from a literature review, case studies, and GIS spatial analyses. A series of expert workshops and a survey were carried out to test and validate the model. The results show that the model can support knowledge-based development in peri-urban areas with high levels of population density while ensuring good accessibility to green spaces and productive landscapes. The model can serve as a planning and design tool and support the development of public policies for other contexts committed to more resilient and sustainable development.

Africa's efforts to achieve sustainable development have been hindered by factors such as skills development and enhancing market access in support of sustainable transformation and infrastructure that promote sustainable development and connectivity in Africa. Continental connectivity and logistical problems are the result of peculiar socio-economic conditions in the region such as geology, poor economic governance and conflict. These issues have direct implications for the implementation of infrastructure projects and the type of public policies needed to foster strategic connectivity. Moreover, the major constraints on infrastructure are not technical but managerial, political, ‘cultural’ and due to a lack of specialised resources. Africa needs to find its own solutions to local capacity and development problems with greater involvement of local private sector partners wherever feasible. A political economy perspective is critical to understand the dynamics around infrastructure deficits as well as associated investments and development.

Considerando que o processo de desenvolvimento urbano implica na multiplicação dos impactos ambientais decorrentes do assentamento humano sobre a área de influência da cidade e a existência de diretrizes de ação visando à promoção da sustentabilidade urbana na Agenda 21 brasileira, bem como nas disposições do Estatuto da Cidade, especialmente no que se refere aos objetivos da política urbana, garantia do direito a cidades sustentáveis, planejamento do desenvolvimento urbano, estudo de impacto de vizinhança e ao Plano Diretor, o trabalho aponta possibilidades de efetivação destas diretrizes e dispositivos legais no gerenciamento urbano por meio de políticas públicas locais no âmbito dos transportes, habitação e uso do solo. Tais políticas deverão estar dirigidas a objetivos ambientais definidos em função do grau de qualidade ambiental urbana presente e da eqüidade da sua distribuição espacial, visando a uma situação futura desejada. Public policies and urban sustainable development Abstract Considering that urban development is directly related to the spreading of environmental impacts caused by human settlements within city limits and the existence of directives in the Brazilian Agenda 21 regarding the promotion of urban sustainability, as well as the content of the City Statute regarding urban policies towards sustainable cities and urban planing, this study presents possibilities of implementing directives and legal measures for urban management by means of local public policies concerning transportation, habitation and land use. Such policies should be directed towards environmental objectives, defined with regard to the present urban environmental quality and spatial distribution, aiming at a desired future condition.

Background: The awareness of people’s health knowledge and behavior on COVID-19 has helped guide education and health promotion policies, and examination of people’s opinions on governance measures against this disease will guide policymakers in making more decisions and responsiveness. Objectives: This study aimed to investigate people’s knowledge and behaviors toward COVID-19 and their views on adopted public policies against this disease in Maragheh, a city in the Northwest of Iran. Methods: This study was a cross-sectional, analytical study that was done in urban areas of Maragheh from 13 November to 20 December 2020. The sample size was estimated at 672 participants, and the sampling method was stratified random. The data collection instrument was a researcher-made questionnaire that consisted of four sections: demographic information, health behaviors, respondent’s knowledge of COVID-19, and their viewpoints on adopted public policies against this disease and was shared online. The one-way ANOVA, Pearson correlation, and multiple regression were used to analyze data with SPSS version 23. Results: The mean scores of people’s knowledge (6.42 ± 1.2) out of 9 and health behaviors (34.8 ± 3.9) of 36 were moderate. The majority of respondents had high levels of knowledge and also behavior about keeping the physical distance (98.5%) and proper handwashing (97.9%). Knowledge (β = 0.23) and male (β = -0.27) were the predictors of health behaviors (p < 0.001, F = 12.47). The investigation of myths on COVID-19 indicated that 17% and 41.1% of the respondents believed that alcohol consumption and using garlic and herbal drinks are effective in the prevention and 57.7% of them believed that holding the breath for 10 seconds is a sign of being healthy. People’s views on the COVID-19 control policies were assessed to be at the medium level (48.2 ± 7.5) of 65. The most effective policies against COVID-19 from the people’s opinions consisted of lockdown policies (96.4%), schools’ closure (95.9%), and constraints on intercity trips (91.3%). Conclusions: It seems necessary to strengthen measures on health knowledge promotion and implementation of health education interventions on protective behaviors of COVID-19 in such a way that right beliefs are replaced with wrong ones. Based on positive public opinions on Lockdown interventions, re-applying these policies is recommended to get the cities out of the high-risk situation.

