Subject. This article examines the issues related to changes in reproduction capacity and heterogeneity of the development of Russian regions. Objectives. The article aims to assess regional differentiation and investigate the main factors influencing the uneven development of the areas. Methods. For the study, we used the methods of comparative and correlation analyses. Results. The article identifies groups of leading and lagging Russian regions and assesses the possibility of convergence of Russian regions according to the analyzed indicators, such as GRP, GRP per capita, and the output of industry. Conclusions. The results obtained can be used when preparing strategic policy documents, spatial development programmes and concepts. The observed heterogeneity suggests that the regions maintain their positions throughout the research period.

Проанализированы в региональном аспекте данные о включении сельскохозяйственных угодий в пе- речни особо ценных и фактическом наличии мелиорированных земель. Сделан вывод, что для целей возврата в хозяйственный оборот заброшенных земель следует руководствоваться данными дистанци- онного наблюдения за такими землями и материалами обследований и проверок, осуществляемых при государственном земельном надзоре.

The relevance of the chosen topic is closely related to the development of a system for monitoring the implementation of the May Presidential Decree (2018) to increase life expectancy and improve the quality of life of the population. It has been stated that despite the positive dynamics of life expectancy over the past decade, Russia still has a huge regional differentiation (16,6 years for women, 18,2 years for men in 2016) and an average gender gap - 10,6 years. The choice of factors affecting the gender gap in life expectancy in Russian regions is supported by a conclusion most common in foreign studies that climatic conditions, living conditions, the quality of food and drinking water, alcohol consumption are essential components of public health and life expectancy.The article provides an overview of studies on assessment factors of life expectancy, presents the authors’ approach to identifying gender gaps in life expectancy, living conditions, and lifestyle affecting the indicator of life expectancy. The paper presents the results of a comparative analysis of gender gap in life expectancy in Russia and foreign countries. The paper studies the correlation between living conditions and lifestyle, and life expectancy.Classification of the regions by the life expectancy at birth for men and women is an important component of this study. The authors used Rosstat data for 2016 and the k-means method to select three clusters of Russian regions taking into account gender, living conditions and lifestyle. The paper identifies similar health problems of the regions that are associated with alcohol consumption, poor nutrition and poor quality of drinking water, poor housing and living conditions. The lowest life expectancy rates for men and women are recorded in regions of the 1st cluster (Jewish Autonomous Region, Republic of Tuva, Chukotka Autonomous Area). High mortality rates are a result of external causes. There is a poor quality of drinking water and poor nutrition, excessive alcohol consumption, and inadequate housing conditions.Based on the obtained results were determined possible reserves for reducing the gender and regional differentiation of life expectancy.

Land surface elements, such as land use, are in constant change and dynamically balanced, driving changes in global ecological processes and forming the regional differentiation of surface landscapes, which causes many ecological risks under multiple sources of stress. The landscape pattern index can quickly identify the disturbance caused by the vulnerability of the ecosystem itself, thus providing an effective method to support the spatial heterogeneity of landscape ecological risk. A landscape ecological risk model based on the degree of interference and fragility was constructed and spatiotemporal differentiation of risk between 1980 and 2017 in Shaanxi Province was analyzed. The spatiotemporal migration of risk was demonstrated from the perspective of geomorphological regionalization and risk gravity. Several conclusions were drawn: The risk of Shaanxi Province first increased and then decreased, at the same time, the spatial differentiation of landscape ecological risk was very significant. The ecological risk presented a significant positive correlation but the degree of autocorrelation decreased. The risk of the Qinba Mountains was low and the risk of the Guanzhong Plain and Han River basin was high. The risk of Loess Plateau and sandstorm transition zone decreased greatly and their risk gravities shifted to the southwest. The gravity of the Guanzhong Plain and Qinling Mountains had a northward trend, while the gravity of the Han River basin and Daba Mountains shifted to the southeast. In the analysis of typical regions, there were different relationships between morphological indicators and risk indexes under different geomorphological features. The appropriate engineering measures and landscape management for different geomorphological regionalization were suggested for effective reduction of ecological risks.

Abstract The factors that were crucial for the construction of administrative buildings in the regional capitals of the Czech Republic are subject to examination in this article. One primary question is whether the development of office construction reflects the qualitative importance of the cities, or whether there are some other regularities in the spatial distribution of construction. To identify the key factors, controlled interviews with experts professionally involved in the construction of administrative buildings were carried out, and these data were then extended as part of a large-scale questionnaire survey with other experts on the issue. The results have confirmed the dominant position of the capital city of Prague in terms of its qualitative importance, as the remaining regional capitals have less than one-tenth of the volume of modern office building areas. The greatest differences in the construction of administrative buildings have been noted in Brno and Ostrava, despite the fact that they exhibit similar characteristics when considered in the light of respondent-determined factors.
