The Growth of Women's Representation in the Canadian House of Commons and the Election of 1984: A Reappraisal

AbstractIn the 1980s, Canada went from having one of the lowest levels of female representation in its national legislature to having one of the highest among countries with single-member district electoral systems. The authors examine the common assertion that this increase was largely due to the surprising Progressive Conservative landslide in the 1984 federal election. By simulating plausible alternative election results they find there would have been a substantial increase in the number of women in the parliament, regardless of how the vote split in 1984. The simulations are followed by probit analyses for 1980, 1984 and 1988 which examine what factors affected the probability a major-party candidate would be a woman and what factors affected the probability that a successful candidate would be a woman.

In the 2019 election, the proportion of women elected to Indonesia’s People’s Representative Assembly ( Dewan Perwakilan Rakyat, DPR) increased significantly to almost 21 per cent. In this article, we ask whether an institutional innovation – the introduction of simultaneous presidential and legislative elections – contributed to this change. We examine the election results, demonstrating that, overall, women candidates did particularly well in provinces where the presidential candidate nominated by their party won a majority of the vote. Having established quantitatively a connection between results of the presidential elections and outcomes for women legislative candidates, we turn to our qualitative findings to seek a mechanism explaining this outcome. We argue that the simultaneous elections helped women candidates by easing their access to voters who supported one of the presidential candidates, but who were undecided on the legislative election. Rather than imposing additional burdens on female candidates, simultaneous elections assisted them.

Efforts to test Duverger’s law in the new democracies of postcommunist Europe have had mixed results. Research argues that mixed systems have an effect on the number of effective parties that is distinct from that of single-mandate district and proportional representation systems. Less attention has been given to the effect of other institutions on the party system, particularly strong presidents. Analyzing election results in postcommunist Europe, the authors find support for Duverger’s law after controlling for the strength of the executive. They argue that strong presidents substantially reduce the incentive for parties to seize control of the legislative agenda. Hence, the restraint that electoral systems exercise on the proliferation of parties and independent candidates is weakened. The authors find that a further consequence of strong presidents is that the incentive for majority control of committees and the legislative agenda is weakened.

The study of electoral systems is a key area of research within political science. In part, the attention paid to electoral systems reflects their importance to democratic political systems. Electoral systems define “what constitutes” a vote, establish “a rule for how votes are totaled,” and create a mechanism for “translating vote share into seat allocations” for representative institutions (Bawn 1993, 966). These roles mean that electoral systems impact not only how interests are represented, but also how accountability is structured.

AbstractThe 2011 Canadian federal election results changed the face of federal politics in Quebec. In a sudden and spectacular reversal of electoral fortunes, BQ support crumbled while that of the NDP surged. While most commentators focused exclusively on the 2011 election itself to explain what had happened, we offer an interpretation that takes a longitudinal approach. Using data from the Canadian Election Study and political party manifestos from 2006 to 2011, we propose a three-dimensional proximity model of voter/party congruence to explore the evolution of the ideological stances of Quebec voters and parties. Empirical results suggest these ideological distances between the NDP and Quebec voters decreased over time, whereas the BQ has distanced itself from voters. Furthermore, ideological distances between party and voters are a significant predictor of vote.

AbstractA central challenge for scholars of party politics is to explain parties' electoral success or failure. Campaign strategies, candidate personalities, electoral systems, parties' issue emphasis and policy positions all receive extensive coverage in the literature. One variable that has been neglected is the role of nomination systems in election results. This is surprising considering how politicians often blame candidate selection failures for disappointing electoral outcomes and then reform nomination mechanisms in the hope of improving future election prospects. In this study I examine the relationship between nomination systems and electoral results in Taiwan before and after the change in electoral systems. I show that candidate selection methods have played an important role in shaping Taiwan's party system under the old and new electoral systems.

What shapes legislators’ incentives for personal vote-seeking in parliament? Recent work suggests that partisanship among voters deters personal vote-seeking, by limiting its effectiveness. This has potentially significant implications for policy-making, election results and patterns of accountability. However, empirical tests of this argument remain few in number and have several limitations. This article thus offers a new test of the relationship between partisanship and personal vote-seeking. Using legislators’ bill proposals as an indicator of their personal vote-seeking activity, I analyse legislative behaviour in the UK House of Commons between 1964 and 2017. I find that members of parliament make more legislative proposals when voters are less partisan. Moreover, partisanship appears to moderate the influence of other drivers of personal vote-seeking: electorally vulnerable legislators make more legislative proposals, but only at low levels of partisanship. These findings provide new evidence that voters’ relationships with political parties affect legislators’ electoral strategies and parliamentary behaviour.