The environment, over the years, has been subjected to strong negative impacts caused by economic policies that have promoted an uncontrolled growth of urbanization in the cities and abusive exploration of the natural resources. In this context, developing socio-environmental indicators to subsidize the formulation of municipal public policies which consider, specifically, the environmental (in)salubrity of each neighborhood or locality of municipalities is imperative. The present paper presents the construction and application of an environmental health indicator for residential neighborhoods in two localities of Caruaru City, Pernambuco State. The data adopted in research were obtained from databases of City Hall institutions, from interviews with the population of the localities and water quality analyses. The results indicated that the neighborhoods analyzed presented characteristics of medium health; water supply, the disposal of solid waste, and socioeconomic aspects require attention and priority of public policies. In conclusion, the proposed indicator can be an instrument to assist in urban planning and environmental management of Brazilian municipalities, because it can guide the performance of public managers and the civil society to identify priority actions for improving the infrastructure of the most unhealthy neighborhoods. In this century the management of the country is in a dynamic, multiplicity and controversial environment. For their competitiveness is necessary to look for the interaction between the knowledgebased economy and the sustainable development. A strong correlation between those objects.forces scientists to analyze, create new evaluation methodologies. The aim of this study – to examine the role of importance between knowledge–based economy and sustainable development, create and calculate an integrated sustainable knowledge–based economy index of Lithuania and according to the results or research, make proposes for more effective development of Lithuania’s sustainable knowledge–based economy. The index consists of Socio-economic, environmental, innovation, human resources and information and communications technology sub–indices..The calculation showed that the development of a knowledge–based economy is not sustainable, because not all the development of sub–indices.is the same. The biggest positive changes taking place in information and communication technology, and negative – socio-economic areas. The sustainable development of the knowledge–based economy in Lithuania since 2010 is growing up.

The following article, whose nature is descriptive and bibliographic, aims, based on Goal eight of the National Education Plan 2014-2024 (PNE), to identify some indicators for the Countryside Education. For such purpose, we consider the educational reality of the countryside based on: the low schooling of the population; in the negative evolution of the enrollments number in the last few years; and in the circumstances through which the quality benchmark, provided by the Basic Education Development Index (Ideb), has been unproductive to the define public policies aimed for the Countryside Education. Despite the operational difficulties of the educational system to obtain the necessary information for its composition, the results of the last two Ideb, however, already show progress. Based on these indicators, we conclude that some actions aimed at increasing the schooling of the countryside population were undertaken, however, the unequal educational condition among young people living in the countryside and those who live in the urban areas still persists. There is a possibility of fulfilling the goal eight of PNE by 2024, however, this may not mean progress in guaranteeing the countryside population’s rights to an education of quality, but, on the contrary, its reduction.

Geographic information systems can be defined as a intelligent tool, to which it relates techniques for the implementation of processes such as the introduction, recording, storage, handling, processing and generation of spatial data. Use of GIS in urban planning helps and guides planners for an orderly development of settlements and infrastructure facilities within and outside urban areas. Continued growth of the population in urban centers generates the need for expansion of urban space, for its planning in terms of physical and social infrastructures in the service of the community, based on the principles of sustainable development. In addition urbanization is accompanied with numerous structural transformations and functional cities, which should be evaluated in spatial context, to be managed and planned according to the principles of sustainable development. Urban planning connects directly with land use and design of the urban environment, including physical and social infrastructure in service of the urban community, constituting a challenge to global levels. Use of GIS in this field is a different approach regarding the space, its development and design, analysis and modeling of various processes occurring in it, as well as interconnections between these processes or developments in space.

A gestão das cidades envolve a implementação de várias políticas públicas, tais como a Política Nacional de Recursos Hídricos - PNRH (BRASIL, 1997), a Política Urbana - Estatuto da Cidade(BRASIL, 2001), a Política Nacional de Proteção e Defesa Civil - PNPDEC (BRASIL, 2012), a Política Nacional de Recuperação da Vegetação Nativa - PROVEG (BRASIL, 2017) entre outras e acordos internacionais como, por exemplo, a Convenção sobre a Diversidade Biológica (ONU, 1992). O objetivo deste trabalho é propor ações que considerem a integração destas políticas públicas adequando a cobertura arbórea urbana do local de estudo de forma a promover a reabilitação ecológica das margens do rio Barigui e a adequação da arborização adjacente aos canais de drenagem existentes. Espera-se contribuir com os processos de conectividade dos fragmentos da cobertura arbórea urbana local, com a redução da erosão das margens e deposição de sedimentos nos cursos de água e, assim, promover melhorias nas condições de escoamento dos canais de drenagem e do rio Barigui, minimizando riscos à população e custos à municipalidade.
