Public preferences for Zika policy and responsibility in the absence of partisan cues

AbstractIn the absence of partisan ownership of an issue, what factors shape public preferences for federal, state and local policy action? The Zika virus provides a unique context in which to examine this question, as it is a new threat to public health in the United States and lacks clear partisan ownership. We examine (1) which Zika policies do citizens support, (2) at which level(s) of government and (3) what factors explain citizen assignment of policy responsibility to different levels of government? Using nationally representative survey data, we find that the three most popular policy responses to Zika are travel warnings, research funding and public education, with the federal government being the preferred policy actor. In the absence of clear partisan issue ownership, we find that Republicans are significantly more likely to prefer state policy action, while partisanship has no impact on public preferences for federal or local policy action.

The United States saw mass layoffs and unemployment during the Great Recession, where jobs have been slow to recover especially in the government sector. Research on cutback management became widespread in the late 1970s into the 1980s and several researchers have called for attention to be reignited to determine what lessons can be applied to the Great Recession and beyond. However, little attention is paid to the influence of cutbacks on employees. How do layoffs impact public personnel? Using nationally representative employment data, this study examines sector differences in job loss, advance notice, job mobility, and sector switching. In addition to distinctions across job sectors, differences within the government sector across federal, state, and local employees are explored. Findings raise several questions for research and practice regarding the ability to recover staff in a timely manner, the diversity of the organization, and the capacity to cope with future crises.

Introduction In response to rising rates of youth vaping and e-cigarette use, states and localities in the United States have adopted various tobacco control policies and have extended their utility to these emerging products. However, the extent to which these policies have been evaluated for their impact on youth use is unknown. Method Two databases (PubMed, Google Scholar) were searched for English language peer-reviewed articles pertaining to electronic cigarette policy evaluation between 2009 and 2020. Primary articles of interest were journal articles that evaluated an e-cigarette policy. Secondary articles of interest were journal articles that identified any e-cigarette policy action without a formal evaluation component, those that evaluated tobacco policy, or those that described e-cigarette behaviors and trends. Tertiary articles included gray literature that provided context for e-cigarette trends and additional policy identification. Results The final sample consisted of 12 relevant articles with an e-cigarette policy evaluation component and 62 relevant articles without such component, and 19 gray literature sources. Findings were synthesized based on policy type: product classification, age restrictions, smoke-free policies, flavor bans, sales restrictions, taxation, packaging, and advertising. Conclusion Policies that address access and use of e-cigarettes are common on the federal, state, and local level, are mostly reactionary, and mimic tobacco control efforts. Few policies have been formally evaluated for their effectiveness in reducing or preventing youth vaping. Strengthening the evidence base should be a priority for researchers going forward, given the potential of these policies to intervene on social and environmental conditions that affect youth initiation and uptake.

Purpose. Water pipe tobacco smoking (WTS) is growing in popularity among U.S. young adults and is associated with health risks similar to those of cigarette smoking. The purpose of this study is to examine existing tobacco control policies (TCPs) in order to investigate how they engage WTS. Approach. A systematic synthesis of content and legal interactions among federal, state, and local TCP documents. Setting. Pennsylvania, which represents a politically and demographically diverse microcosm of the United States. Participants. No human subjects. Method. Federal and state TCPs were retrieved via public legal repositories. Local policy searches were conducted via county/municipal Web sites, inclusive of 13 localities that had autonomous health departments or existing TCPs based on a National Cancer Institute report. Full-text TCPs were double coded within a grounded theory framework for health policy analysis. Emergent codes were used to compare and contrast policy texts and to examine legal interactions among TCPs. Results. Examination of policy categories including youth access, use restrictions, and taxation revealed WTS as largely omitted from current TCPs. WTS was sometimes addressed as an “other” tobacco product under older TCPs, though ambiguities in language led to questionable enforceability. State preemptions have rolled back or prevented well-tailored reforms at the local level. Federal preemptions have likewise constrained state TCPs. Conclusion. Outdated, preempted, and unclear policies limit the extent to which TCPs engage WTS. Health advocates might target these aspects of TCP reform.

While the concept of rurality has been debated in academic and professional literature for decades, less research has been done on a practical typology that can guide localized economic development strategies. This paper adds to the growing body of literature in search of a more nuanced definition of rural by applying unsupervised machine learning (ML) to the abundance of existing county-level data in the United States. The authors illustrate how this method can lead to a new county typology, named after economic development strategies, that accounts for idiosyncrasies in resources, opportunities, and challenges. This research serves as a practical step toward tractable, heterogeneous classifications that can inform the work of federal, state, and local policy makers, economic development practitioners, and many others.

