From the transit expeditions of 1761 to JWST, ALMA, and the SKA, international projects have played an important role in driving astronomy and heliophysics. Over the past two decades, the increasing complexity and cost of new facilities, the constrained amount of funding available from individual sources, and the rapidly increasing volume of data produced by newer facilities have made international collaboration on large ground- and space-based facilities essential to moving the fields forward. As international cooperation becomes commonplace, data-sharing policies have become ever more important. All IAU members have a stake in the policy decisions made by nations and various scientific consortiums concerning data access and international collaborations. This focus meeting provided a forum to discuss how to improve coordination of global strategic planning in astronomy, astrophysics, and heliophysics in order to maximize the scientific return from research facilities.

Abstract As the threat of COVID-19 and US-China tensions are increasing, this study focused on this intensifying intersection between geopolitics and global science in the midst of a pandemic. This scientometric study examined the US’ and China’s international collaboration patterns on science and engineering (S&E) COVID-19 articles through the lenses of scientific nationalism and scientific globalism. While scientific nationalism would assume that the current political rhetoric and protectionist policies would lead to a decrease in international collaboration, our findings showed the reverse. The world’s proportion of international collaborations generally increased. Findings also revealed that despite geopolitical tensions, the highest number of internationally coauthored S&E COVID-19 articles between two countries involve the US and China. Their collaboration rate on COVID-19 is higher than during the past five-years as well as on non-COVID-19 articles published during 2020.

Results of the food consumption surveys are utilized in many areas, such as for example risk assessment, cognition of consumer trends, health education and planning of prevention projects. Standardization of national consumption data for international comparison is an important task. The intention work began in the 1970s. Because of the widespread utilization of food consumption data, many international projects have been done with the aim of their harmonization. The present study shows data collection methods for groups of the food consumption data, their utilization, furthermore, the stations of the international harmonization works in details. The authors underline that for the application of the food consumption data on the international level, it is crucial to harmonize the surveys’ parameters (e.g. time of data collection, method, number of participants, number of the analysed days and the age groups). AbstractIt is well-established that the process of learning and capability building is core to economic development and structural transformation. Since knowledge is ‘sticky’, a key component of this process is learning-by-doing, which can be achieved via a variety of mechanisms including international research collaboration. Uncovering significant inter-country research ties using Scopus co-authorship data, we show that within-region collaboration has increased over the past five decades relative to international collaboration. Further supporting this insight, we find that while communities present in the global collaboration network before 2000 were often based on historical geopolitical or colonial lines, in more recent years they increasingly align with a simple partition of countries by regions. These findings are unexpected in light of a presumed continual increase in globalisation, and have significant implications for the design of programmes aimed at promoting international research collaboration and knowledge diffusion.

AbstractThis paper outlines the main features of the International Schools for Young Astronomers (ISYA), a programme developed by the International Astronomical Union (IAU) in 1967. The main goal of this programme is to support astronomy in developing countries by organizing a school lasting 3 weeks for students with typically a M.Sc. degree. The context in which the ISYA were developed has changed drastically over the past 10 years. We have moved from a time when access to any large telescope was difficult and mainly organized on a national basis, to the situation nowadays where data archives are established at the same time that any major telescope, ground-based or in space, is built, and these archives are accessible from everywhere. The concept of the virtual observatory reinforces this access. However, the rapid development of information and communications technologies and the increasing penetration of internet have not yet removed all barriers to data access. The role of the ISYA is addressed in this context.

At the 2nd Medicago meeting (a satellite of the 1999 IS-MPMI meeting in Amsterdam), investigators perceived a need for standardization of genetic nomenclature in Medicago truncatula, due to the rapid growth of research on this species in the past few years. Establishment of such standards grew out of discussions begun at this meeting and continued electronically throughout the M. truncatula community. The proposed standards presented here are the consensus results of those discussions. In addition to standards for gene nomenclature, a method for community governance and a website for cataloging gene names and submitting new ones are presented. The purpose of implementing these guidelines is to help maintain consistency in the literature, to avoid redundancy, to contribute to the accuracy of databases, and, in general, to aid the international collaborations that have made M. truncatula a model system for legume biology.

This year in 2021, Shirshov Institute of Oceanology celebrated 75 years old. Shirshov Institute is the largest and oldest research center of seas and oceans in Russia. In the past and present of the Institute, there are many significant discoveries and developments for world oceanology, the most complex expeditions and large-scale international projects. I am sure that our future as a Center for the Study of the World Ocean will be no less rich and bright.

AbstractChina ishas a rich record of Holocene volcanism that is relatively little known outside the country. It is encountered in home to a number of volcanoes that have erupted in the Holocene. These range from large stratovolcanoes in the northeast, linked to subduction of the pPacific plate (e.g., Changbaishan); in , more diffuse volcanismsmaller volcanoes on the edges of the TibetTibetan margin, linked toassociated with the collision of India and AEurasia (e.g., Tengchong, Ashishan), and more isolated regions of volcanismcentres possibly linked topossibly resulting from mantle upwelling (e.g., volcanoes in Hainan island). This makes China a natural laboratory for studyingstudies of intraplate volcanism, yet the study of volcanology in China is young, with a significant increase in research only over the last 25 yearsand significant progress in understanding its nature and origins has been made over the past quarter century. To highlight recent advances and the current state of knowledge, thisHere, we introduce the first publication in English to provide a comprehensive survey of the state of knowledge and research highlights. special volume presents the first compilation of research on the active volcanoes of China in English. This first paper introduces the book, which coversAccordingly, we provide an overview of the dynamics, geology, geochemistry, volcanic histories and geophysical studies of the 14 volcanoesvolcanic areas that have erupted in theassociated with Holocene documented thus far. A Secure Data Enclave is a system that allows data owners to control data access and ensure data security while facilitating approved uses of data by other parties. This model of data use offers additional protections and technical controls for the data owner compared to the more commonly used approach of transferring data from the owner to another party through a data sharing agreement. Under the data use model, the data owner retains full transparency and auditing over the other party’s access, which can be difficult to achieve in practice with even the best legal instrument for data sharing. We describe the key technical requirements for a Secure Data Enclave and provide a reference architecture for its implementation on the Amazon Web Services platform using managed cloud services.

Various data sharing platforms are being developed to enhance the sharing of cohort data by addressing the fragmented state of data storage and access systems. However, policy challenges in several domains remain unresolved. The euCanSHare workshop was organized to identify and discuss these challenges and to set the future research agenda. Concerns over the multiplicity and long-term sustainability of platforms, lack of resources, access of commercial parties to medical data, credit and recognition mechanisms in academia and the organization of data access committees are outlined. Within these areas, solutions need to be devised to ensure an optimal functioning of platforms.

Ecuador’s research output relative to other Latin American countries has been low historically; however, over the last 10 years, the government has put various policies in place to help remedy this situation. This is an analysis of Ecuadorian research productivity from 2006 to 2015. The scientific productivity of Ecuador has increased 5.16 times over the past years, exceeding Latin American growth. Over 80% of Ecuadorian publications include international collaboration mainly with the United States and some European and Latin American countries.
