Abstract The marginal case of the decolonisation of Comoros has gained little attention from historians of Africa. By tracing the evolution of the Mouvement de libération nationale des Comores (MOLINACO) around East Africa's Indian Ocean basin, this article explores the possibilities and constraints of anticolonial organisation among a diaspora population whose own existence was threatened by the more exclusive political order that emerged from the process of decolonisation. In Tanganyika, Zanzibar, Kenya, and Madagascar, MOLINACO's activities were shaped and limited by contested issues of racial identity, island genealogy, partisan alignment, and international priorities among both the Comorian diaspora and their ‘host’ governments. Through a transterritorial approach, this article examines the difficulties for minority communities in navigating the transition from empire to nation-state, while also illustrating the challenges MOLINACO faced in its ultimately unsuccessful attempt to impose that same normative model onto the archipelago.

AbstractToday, resilience in the face of cyclone risks has become a crucial issue for our societies. With climate change, the risk of strong cyclones occurring is expected to intensify significantly and to impact the way of life in many countries. To meet some of the associated challenges, the interdisciplinary ReNovRisk programme aims to study tropical cyclones and their impacts on the South-West Indian Ocean basin. This article is a presentation of the ReNovRisk programme, which is divided into four areas: study of cyclonic hazards, study of erosion and solid transport processes, study of water transfer and swell impacts on the coast, and studies of socio-economic impacts. The first transdisciplinary results of the programme are presented together with the database, which will be open access from mid-2021.

AbstractThe Mozambique Channel trough (MCT) is a cyclonic region prominent in austral summer in the central and southern Mozambique Channel. It first becomes evident in December with a peak in strength in February when the Mozambique Channel is warmest and the Mascarene high (MH) is located farthest southeast in the Indian Ocean basin. The strength and the timing of the mean MCT are linked to that of the cross-equatorial northeasterly monsoon in the tropical western Indian Ocean, which curves as northwesterlies toward northern Madagascar. The interannual variability in the MCT is associated with moist convection over the Mozambique Channel and is modulated by the location of the warm sea surface temperatures in the south Indian Ocean. Variability of the MCT shows a strong relationship with the equatorial westerlies north of Madagascar and the latitudinal extension of the MH. Summers with strong MCT activity are characterized by a prominent cyclonic circulation over the Mozambique Channel, extending to the midlatitudes. These are favorable for the development of tropical–extratropical cloud bands over the southwestern Indian Ocean and trigger an increase in rainfall over the ocean but a decrease over the southern African mainland. Most years with a weak MCT are associated with strong positive south Indian Ocean subtropical dipole events, during which the subcontinent tends to receive more rainfall whereas Madagascar and northern Mozambique are anomalously dry.

This chapter focuses on the French Revolution as one of the most important moments in the entangled history of local cosmopolitanisms. Such ideas as rights, property, and democracy were consciously articulated during the Revolution as universals with cosmopolitan spheres of application, and those ideas had profound global consequences over the following two centuries. Alongside this impact on states and legal structures, the Revolution also had direct effects in every community in France and touched communities outside the hexagon, from India to Ireland. The Revolution transformed the most general contexts, putting the nation-state rather than empire as the organizing principle at the heart of the international order, but it also put the most intimate experiences, such as family and emotion, under new light. The drama of the Revolution exemplified the power of ideas and the ambition to create a rational political order.

Abstract Despite the existence of a large Indian diaspora, there has been relatively little scholarly attention paid to India's relations with overseas Indians after its independence in 1947. The common narrative is that India abruptly cut ties with overseas Indians at independence, as it adhered to territorially based understandings of sovereignty and citizenship. Re-examining India's relations with Indian communities in Ceylon and Burma between the 1940s and the 1960s, this article demonstrates that, despite its rhetoric, independent India did not renounce responsibility for its diaspora. Instead, because of pre-existing social connections that spanned the former British empire, the Government of India faced regular demands to assist overseas Indians, and it responded on several fronts. To understand this continued engagement with overseas Indians, this article introduces the idea of ‘post-imperial sovereignty'. This type of sovereignty was layered, as imperial sovereignty had been, but was also concerned with advancing norms designed to protect minority communities across the world. India’s strategy to argue for these norms was simultaneously multilateral, regional, and bilateral. It sought to use the United Nations, the Commonwealth, and the 1947 Asian Relations Conference to secure rights for overseas Indians. As those attempts failed, India negotiated claims for citizenship with governments in Burma and Ceylon, and shaped the institutions and language through which Indians voiced demands for their rights in these countries. Indian expressions of sovereignty beyond the space of the nation-state, therefore, impacted on practices of citizenship, even during the process of de-recognition in Asia.

Abstract. Marine heatwaves (MHWs) are prolonged warm sea condition events that cause a destructive impact on marine ecosystems. The documentation of MHWs and assessment of their impacts are largely confined to a few regional seas or in global mean studies. The Indian Ocean received almost no attention in this regard despite the fact that this ocean basin, particularly the Arabian Sea, is warming at the most rapid pace among the other tropical basins in recent decades. This study shows the characteristics MHWs for the Arabian Sea during 1982–2019. Our analysis shows that the duration of MHWs exhibit a rapidly increasing trend of ~20 days/decade (1.5–2 count/decade) in the northern Arabian Sea and in the southeastern Arabian Sea close to the west coast of India; which is more than 15 fold increase in the MHW days from the early 80s'. At the same time increase in MHW frequency is ~1.5–2 count/decade i.e an increase of ~6 fold, indicating more frequent and much longer heatwave events in the recent decade. Notably, since the beginning of the satellite record, the year 2010 and 2016 saw the maximum number of heatwave days with more than 75 % of days of the pre-monsoon and summer monsoon season experienced heatwaves. The accelerated trend of the heatwave days is found to be driven by the rapid rise of the mean SST of the Arabian Sea in the recent decade. Moreover, longer heatwave days are also associated with the dominant climate modes and among them, Indian Ocean Basin mode via the decaying phase of the El-Niño is found to be the most influencing mode contributing in more than 70–80 % of observed heatwave days in this basin. Mixed layer heat budget analysis suggests significant heterogeneity in the dominant processes across the years; however, weakening of latent heat loss is in general one of the key mechanism in the genesis of most of the MHWs.
