AbstractBrazil has one of the fastest-growing COVID-19 epidemics worldwide. Non-pharmaceutical interventions (NPIs) have been adopted at the municipal level with asynchronous actions taken across 5,568 municipalities and the Federal District. This paper systematises the fragmented information on NPIs reporting on a novel dataset with survey responses from 4,027 mayors, covering 72.3% of all municipalities in the country. This dataset responds to the urgency to track and share findings on fragmented policies during the COVID-19 pandemic. Quantifying NPIs can help to assess the role of interventions in reducing transmission. We offer spatial and temporal details for a range of measures aimed at implementing social distancing and the dates when these measures were relaxed by local governments.

In the midst of the Covid-19 pandemic, the governments are trying to contain the spread with non-pharmaceutical interventions (NPIs), such as social distancing rules, restrictions, and lockdowns. In an effort to identify factors that may influence population adherence to NPIs, we examined the role of optimism bias, anxiety, and perceived severity of the situation in relation to engagement in protective behavioral changes and satisfaction with governments’ response to this pandemic. We conducted an online survey in 935 participants (Mage = 34.44; 68.88% females) that was disseminated in April and May 2020 in the Netherlands, Germany, Greece, and USA. Individuals with high optimism bias engaged less in behavioral changes, whereas individuals with high levels of anxiety and high perceived severity engaged more in behavioral changes. Individuals with high optimism bias and individuals with high levels of anxiety were less satisfied with the governments’ response, albeit for different reasons. Individuals who reported low perceived severity and low government satisfaction engaged the least in behavioral changes, whereas participants who reported high perceived severity and low government satisfaction engaged the most in behavioral changes. This study contributes to a better understanding of the psychological factors that influence people’s responses to NPIs.

Over the last months, cases of SARS-CoV-2 surged repeatedly in many countries and could often be controlled with non-pharmaceutical interventions such as social distancing. We analyzed de-identified GPS tracking data from 1.15 to 1.4 million cell phones in Germany per day between March-November 2020 to identify encounters between individuals and statistically evaluate large-scale contact behavior. Using graph sampling theory we estimated the contact index (CI), a metric for number and heterogeneity of contacts and found that the contact index, and not the total number of contacts, is an accurate predsictor for the effective reproduction number R. A high correlation between CI and R occurring more than two weeks later allows timely assessment of the social behavior well before the infections become detectable. The CI quantifies the role of superspreading and allows assigning risks to specific contact behavior. We provide a critical CI-value beyond which R is expected to rise above 1 and propose to use it to leverage the social distancing interventions for the coming months.

Abstract Using a unique setting in China, where the geographic distance between collective firms and local governments is highly persistent because of legal restrictions on land ownership and mobility, we investigate the role of government involvement in small firms. In our analysis of survey responses, we find that weaker government involvement, measured by greater distance from government, is associated with higher firm autonomy and reduced taxes, protectionism, and anticompetitive behavior. In our analysis of firm-level financial data, we find that distant firms have better operating performance, higher growth, and higher entry rates. We find similar results around exogenous government office relocations.

Gaps in biodiversity conservation management within the Conservation Area that are the responsibility of the central government and outside the Conservation Areas or as the Essential Ecosystems Area (EEA) which are the authority of the Regional Government, have caused various spatial conflicts between wildlife /wild plants and land management activities. Several obstacles faced by the Local Government to conduct its authority to manage (EEA), caused the number and area of EEA determined by the Local Government to be still low. At present only 703,000 ha are determined from the 67 million ha indicated by EEA. This study aims to overview biodiversity conservation policies by local governments and company perceptions in implementing conservation policies and formulate strategies for optimizing the role of Local Governments. From the results of this study, there has not been found any legal umbrella for the implementation of Law number 23/ 2014 related to the conservation of important ecosystems in the regions. This regulatory vacuum leaves the local government in a dilemma for continuing various conservation programs. By using a SWOT to the internal strategic environment and external stratetegic environment of the Environment and Forestry Service, Bengkulu Province , as well as using an analysis of company perceptions of the conservation policies regulatary , this study has been formulated a “survival strategy” through collaboration between the Central Government, Local Governments and the Private Sector to optimize the role of Local Government’s to establish EEA in the regions.Keywords: Management gaps, Essential Ecosystems Area (EEA), Conservation Areas, SWOT analysis and perception analysis

COVID-19 pandemic has spread across the world, which considered a relative of the severe acute respiratory syndrome (SARS), with possibility of transmission from animals to human and effect each of health and economic. Several preventative strategies and non-pharmaceutical interventions have been used to slow down the spread of COVID-19. The questionnaire contained 36 questions regarding the impact of COVID-19 quarantine on children`s behaviors and language have been distributed online (Google form). Data collected after asking parents about their children behavior during quarantine, among the survey completers (n=469), 42.3% were female children, and 57.7 were male children. Results showed that quarantine has an impact on children`s behaviors and language, where stress and isolationism has a higher effect, while social relations had no impact. The majority of the respondents (75.0%) had confidence that community pharmacies can play an important role in helping families in protection their children`s behaviors and language as they made the highest contact with pharmacists during quarantine. One of the main recommendations that could be applied to help parents protection and improvement their children`s behaviors and language in quarantine condition base on simple random sample opinion is increasing the role of community pharmacies inpatient counseling and especially towards children after giving courses to pharmacists in child psychology and behavior. This could be helpful to family to protect their children, from any changing in them behaviors and language in such conditions in the future if the world reface such the same problem.

This article describes the findings of a national survey of State Hazard Mitigation Officers (SHMOs) in U.S. states and territories in order to gain a greater understanding of the roles that they play in assisting local governments to build the capacity required to successfully develop and implement Federal Emergency Management Agency (FEMA)-funded Hazard Mitigation Assistance (HMA) grants, an important but understudied aspect of hazard mitigation governance. The research questions focus on: (1) How states and territories enable local governments to develop and implement HMA grants and (2) SHMOs’ opinions regarding their perceived capacity and effectiveness in assisting local governments to develop and implement HMA grants. Results show that while states and territories are relatively well-equipped to perform general administrative duties required by FEMA, SHMOs expressed wide variation in their capacity to assist local governments to develop and implement HMA grants. This was particularly evident with regard to the delivery of specific technical assistance measures required to develop HMA grants. Survey responses also highlight modest levels of participation in FEMA-designed efforts to delegate responsibility to states and territories and low levels of participation in programs that offer pre-application funding to local governments to help them develop HMA grant applications. These findings should concern FEMA as the agency embarks on the implementation of the Building Resilient Infrastructure and Communities program, an ambitious pre-disaster hazard mitigation grant initiative.
