Every year in Poland, on the inland waterways, accidents and incidents are registered by the Offshore Shipping Offices, the State Fire Service and the Police. Improving the level of security requires indepth analysis and drawing conclusions from emerging emergency situations. It is important to identify and systematize the threats occurring in inland waterway, which will allow for the selection of effective methods of counteracting them and increasing the level of safety on restricted waters. The aim of the work is to analyze the course of proceedings when conducting the analysis of identification of threats affecting the safety of ship operation and analysis of the source and consequences of accidents and incidents that took place on the inland waterway in the Vistula delta in recent years. The course of action in solving the research problem posed involves three stages: an analysis of the current state, hazard identification and model verification. Knowledge of the causes and consequences of accidents in inland navigation may be used to create safety standards and procedures, as well as to improve their functioning. It is very desirable to eliminate similar adverse events in the future. One of the methods al-lowing for the detection and proper verification of sources, course and consequences of events occurring in inland navigation is the analysis of sources of causes and consequences. It allows the identification of initiating agents and a further sequence of events, which in turn contributes to the improvement of the level of navigational safety.

The article presents an analysis of the changeability of traffic intensity of inland waterway vessels in the Vistula Delta. The concept of traffic intensity was defined, traffic flows and disturbances were identified in the studied area. The characteristics of the inland waterway traffic model are presented. The results of the analysis indicate the need to carry out modernization of inland waterways for the needs of inland waterway transport: introduction of a traffic control system, unification of the navigational marking system and strict correlation of renovation/modernization works of hydrotechnical structures with a navigation period.

This article defines the role of inland waterway transport in Poland over the years 2015-2017. It describes the demand for goods and passenger carriage by inland waterways and the transport performance provided by the means of river navigation. Furthermore, the size of inland waterways transport fleet and its age is assessed. The article also presents information about the structure of inland water-ways in our country and the major destinations in Polish inland navigation.

 The problem of premature professional burnout among employees, including firefighters is of scientific and practical significance. The article describes the nature and types of professional stress, as well as activities of the Training Center of the Federal Fire Service in Chelyabinsk Region. It aims to identify guidelines in the normative labor functions of rescuers of the Ministry of Emergency Situations of Russia and firefighters for training programs to prepare fire service employees for stressful activities. To achieve this goal, labor functions of rescuers of the Ministry of Emergency Situations of Russia and firefighters were analyzed; training programs developed by the Training Center of the Federal Fire Service in Chelyabinsk region were assessed. The methods of comparative analysis and conversation with experts were used to identify pedagogical aspects of labor functions of fire service employees associated with their willingness to work under stress. The article established a relationship between the training programs and the development of readiness to perform labor functions under stress. The condition required for the training program to be efficient was determined. It involves attracting the psychological service of the Ministry of Emergency Situations to hold methodical meetings and seminars. The positive result of this training is an adequate response to stress factors. The research results may be used by teachers of training centers and universities and methodologists.

In Poland, it is possible to observe a lack of comprehensive solutions to the problem related to the co-existence of youth rescue organisations in the system of local security, namely: the solutions which would legalise involvement of such organisations in emergency situations and which would indicate the role that such entities could play in prevention. In the paper presented below, the Author poses the following questions: What are the contemporary challenges and expectations of youth rescue organisations? What activities in the fields of security and rescue could be developed by social rescue organisations to use their potential and to improve the level of security? It is possible to expect that the development of some particular fields of activity will contribute to the improvement in the efficiency of social organisations and the impact they have on the level of local security. It can be achieved by the promotion of pro-social behaviour in the fields of security and rescue among young people, local communities and self-government authorities to form the civil society. In order to meet challenges and expectations of youth rescue organisations, it is necessary to provide young people with broader participation in social organisations, to improve the attractiveness of such entities through systemic and financial support, along with social and education base. To provide a solution to the research problem, the Author has applied the method of a diagnostic survey in the form of expert interviews with people involved into activities undertaken by youth rescue organisations.

The United States is drawing a new transportation map, abandoning routes and canceling out transport services. On this new map, there will be more miles of inland waterways but fewer miles of railroads. All freight carriers are curtailing common-carrier services. The navigable rivers and canals played a principal role in settling America, were a factor in the industrial revolution, and helped decentralize industry after World War II. River-rail and river-truck trans-shipping facilities have multiplied manyfold as thousands of mass-production industries and mass-distribution agencies have moved to the inland navigation channels. Common-carrier barge lines are losing business to the contract and private carriers and have organized their own association to make common cause with the railroads and the common-carrier truck lines. Divided into two camps, the barge and towing vessel industry seems to be losing the battle against federal tolls on the river freight traffic, a battle which divides the South and Middle West against the East and Far West. Many great corporations—oil, steel, coal, electric power, farm co-operatives, cement, chemicals, building materials, aluminum, paper —have a stake in this coming legislative debate in the nation's capital. River men see more traffic in the future but no more revolutionary changes.

International waterway E40 (MDW E40) is included in the network of inland waterways of transnational importance. It is a link between two areas: the Baltic Sea and the Black Sea. E40 route runs through three countries: Poland, Belarus and Ukraine. The article presents the results of the study on the analysis of two very important sections of the MDW E40 on the Belarusian section, it is:. the Dnieper – Bug Channel and the Pripy River. Both elements from the point of view of navigability are the most important links throughout the Belarusian section of the waterway. This article will be useful for the development of plans for revitalization of the international waterway E40 not only on the Belarus part, but also in Poland and Ukraine. Due to the accession and signature by Poland of the AGN Convention in January 2017, the article can be a material to supporting state policy in the context of the development of the inland waterway system in Poland and Europe.

Relevance. Professional activity of firefighters and rescuers refers to dangerous, stressful and heavy types of work associated with significant risk to life and health. Injuries, disability and mortality among the personnel of the Ministry of emergency situations directly depend on working conditions, occupational activities, the nature of the functions performed.Intention. To demonstrate effects of software products in the field of fire safety on meeting the information needs of managers and employees performing the tasks of prevention, extinguishing and elimination of consequences of fires and emergencies. Timely prevention and mitigation of fire and emergency consequences reduces material damage as well as the number of dead and injured people.Methodology. The article presents a brief description of the software products available in the Fund of computerized algorithms and programs of EMERCOM of Russia in the field of fire safety, which are designed to help in solving social and psychological problems of safety of the population and territories in emergency situations. The software products are designed to provide the heads of the subjects of the Russian Federation with the possibility of automating the planning of measures for the prevention and elimination of fires and emergencies. Software products contain information and references on prevention and elimination of fires and emergencies as well as guidance on the actions of officials and the population in emergency situations, both natural and man-made, and also regulatory and methodological documents for making decisions in the field of safety of the population and territories in emergency situations.Results and Discussion. Software products actually increase effectiveness of safety measures in emergency situations, preparedness of units of he State fire service, as well as help to make informed decisions in the field of social protection of employees. Based on one of the software products, the possibility of automating the presentation and analysis of statistical data on the number of fires, the number of fire fatalities, injuries and related direct material damage is shown.Conclusion. The use of software products in the field of fire safety ultimately reduces the risk of injury and death, the level of material losses from fires and other emergencies.
