Using comparative sociolinguistics to inform European minority language policies: Evidence from contemporary Picard and regional French

AbstractWe argue that an evaluation of morphosyntactic convergence between Picard and French must consider multiple variables, comparing rates of (co-)occurrence of Picard-like and French-like variants and linguistic constraints across the two varieties. Contemporary oral data from interviews with Picard–French bilinguals and French monolinguals were analyzed and contrasted with older Picard data. While future temporal reference in Picard and in French appear similar based on frequency, linguistic conditioning reveals differences across varieties and over time. Auxiliary selection displays clearer Picard–French distinctions, especially when considering the effect of linguistic factors. The intersection of variables shows that the differences between Picard and French are qualitative and not simply quantitative. In the context of the debate over the status of Northern France's obsolescent varieties, we provide empirical evidence for a mental grammar in Picard distinct from that of French, and show the relevance of comparative sociolinguistics for language planning.

Abstract In 1999, the Italian Republic acknowledged the status of Sardinian as a minority language. Since then the Autonomous Region of Sardinia has been committed to the development of language policies for Sardinian. A regional law approved in 1997 adopted the aim of promoting the different varieties of the languages spoken in Sardinia. The goals changed substantially when the Region adopted for its language planning activities the ideas of a cultural-political movement known as Movimentu Linguisticu Sardu, and appointed an activist Director of the Bureau of the Sardinian Language. This article presents and discusses the key steps in the last decade of language planning: the proposals, their development and consequences.

For modern states, multilingualism is not an exception, but the norm. Most states explicitly deal with the status of their languages through their (often rather sparse) legislation, while implicitly reflecting their policy through language use on official documents. Banknotes provide a link between the official policy and its common application, as they are both a document of the state as well as an object of daily use. Here, the state is responsible for bridging the gap between legislature, national identity and the (sometimes conflicting) selfconceptions of its citizens. Thus, banknotes ideally provide evidence on a state’s factual (rather than nominal) language policy. In addition, the textual and pragmatic functions of banknotes are not prone to change over time, which qualifies them as excellent sources for diachronic questions. This article exemplarily illustrates the language policies of Norway, the Faroe Islands, Belgium and Luxembourg, as seen from a sociohistorical perspective, with their respective note emissions during their newer language history (19th and 20th centuries). It closes with a proposal for a typology of different language policies.

AbstractThis paper focuses on issues related to sign language policies in Higher Educational Institutes (HEIs) in Europe. Drawing on the analytical framework proposed by Darquennes/Du Plessis/Soler (2020, i. e. this volume), which serves to address HEI language planning issues at macro, meso and micro levels, we carry out an inventory of how these issues play out for sign languages across Europe. Our investigation reveals the scarcity of information about sign language policies in HEIs, relating to both sign language as a language of instruction and as a subject of study. What becomes clear is that language planning activities (sign language acquisition, sign language status and corpus planning) are taking place in many countries but tend to go undocumented and unresearched. Given the increase in formal recognition of sign languages across Europe, coupled with the ratification of the UN’s Convention on the Rights of Persons with Disabilities (2006) by all EU member states, it would seem logical to expect that the status and prestige of sign languages would rise, with greater visibility of, and planning for, incorporation of sign languages in HEIs. However, the reality of the situation is unclear, suggesting the need for coordinated effort, supported by key pan-European bodies like the Council of Europe, the European Centre for Modern Languages and the European Commission, to ensure that sign language policy is on the agenda as parts of a rights-based response to deaf communities and the sign languages of Europe. Equally important is the need for European HEIs to embrace sign languages and ensure that they are part of the linguistic landscape. This will support and promote the status planning of sign languages and open up access to HEIs for deaf communities, a group that remains under-represented in academia.

This chapter sets out some key issues related to a philosophical analysis of point of view in memory. It does so by looking at examples of psychological, philosophical, and literary accounts of the phenomenon, as well as examples of the author’s own observer perspective memories. The chapter provides an overview of some of the empirical evidence related to visual perspective in memory. Despite these consistent empirical findings, however, a number of doubts and misconceptions about remembering from-the-outside still linger, especially concerning the status of observer perspectives in memory. This chapter outlines some of the skepticism to the possibility of remembering from-the-outside and points to a possible diagnosis of why such skepticism arises. This chapter points to a way of thinking about memory—to be developed through the course of the book—which eases the worries about remembering from-the-outside.

