The article presents the Żuławy Access Railway and the effect of its revitalization on the change of navigational conditions in the Vistula delta. One of the problems analyzed in the article is the intersection of two different transport branches - the inland waterway and rail transport branches. A solution to the problem of their functioning is presented, without any major restrictions. Possible changes in navigational conditions have been described on Martwa Wisła and Przekop Wisły after revitalization of a narrow-gauge railway. The aim of the work is to indicate the optimal solution, taking into account the needs, benefits and possible limitations, and the method of their leveling. The current conditions prevailing in the Vistula delta have been described, obstacles and navigational difficulties, as well as the intensity of unit traffic have been characterized.

Every year in Poland, on the inland waterways, accidents and incidents are registered by the Offshore Shipping Offices, the State Fire Service and the Police. Improving the level of security requires indepth analysis and drawing conclusions from emerging emergency situations. It is important to identify and systematize the threats occurring in inland waterway, which will allow for the selection of effective methods of counteracting them and increasing the level of safety on restricted waters. The aim of the work is to analyze the course of proceedings when conducting the analysis of identification of threats affecting the safety of ship operation and analysis of the source and consequences of accidents and incidents that took place on the inland waterway in the Vistula delta in recent years. The course of action in solving the research problem posed involves three stages: an analysis of the current state, hazard identification and model verification. Knowledge of the causes and consequences of accidents in inland navigation may be used to create safety standards and procedures, as well as to improve their functioning. It is very desirable to eliminate similar adverse events in the future. One of the methods al-lowing for the detection and proper verification of sources, course and consequences of events occurring in inland navigation is the analysis of sources of causes and consequences. It allows the identification of initiating agents and a further sequence of events, which in turn contributes to the improvement of the level of navigational safety.

The work contributes to the development of the optimal solution of the horizontal and vertical gap between the platform edge and the tramway threshold in Wroclaw. General arguments for the development of urban rail transport have been described, and the basic features of an attractive system are discussed. Historical and current works focused on the position of the car floor with relation to the platform were collected, taking into account selected current foreign regulations. Suggested solutions possible for use in Wroclaw conditions were posed. The necessity of carrying out further detailed studies and considerations to be carried out in the second part of the work has been emphasized.

The article presents an analysis of the changeability of traffic intensity of inland waterway vessels in the Vistula Delta. The concept of traffic intensity was defined, traffic flows and disturbances were identified in the studied area. The characteristics of the inland waterway traffic model are presented. The results of the analysis indicate the need to carry out modernization of inland waterways for the needs of inland waterway transport: introduction of a traffic control system, unification of the navigational marking system and strict correlation of renovation/modernization works of hydrotechnical structures with a navigation period.

The work is a continuation of the first part of 2017, where the contribution to the development of the optimal solution of horizontal and vertical distance between the platform edge and the tram threshold in Wrocław was presented. The general argumentation for the development of collective rail transport in cities was described, and the basic features of an attractive public transport system were also discussed. The historical and ongoing works were collected focusing on the location of the wagon floor in relation to the platform, taking into account selected foreign regulations. Presented are solutions that can be used in Wrocław conditions, describing more complex cases, complementing the first part: the possibility of expanding the carbody above the platform edge, tram and bus platforms or stops for tramtrains. The principles of creating an example algorithm for the proper selection of the edge structure of the platform have been proposed. A collective public transport becomes increasingly important as a factor in balancing the functioning of the various means of transport. The public transport can be carried out on Polish territory and in border areas, in road and rail transport, maritime transport and inland waterway. A plan for sustainable development of collective public transport is an instrument which determine a way how to perform a public transport in a certain area. A transport plan is an act of local law. It determines the rules of organization, operation and financing of regular passenger transport in the public transport by which is regarded as a tool to shape the passenger transport market in Poland

Abstract. In the construction of scales intended for the use in cross-cultural studies, the selection of items needs to be guided not only by traditional criteria of item quality, but has to take information about the measurement invariance of the scale into account. We present an approach to automated item selection which depicts the process as a combinatorial optimization problem and aims at finding a scale which fulfils predefined target criteria – such as measurement invariance across cultures. The search for an optimal solution is performed using an adaptation of the [Formula: see text] Ant System algorithm. The approach is illustrated using an application to item selection for a personality scale assuming measurement invariance across multiple countries.

