Dyeing & Weaving Weekly (1935-1941) is a scientific and technological periodical which has been published for a long time and has never been interrupted in the field of textile in modern China. The journal publishes a large number of the latest achievements in textile science and technology, and is an important historical material and typical case for the study of modern science and technology dissemination. Rich in content, Dyeing & Weaving Weekly focuses on solving practical problems in the textile industry and guiding the direction of scientific research, which not only promotes the dissemination of textile science and technology but also contributes to the development of the textile industry. Therefore, from the perspective of science and technology communication and the history of newspapers and periodicals, this paper examines the practice and communication strategies of Dyeing & Textile Weekly, in order to prove that Dyeing & Textile Weekly has a positive impact on science and technology communication in modern China, and also provides experience reference for the development of contemporary science and technology periodicals in China, which has certain reference significance.

In modern conditions, it is interesting to study foresight as an effective tool for identifying new strategic scientific directions. Its purpose is to develop an algorithm for conducting qualitative expertise in the application of the foresight methods with the ability to integrate forecast estimates. Currently, the vast majority of research activities results do not contribute to the innovative development of the state. To solve this problem, it is necessary to ensure a stable systemic relationship between specific sectors of the economy and higher education. The algorithm is developed on the basis of a systematic approach to the foresight methods and the use of the methods of bibliometrics, scientometrics, patent analysis and forecasting. The results and conclusions of this study are: an algorithm has been developed for conducting qualitative examination of the results of scientific activities in order to increase its practical significance, in which the authors propose the foresight methods as the most optimal tool for choosing priority areas of science and technology. Putting this approach into practice will make it possible to increase the efficiency of the foresight methods by both reducing time costs, and rationally using monetary and human resources.

The article is devoted to the development of institutional and organizational leadership in the leading scientific and technical sectors and fundamental research. The paper presents the characteristics of the categories “organizational leadership” and “institutional leadership”, the features of effective leadership. Methodological tools of the study: analysis of statistical sources of information. As the study showed, the formation and development of leading positions are influenced by a number of factors. Their analysis is carried out, tendencies of development of leadership in the leading scientific and technical sectors and fundamental researches are revealed. It is concluded that an important task is the choice of the country’s development in the field of science and technology. The author considers the ways in which it is possible to develop institutional and organizational leadership in the leading scientific and technical sectors and fundamental research.

Abstract The paper deals with terminological issues in legal translation. The author has researched the process of establishing equivalents for partially equivalent terminology, using the parametrical approach to legal translation. The research consists of the terminological analysis of the texts of mediation regulations formulated in Chinese and Polish. The objective was to establish translational equivalents in the case of significant differences between the legal systems of the above mentioned linguistic area. The research was financed from the research grant no. 2012/07/E/HS2/00678, titled: Parameterisation of legilinguistic translatology in the scope of civil law and civil procedure awarded by the National Science Centre of the Republic of Poland (Sonata Bis program). Determining the acceptability of functional equivalents in the selected linguistic area is possible by comparison of their semantics with the legal structure in different legal systems and cultures. The author investigates if attributing properties from dimensions relevant in translation to mediation law terms can be helpful in the process of translation.

The article presents the issue of peripheries and its reference to Poland’s position in the world-system concept of Immanuel Wallerstein. The article discusses problems related to international security of Poland. It also presents the perception of Poland as a peripheral country and, on the basis of theoretical considerations, argues for the possibility of viewing Poland as a semi-peripheral country.
