The article analyzes the prospects of cooperation between Poland and Ukraine in the field of electric power transmission. In particular, the characteristics of the «Burshtyn Energy Island» are enlightened, which includes Burshtyn TPP, Kalush CHPP and Tereble- Ritsk HPP that are detached from the power system of Ukraine and operate in parallel with the European system ENTSO-E. This island serves as an importer of Ukrainian electric power to European countries through Hungary and Slovakia, respectively, and is synchronized with the European Network of System Operators for Electricity Transmission (ENTSO-E). The main problem of the international transmission of electric current of Ukraine is determined, which is that the whole energy system of Ukraine works within the international energy union of the CIS and Baltic IPS / UPS. At the same time, the integration of Ukraine into the markets of Western European countries requires the break of established connections under the IPS / UPS system and the parallel increase of communications under the ENTSO-E system through Poland, Slovakia, Romania and Hungary. The prospect for the development of the Energy Bridge project, which provides the supply of electric power from the Khmelnitsk NPP to Poland through the Khmelnitsk NPP - Rzeszow, is described. It is proposed the stages for the further development of energy security in the information direction on the introduction of Smart Grid technologies, in which energy companies will be able to manage the whole network as the only flexible digital system, and end users - to clearly regulate their own electricity costs.

The article contains the results of a study of the state of the fuel and energy complex (FEC) of the Republic of Buryatia. The role of fuel and energy complex in the economy of the republic is analyzed in the article. The main problems, the solution of which is necessary for further development of the industry, including energy security and low efficiency of heat and power production in the power system, are identified by the author. The tasks of development of transboundary interaction with the energy system of Mongolia are defined. Possible options for gasification of Buryatia were studied. To ensure increased energy security of the Republic of Buryatia and the efficiency of the Buryat energy system, the main activity is the continuation of the construction of Ulan-Ude Thermal Power Station-2. The necessity of actualization of the development strategy of the fuel and energy complex of the Baikal region based on the diversification of the fuel and energy balance due to gasification, the development of gas processing and gas chemistry, the use of non-traditional and renewable types of energy is substantiated.

Local ownership models have proven to be an important way to avoid local resistance to onshore wind turbines. As wind power expands into onshore and nearshore wind farms, such ownership models become of increasing importance, while also undergoing further development. This paper uses the Choice Awareness theory to examine some of the barriers connected to the implementation of these new ownership models and presents recommendations to overcome such barriers. Choice Awareness addresses societal aspects (discourse, socioeconomics, and public regulation) mainly related to implementing alternatives to existing technologies. For the theory to be able to embrace the complexity of the transition of the energy system more holistically, we explore and specify the organizational dimension of choice-eliminating mechanisms. Based on the case of an NGO’s attempt to bid for a tender for nearshore wind turbines, it is shown how the central administration prevents new innovative ownership models from entering the tender. A strong path dependency has led to a conscious or unconscious elimination of projects based on organizational structures that do not fit the definition of large energy companies. As a result of this, the paper makes three recommendations for policy changes with the aim to secure equal possibilities for actors involved in nearshore wind power tenders.

The way how Russia ignores the EU’s quest for liberalization and sustains a control over markets and supplies is directly related to her use of gas as leverage. Russia’s strategy affects many European and non-European countries during all stages: demand, supply and transit. It is not, however, possible to generalize a common statement that the EU’s position is based on a policy of market liberalization while Russia pursues an opposing strategy of increased state control. Russian energy strategy leads markets in Europe; sets tone for energy supplies at homeland and abroad, benefiting from a variety of means. This article shows how a symbiotic relationship between the Russian state and Russian energy companies emerge from a structure in which trade, markets and international politics have been embedded within the state interests and firm behavior. It identifies the economic and geopolitical trends with regard to recent developments of Russia’s strategy.

This article is devoted to the study of the position of the Visegrad countries (Hungary, Poland, Czech Republic and Slovakia) on the further development of European integration. Particular attention is paid to such important EU projects as the Defense Union, the Energy Union and the European Green Deal. The article also analyzes the stand of the Visegrad states on migration issues, institutional problems of European integration, energy security. Prestige and status remain important factors for the foreign and European policy of the Visegrad countries. For this reason, the latter are supporters of an intergovernmental and confederal approach to European integration, preservation of national competencies. In the vision of the further development of European integration, the positions of the mainstream and V4 have come closer. The Visegrad states do not want to leave the EU and are not ready to go to a tough confrontation with Brussels. The V4 countries that are not part of the Eurozone are planning to join it. They also support the main and most ambitious projects of European integration mentioned above, although they have their own special priorities in these projects. Visegrad is a sub-region with its own characteristics in the perception of European integration. These characteristics consist in conservatism, pragmatism, agrarianism, an anti-migrant mood. In this, some neighboring countries are similar to the Visegrad Four – Austria, Slovenia, Croatia, Lithuania, Latvia. This circumstance suggests that in the future it will be possible to speak about the informal group “V4+”.

Nowadays, energy security is a growing concern in state foreignpolicy. Interdependency in the energy field is a very important dimensionof contemporary relations between states and transnational corporations.Energy security is becoming a key issue for the European Union (EU). TheUnion is one of the world’s fastest-growing energy markets and the biggestimporter of energy resources. For the foreseeable future, Europe’s energydependence will probably increase. Facing a shortage of energy, Europe isdependent on imports and the EU member states need to diversify their energysupplies. The Caspian region contains some of the largest undevelopedoil and gas reserves in the world. After the collapse of the Soviet Union, thenewly independent Caspian states became open to foreign investment. Thegrowing energy needs have given the EU a strong interest in developing tieswith energy-producing states in the Caspian region to build the necessarypipeline infrastructure. In this analysis, the pipeline infrastructure that exists orwill be built in the near future will be presented. The analysis will concentrateon routes transporting gas from the Caspian region and the most importantproblems and solutions in designing the midstream energy system in the region.The key aim of the article is to analyse the Southern Gas Corridor (SGC)infrastructure project, which will inevitably contribute to the EU’s energy securityinterest.

Recently, electric vehicles (EV) have gained much attention as a potential enabling technology to support CO2 emissions reduction targets. Relative to their internal combustion vehicle counterparts, EVs consume less energy per unit distance, and add the benefit of not emitting any carbon dioxide in operation and instead shift their emissions to the existing local fleet of power generation. However, the true success of EVs depends on their successful integration with the supporting infrastructure systems. Building upon the recently published methodology for the same purpose, this paper presents a “systems-of-systems” case study assessing the impacts of EVs on these three systems in the context of Abu Dhabi. For the physical transportation system, a microscopic discrete-time traffic operations simulator is used to predict the kinematic state of the EV fleet over the duration of one day. For the impact on the intelligent transportation system (ITS), the integration of EVs into Abu Dhabi is studied using a multi-domain matrix (MDM) of the Abu Dhabi Department of Transportation ITS. Finally, for the impact on the electric power system, the EV traffic flow patterns from the CMS are used to calculate the timing and magnitude of charging loads. The paper concludes with the need for an intelligent transportation-energy system (ITES) which would coordinate traffic and energy management functionality.