Vehicular Adhoc Networks (VANET) are thought-about as a mainstay in Intelligent Transportation System (ITS). For an efficient vehicular Adhoc network, broadcasting i.e. sharing a safety related message across all vehicles and infrastructure throughout the network is pivotal. Hence an efficient TDMA based MAC protocol for VANETs would serve the purpose of broadcast scheduling. At the same time, high mobility, influential traffic density, and an altering network topology makes it strenuous to form an efficient broadcast schedule. In this paper an evolutionary approach has been chosen to solve the broadcast scheduling problem in VANETs. The paper focusses on identifying an optimal solution with minimal TDMA frames and increased transmissions. These two parameters are the converging factor for the evolutionary algorithms employed. The proposed approach uses an Adaptive Discrete Firefly Algorithm (ADFA) for solving the Broadcast Scheduling Problem (BSP). The results are compared with traditional evolutionary approaches such as Genetic Algorithm and Cuckoo search algorithm. A mathematical analysis to find the probability of achieving a time slot is done using Markov Chain analysis.

Penelitian ini bertujuan untuk mengoptimalkan penjadwalan karyawan di CV. Karya Indah Bordir dalam melakukan tugas-tugas tertentu menggunakan metode Hungaria, serta menganalisis sensitivitas solusi optimal jika ada pengurangan waktu karyawan untuk menyelesaikan tugas-tugas. Metode Hongaria diterapkan pada proses bordir yang melibatkan 11 karyawan dan 10 tugas. Hasil penjadwalan yang optimal meminimalkan waktu produksi bordir perusahaan. Hasil penjadwalan optimal yang ditemukan adalah: karyawan 1 mengerjakan tas Mambo, karyawan 2 mengerjakan tas Elli, karyawan 3 mengerjakan tas Lonjong, karyawan 4 mengerjakan tas Tampang bunga, karyawan 6 mengerjakan tas Ransel, karyawan 7 mengerjakan tas Tima, karyawan 8 mengerjakan tas Keong, karyawan 9 mengerjakan tas Alexa, karyawan 10 mengerjakan tas Luna, dan karyawan 11 mengerjakan tas Mikha, dengan total waktu kerja adalah 13,7 jam. Setelah metode Hongaria diterapkan, CV. Karya Indah Bordir mendapat peningkatan pendapatan sebanyak 9,09%. Analisis sensitivitas dilakukan dengan mengurangi waktu karyawan dalam menyulam tas. Hasil analisis sensitivitas adalah beberapa batasan untuk variabel basis dan non basis untuk mempertahankan solusi optimal.   This research has a purpose to optimize the scheduling of employees in CV. Karya Indah Bordir in doing certain tasks using Hungarian method, as well as analyzing the sensitivity of the optimal solution if there is a reduction on the employees time to finish the tasks. The Hungarian method was applied on the embroidery process involving 11 employees and 10 tasks. The optimal scheduling result minimize the time of the embroidery production of the company. The optimal scheduling result found is: employee 1 does the Mambo bag, employee 2 does the Elli bag, employee 3 does the Lonjong bag, employee 4 does the Tampang bunga bag, employee 6 does the Ransel, employee 7 does the Tima bag, employee 8 does the Keong bag, employee 9 does the Alexa bag, employees 10 does the Luna bag, and employee 11 does the Mikha bag, with the total work time is 13,7 hours. After the Hungarian method was applied, CV. Karya Indah Bordir got the increasing revenue as much as 9,09 %. The sensitivity analysis was conducted by reducing the time of the employees take in embroidery the bags. The results of the sensitivity analysis are some boundaries for basis and non basis variables to maintain the optimal solution.