This chapter introduces a benchmark theory of public opinion towards European integration. Rather than relying on generic labels like support or scepticism, the chapter suggests that public opinion towards the EU is both multidimensional and multilevel in nature. People’s attitudes towards Europe are essentially based on a comparison between the benefits of the status quo of membership and those associated with an alternative state, namely one’s country being outside the EU. This comparison is coined the ‘EU differential’. When comparing these benefits, people rely on both their evaluations of the outcomes (policy evaluations) and the system that produces them (regime evaluations). This chapter presents a fine-grained conceptualization of what it means to be an EU supporter or Eurosceptic; it also designs a careful empirical measurement strategy to capture variation, both cross-nationally and over time. The chapter cross-validates these measures against a variety of existing and newly developed data sources.

This chapter analyzes media malaise theories and their consequences for legitimacy. These theories argue that the increasing availability of information through new and old media and increasingly negative tone of media are to blame for declining legitimacy. The chapter examines these claims by providing a systematic review of empirical research on media and political support. It first investigates whether news coverage has become more negative over time, and then examines the micro process that might explain the link between media coverage and political support. Empirical evidence suggests that where coverage has become more negative, this occurred before the 1990s and has levelled off since, and is concentrated primarily in election news. Negative political news does have a modest impact on political support once controlled for level of education, but that effect can be positive and negative, depending on the medium, the receiver, and the indicator of political support.

The study aimed to investigate the status of within-person state variability in neuroticism and conscientiousness as individual differences constructs by exploring their (a) temporal stability, (b) cross-context consistency, (c) empirical links to selected antecedents, and (d) empirical links to longer term trait variability. Employing a sample of professionals ( N = 346) from Australian organisations, personality state data together with situation appraisals were collected using experience sampling methodology in field and repeatedly in lab-like settings. Data on personality traits, cognitive ability, and motivational mindsets were collected at baseline and after two years. Contingent (situation contingencies) and non-contingent (relative SD) state variability indices were relatively stable over time and across contexts. Only a small number of predictive effects of state variability were observed, and these differed across contexts. Cognitive ability appeared to be associated with state variability under lab-like conditions. There was limited evidence of links between short-term state and long-term trait variability, except for a small effect for neuroticism. Some evidence of positive manifold was found for non-contingent variability. Systematic efforts are required to further elucidate the complex pattern of results regarding the antecedents, correlates and outcomes of individual differences in state variability.

AbstractEcological factors, such as predation, have traditionally been used to explain sociability. However, it is increasingly recognised that individuals within a group do not associate randomly, and that these non-random associations can generate fitness advantages. The majority of the empirical evidence on differentiated associations in group-living mammals, however, comes from a limited number of taxa and we still know very little about their occurrence and characteristics in some highly social species, such as rats (Rattus spp.). Here, using network analysis, we quantified association patterns in four groups of male fancy rats. We found that the associations between rats were not randomly distributed and that most individuals had significantly more preferred/avoided associates than expected by random. We also found that these preferences can be stable over time, and that they were not influenced by individuals’ rank position in the dominance hierarchy. Our findings are consistent with work in other mammals, but contrast with the limited evidence available for other rat strains. While further studies in groups with different demographic composition are warranted to confirm our findings, the occurrence of differentiated associations in all male groups of rats have important implications for the management and welfare of captive rat populations.

Powers, Burstein, Chodorow, Fowles, and Kukich (2002) suggested that automated essay scoring (AES) may benefit from the use of “general” scoring models designed to score essays irrespective of the prompt for which an essay was written. They reasoned that such models may enhance score credibility by signifying that an AES system measures the same writing characteristics across all essays. They reported empirical evidence that general scoring models performed nearly as well in agreeing with human readers as did prompt-specific models, the “status quo” for most AES systems. In this study, general and prompt-specific models were again compared, but this time, general models performed as well as or better than prompt-specific models. Moreover, general models measured the same writing characteristics across all essays, while prompt-specific models measured writing characteristics idiosyncratic to the prompt. Further comparison of model performance across two different writing tasks and writing assessment programs bolstered the case for general models.
