The industrialized Kuzbass (Kemerovo Region, Russia) is not only a source of raw materials for the planet, but also a manufacturer of ferrous and non-ferrous metals and chemical products. Since 1990s, the “lungs of the planet” – Siberian taiga – has been actively cut down, and mining and processing enterprises are being built. A large part of the territory of Kuzbass is exposed to a strong technogenic impact. The consequence of the irreversible process of destruction and degradation of soil under industrial waste dumps during open-pit mining of coal, pollution of groundwater and surface water, atmospheric pollution by industrial emissions is the disappearance of natural flora and fauna, as well as the catastrophic threat to the health of people living in the region. Only 30% of the territory of the region, where 5-10% of the population lives, correspond to satisfactory environmental conditions. The article discusses the problems of anthropogenic pressure and environmental capacity of the territory on the example of the Kemerovo region, attempts to assess damage to land resources in the Kemerovo region on the example of 2017, based on the standard methodology for assessing the need for investment in environmental protection.

The paper presents the results of a study of the ecological state of rock dumps and repositories of processed gold-bearing ore in the course of open-pit mining of gold deposits in the Chelyabinsk region. According to remote sensing data and analytical calculations, it was established that the rate of reclamation of disturbed lands lags behind the rate of their withdrawal for the needs of gold mining enterprises. In parallel with this, low levels of vegetation cover restoration coefficients were revealed on waste dumps.

On the territory of the Russian Federation, exactly as in the rest of the world, huge amounts of mining waste have been accumulated. Most of them in open-pit mining are dumps of rock mass that occupy huge territories and have a significant negative impact on the earth's ecology. Most of the dumps are non-toxic and can be used for economic purposes where sand and stone are needed-in construction. However, the volumes are too large and only a small part can be used for the production of building materials. Another thing is if you need a large amount of rock for the construction of a long roadbed. There are other requirements for raw materials and the possibility of releasing large areas occupied by dumps. This direction has significant potential, because on the one hand, cheap construction raw materials, and on the other – a reduction in fees for the use of land (especially relevant for large mining and processing plants). The development of dumps as man-made deposits has its own risks and associated problems. However, it leads to the development of new technological solutions, which in turn opens up certain prospects for subsoil users. Currently, this direction is in its infancy, but the scale of the problem of storing dumps is already obvious. Therefore, despite the doubts, recycling of dumps is inevitable. It is also clear that this processing should be in huge volumes. And such volumes of use in the Russian Federation can only be achieved when building roads.

By adopting the green mining concept, the mining industry seeks to respond to the current societal objective of supplying the mineral raw materials necessary for economic development while minimising the ecological footprint. To accomplish environmental recovery simultaneously with mineral exploitation, as well as to take advantage of mine waste, this study proposes a new solution that includes the construction of a tunnel to access the mining area. The concept, developed with topographical and geological data, was tested for the Bled El Hadba phosphate deposit. The extraction volumes were estimated by considering all the technical and legal aspects of the exploitation. The results showed that the best location for the tunnel is on the non-mineralised bottom of the mine and placed after ore removal. The tunnel is then progressively covered by mine tailings as it is extended. This concept is applicable to sub-horizontal ore deposits. We show that the solution is feasible and allows full site recovery at the end of the open-pit mining phase.

The open pit mining method of solid minerals extracting is widely used both in Russia and in the whole world, and sets a general direction of mining industry development as its main tool, at least for the next decades. This is due to its significant advantages compared with other methods of minerals extraction, especially with underground method. This conclusion is made considering production capacity of mining and enrichment enterprises, mining safety, productivity and working conditions, investment and operating costs, level of mechanization, automation, robotization, informatization and computerization of production, full use of mineral resources. However, the practical realization of these advantages of the open pit method of mining, neutralization and reduction or elimination of its shortcomings (environmental damage) requires thorough and reliable design solutions, their timely and accurate adjustment, application of scientific methods and modern technical and technological means. This is especially important and relevant for design, construction, operation, reconstruction and reclamation of open pits developing complex and large deposits of scarce and valuable mineral resources. Erroneous and insufficiently substantiated design solutions and their implementation lead to a significant decrease in the efficiency of open pit mining.

Currently, the mining industry faces the problem of intensifying extraction and processing of mineral raw materials with minimal costs forthe development of mineral deposits. It should be noted that the greatest degree of technological processes mechanization in the development of deposits is achieved by means of hydromechanization. For example, in the development of placer deposits by the open pit method, the application of hydromechanization, with the appropriate parameters, ensures the necessary disintegration of clay inclusions at minimal cost. It allows solving the issues of the most complete extraction of a useful component. Increasing the effectiveness of the use of a hydromechanized method is favored by the use of bulldozers, excavators and other open pit mining machinery for loosening the rocks. With a rational design of the circulating water supply systems, hydromechanization means using the methods of limited waterconsumption. The hydraulic method for mining mineral deposits is taken to the leading place from the point of view of environmental protection. At thesame time, the greatest environmental effect is achieved under the condition of an accurate calculation of the main parameters of hydro-dumps.

Large-scale mining disturbs wide areas of land. The development program for the mining industry, with an expected considerable increase in production output, aggravates the problem with even vaster territories exposed to the adverse anthropogenic impact. Recovery of mining-induced ecosystems in the mineral-extracting regions becomes the top priority objective. There are many restoration mechanisms, and they should be used in integration and be highly technologically intensive as the environmental impact is many-sided. This involves pollution of water, generation of much waste and soil disturbance which is the most typical of open pit mining. Scale disturbance of land, withdrawal of farming land, land pollution and littering are critical problems to the solved in the first place. One of the way outs is highquality reclamation. This article reviews the effective rules and regulations on reclamation. The mechanism is proposed for the legal control of disturbed land reclamation on a regional and federal level. Highly technologically intensive recovery of mining-induced landscape will be backed up by the natural environment restoration strategy proposed in the Disturbed Land Reclamation Concept.