For many families across Pennsylvania, child care is an ever-present concern. Since the 1970s, when Richard Nixon vetoed a national childcare program, child care has received little time in the policy spotlight. Instead, funding for child care in the United States now comes from a mixture of federal, state, and local programs that do not help all families. This article explores childcare options available to families in the state of Pennsylvania and highlights gaps in the current system. Specifically, we examine the state of child care available to families in the Commonwealth in terms of quality, accessibility, flexibility, and affordability. We also incorporate survey data from a nonrepresentative sample of registered Pennsylvania voters conducted by the Pennsylvania Center for Women and Politics. As these results support the need for improvements in the current childcare system, we discuss recommendations for the future.


Government increasingly relies on nonprofit organizations to deliver public services, especially for human services. As such, human service nonprofits receive a substantial amount of revenue from government agencies via grants and contracts. Yet, times of crises result in greater demand for services, but often with fewer financial resources. As governments and nonprofits are tasked to do more with less, how does diversification within the government funding stream influence government-nonprofit funding relationships? More specifically, we ask: How do the number of different government partners and the type of government funder—federal, state, or local—influence whether nonprofits face alterations to government funding agreements? Drawing upon data from over 2,000 human service nonprofits in the United States, following the Great Recession, we find nonprofit organizations that only received funds from the federal government were less likely to experience funding alterations. This helps to illustrate the economic impact of the recession on state and local governments as well as the nonprofit organizations that partner with them.

This chapter examines the World War One period in which the federal, state, and local governments in the United States, in addition to non-state actors, created one of the most severe eras of political repression in United States history. The Espionage Act, the Sedition Act, changes to immigration law at the federal level, and state criminal syndicalism laws served as the legal basis for repression. The Partido Liberal Mexicano (PLM), Industrial Workers of the World (IWW), and other anarchists took different paths in this era. Some faced lengthy prison sentences, some went underground, while others crossed international borders to flee repression and continue organizing. This chapter examines the repression of radical movements and organizing continuities that sustained the movement into the 1920s.

Along the Colorado Plateau’s high-standing Mogollon Rim in northern Arizona’s Coconino National Forest stands a small patch of big trees that matured well before Europeans came to North America. Massive ponderosa pines, and even pinyon pines and western junipers, tower above the forest floor, shutting out all but the most shade-tolerant competitors. Few places like this one still exist anywhere in the United States, even on national forest lands. A tourist hoping to see all the diversity that earliest European arrivals found commonplace in the western landscape must seek out a wide scattering of isolated enclaves across the region. Western forests no longer contain the grand glades and lush thickets that our forerunners encountered because most woodlands, especially those owned by the public, largely serve a wide variety of human purposes, as campsites or home sites, board-feet of lumber, potential jobs, recreational playgrounds, and even temples of the spirit. We also rely on forests to maintain habitat for endangered species and seed banks for restoring depleted biodiversity—and to provide us with clean air and water, stable hillside soils, and flood control in wet years. Forests must perform these roles while being consumed, fragmented by roads, and heavily eroded. But there is no guarantee that these most beloved and iconic of natural resources can sustain such a burden. Federal, state, and local government agencies oversee and regulate western U.S. forest lands and their uses, trying to manage the complex and only partly understood biological interactions of forest ecology to serve public needs. But after nine decades of variable goals, and five decades of encroaching development, western woodlands are far from healthy. Urban pollution and exotic tree diseases, some brought by humans, are killing pines, firs, and oaks. Loggers have more than decimated the oldest mountainside forests—most valuable for habitat and lumber alike—with clearcutting practices that induce severe soil erosion. Illegal clearings for marijuana farms are increasing.

AbstractElinor Ostrom and her colleagues in The Workshop in Political Theory and Policy Analysis at Indiana University in Bloomington conducted fieldwork in metropolitan police departments across the United States. Their findings in support of community policing dealt a blow to the popular belief that consolidation and centralization of services was the only way to effectively provide citizens with public goods. However, subsequent empirical literature suggests that the widespread implementation of community policing has been generally ineffective and in many ways unsustainable. We argue that the failures are the result of strategic interplay between federal, state, and local law enforcement agencies that has resulted in the prioritization of federal over community initiatives, the militarization of domestic police, and the erosion of genuine community-police partnerships.

Objectives. To assess stakeholder perceptions of the impact and feasibility of 21 national, state, and local nutrition policies for cancer prevention across 5 domains in the United States. Methods. We conducted an online survey from October through December 2018. Participants were invited to take the survey via direct e-mail contact or an organizational e-newsletter. Results. Federal or state Medicare/Medicaid coverage of nutrition counseling and federal or state subsidies on fruits, vegetables, and whole grains for participants in the Supplemental Nutrition Assistance Program were the policies rated as having the highest perceived impact and feasibility. Overall, the 170 respondents rated policy impact higher than policy feasibility. Polices at the federal or state level had a higher perceived impact, whereas local policies had higher perceived feasibility. Conclusions. Our findings might guide future research and advocacy that can ultimately motivate and target policy actions to reduce cancer burdens and disparities in the United States.
