The Council of the ANZUS Pacific Security Pact met in Washington on October 26, 1959. New Zealand was represented by Prime Minister Walter Nash; Australia by Minister for External Affairs Richard G. Casey; and the United States by Secretary of State Christian Herter. The representatives of the three member nations voiced their concern that the destructive violence in Asia of the Chinese Communists and their threat of a “liberating” war in the Taiwan Strait should continue to pose a serious threat to the peace of the world; they reiterated their conviction in this context that any resort to force of arms by the Chinese Communists in the Taiwan area or elsewhere could only be regarded as an international problem affecting the stability of the region.

The Council of the ANZUS Pacific Security Pact met in Washington on October 2, 1958. It was reported that the major emphasis during the meeting was given to the situation existing in the Formosa Straits. Thus in a statement issued following the meeting, the three member governments, Australia, New Zealand, and the United States, called on the Chinese communists to discontinue their attacks on Quemoy and Matsu as a first step to a peaceful settlement. According to the press, the statement also expressed the principle that armed force should not be used to achieve territorial ambitions, and indicated agreement among the participants that militant and subversive communist expansionism remained the greatest threat to the peaceful progress of the free world. The member governments of ANZUS were represented as follows: for the United States, Mr. Dulles (Secretary of State), for Australia, Mr. Casey (Minister for External Affairs), and for New Zealand, Mr. Nash (Prime Minister and Minister for External Affairs).

The ANZUS Council held its fourteenth annual meeting in Washington on June 28, 1965. Keith J. Holyoake, Prime Minister and Minister for External Affairs of New Zealand; Paul M. C. Hasluck, Minister for External Affairs of Australia, and Dean Rusk, Secretary of State of the United States, attended the meeting.


Significance The possibility of Japan joining the alliance is now seriously discussed in Tokyo and the capitals of the Five Eyes members -- the United States, United Kingdom, Canada, Australia and New Zealand. Joining Five Eyes would signal Japan’s even deeper integration into US alliance structures, regionally and globally, and raise expectations for Japan to act as a fuller ally in all sorts of contingencies. Impacts Japan’s greatest potential contribution to allies is probably in signals and imagery intelligence, especially vis-a-vis China. The prime minister will avoid opening up a controversial foreign policy issue so close to a general election; his successor may be bolder. Japan’s partners still run a risk of leaks due to Japan’s lag in cybersecurity and institutional arrangements, but this is decreasing.

Beginning in 1848, the circum-Pacific world experienced dozens of gold rushes; they punctuated the histories of the United States, Canada, Australia, and New Zealand. Although individual prospectors dominate the national narratives of gold rushes, by the mid-1850s, industrial mining technologies had largely replaced individual miners with their pans and shovels. Notable among these industrial technologies was hydraulic mining, which used high-pressure water hoses to flush large amounts of gold-bearing gravel into sluice boxes saturated with mercury. Industrial mining technologies were portable—engineers who perfected hydraulic mining in California exported the practice to Australia, Canada, and New Zealand. Hydraulic mining exacted startling environmental costs: floods, deforestation, erosion, and toxic pollution. This chapter is by Andrew Isenberg.

The Psychodrama Program at Saint Elizabeths Hospital (SEH) was founded by J. L. Moreno, MD, and contributed to the profession for 65 years. A strong case can be made that, next to the Moreno Institute, the SEH psychodrama program was the most influential center for psychodrama in the United States and the world. This article describes those contributions, including training 16% of all certified psychodramatists; enhancing and advancing the body of knowledge base through more than 50 peer-reviewed published articles or book chapters; pioneering the use of psychodrama in law enforcement and criminal justice; and its trainees making significant contributions to the theory and practice of psychodrama including but not limited to founding psychodrama in Australia and New Zealand.


Subject Outlook for the Five Eyes alliance. Significance The stability of the Five Eyes intelligence sharing partnership between Australia, Canada, New Zealand, the United Kingdom and the United States is under stress over Chinese participation in the members’ 5G telecommunications networks. Impacts Possible US concessions on the supply chains of Chinese firms would ease strain within the Five Eyes alliance. European corporates will redouble efforts to burnish their security credentials to capture 5G market share. London’s eventual decision on Huawei will influence the EU and Asian democracies.

Tenth meeting: The tenth meeting of the Council of the Southeast Asia Treaty Organization (SEATO) was held in London on May 3–5, 1965, under the chairmanship of Michael Stewart, Secretary of State for Foreign Affairs of the United Kingdom. Other member governments were represented by Paul Hasluck, Minister for External Affairs of Australia; D. J. Eyre, Minister of Defense of New Zealand; Zulfikar Ali Bhutto, Minister of Foreign Affairs of Pakistan; Librado D. Cayco, Under Secretary of Foreign Affairs of the Philippines; Thanat Khoman, Minister of Foreign Aflairs of Thailand; and George W. Ball, Under Secretary of State of the United States. Achille Clarac, French Ambassador in Bangkok and Council representative for France, also attended the London session as an observer. (On April 20 the French Ministry of Foreign Affairs had announced that France would not send a delegation to the meeting although Ambassador Clarac would be present as an observer only.)

AbstractThis article revisits the issue of the offshore islands in the Taiwan Strait during the Cold War. Benefitting from archival materials only recently made available, specifically Chiang Kai-shek's personal diaries, CIA declassified materials, Taiwanese Foreign Ministry files, and rare publications from the Contemporary Taiwan Collection at the Library of the Institute of Oriental Culture, University of Tokyo, this research examines the cloud of suspicion surrounding the secret contacts between Taipei and Beijing leading up to and during the 1958 offshore islands crisis, elucidating how such a political tête-à-tête, and the resultant tacit consensus over the status of the islands, gradually brought about an end to the conflict between Taiwan and Communist China. In hindsight, the crises over the offshore islands along China's southeast coast momentarily brought the United States closer to war with Communist China, while putting the relationship between Taipei and Washington to a serious test. The end result, however, was that, while these isles were technically embedded in the unfinished civil war between the Chinese Nationalists and Communists, they provided, ironically, an opportunity for secret communications and, ultimately, a kind of détente between the two supposedly deadly enemies across the Taiwan Strait. A close examination of the details of these crises, along with their attendant military, political, and diplomatic complexities, reveals an amazing amount of political intrigue at both the local and international levels that has not been fully realized until now.

On 17 February 1975, the President of the ICRC Executive Board, Mr. Roger Gallopin, met the American Secretary of State, Mr. Henry Kissinger, while the latter was on a visit to Geneva. The talks centred on the ICRC's humanitarian work throughout the world. The Secretary of State expressed the United States Government's appreciation of the tasks accomplished by the ICRC and, in particular, its efforts to promote international humanitarian law.
