Coal mining enterprise is a high-tech complex with a significant negative impact on water resources in the form of wastewater discharge. To improving the environmental safety of enterprises having a negative impact on the aquatic ecosystem, it is necessary to detail its features in order to increase the efficiency of environmental management. The article analyzes known approaches to the definition and features of formation of systems of assessing the negative impact on water resources. On the basis of synthesis of theoretical developments of domestic and foreign researchers` study and analysis the actual data of an industrial enterprise authors researched its negative impact on water resources to form a program of effective water protection measures. This researching has practical importance for large industrial enterprises that have a negative impact on water resources for effective environmental management decision-making.

Current processes of environmental law enforcement require the use of innovative approaches to the problem of environmental management. In this regard, an adequate choice of the environmental performance indicators of an enterprise and the technique for their analysis, aimed at developing efficient, environmentally friendly management decisions, is of great importance. The technique for calculating the environmental and eco-economic performance indicators of a coal mining enterprise, including using the weighted average hazard class of pollutants or production and consumption waste is discussed in the article. Various options for the application of this approach, which is of practical importance for reducing the labor intensity of management decision-making by industrial enterprises, are considered.

The coal mining enterprise is a high-tech complex, which at the same time exerts all kinds of negative impact on the environment (emissions of pollutants into the air, wastewater discharges, production and consumer waste disposal). To improve environmental safety, it is necessary to study the local environmental and economic system and its main elements in order to improve managerial efficiency. The known approaches to the definition and the features of local environmental and economic system functioning are analyzed in the article. The directions for improving the efficiency of local eco-economic “industrial enterprise-environment” system management were developed on the basis of the synthesis of the study of theoretical developments of domestic and foreign researchers and the analysis of factual data. The work done is of practical importance for large industrial enterprises that exerts a diversified negative impact on the environment for preparing to the efficient sustainable managerial decisionmaking.

The article is devoted to minimizing the negative impact of mining on the water resources of the mining regions. An assessment is made of leaching technologies with the involvement of non-conventional reserves for traditional methods of mining, reducing costs and lowering the level of environmental impact, including water resources. A reference is given on the use of leaching technologies for the development of natural and technogenic deposits in Russia. The mechanism of contamination of water resources with reagents and products of ore mining and processing is described. The typification of the processes of water migration of substances and components of underground leaching solutions is proposed. The zones of interaction between mineral deposits and water resources are differentiated. Fundamental differences of technology are formulated by the criterion of impact on water resources. An example of preventing the mixing of clean water and industrial effluents by creating a barrier in practice of a mining enterprise is given. It is concluded that the use of technologies with leaching of metals from ores at the place of their localization is promising

For the design and development of fully functional emergency management decision support systems for coal mining enterprises, the paper studies enterprise simulation frameworks of the mine emergency management system. Firstly, the function framework of HLA-based virtual simulation in coal mining enterprise is presented. By integrating HLA / RTI, etc, we integrate immersive interactive man-machine interface device as constructed structure of the virtual policy framework. And then, a coal mining enterprise virtual simulation process model is built. Finally, the virtual simulation architecture for the emergency management of coal mining enterprise is designed.

Despite the implementation of the national “Ecology” project, attempts to develop low-carbon energy and transport, the implementation of “garbage reform” and other measures aimed at reducing the negative impact of the economy on the environment, the eco-efficiency of production systems in Russia remains low. In this paper, we propose a new approach to solving the problems of comparative assessment of the effectiveness of regional environmental management systems (R-EMS), taking into account the structural heterogeneity of the regional economies. The developed approach includes the simultaneous solution of two DEA tasks, one of which is formulated to assess the eco-efficiency of the region’s economy, and the other to assess the efficiency of spending funds aimed at protecting the environment in the region. As a result of solving two problems, the researcher receives a large amount of information that can be used in developing strategies for regional development. In particular, the information obtained can be used to develop measures to stimulate the activities of regional authorities in the field of environmental management and increase their responsibility for the effectiveness of environmental protection measures. The proposed approach was tested on the example of solving the problem of comparative assessment of the effectiveness of the R-EMSs in Russia in the period 2015-2019. However, the method developed by us is not tied to specific territories and can be used to conduct similar studies in other countries and regions.

Abstract The positive impact of coal mining has been reported to increase the country's economy and community income. However, the negative impact is found to be reducing the physical and chemical parameters of air, noise, soil and spontaneous combustion quality, therefore, having the potential to decrease environmental quality. Environmental management is often carried out to improve the physical and chemical parameters of societal quality, in order to match the required standards, therefore, resulting in sustainable coal mining. The management has also created environmental costs, as an externality of coal mining activities. Based on the technical assessment conducted, the results showed that environmental management at Tarahan Port Unit of PT BUKIT ASAM Persero Tbk, has been implemented in accordance with the Environmental Management/Monitoring Plan (RKL/RPL) documents, as well as the prevailing Indonesian laws and regulations. The physical and chemical parameters were observed to have met the standards of environmental quality, for a sustainable community. However, the economical assessment showed a mismatch between planned and realized environmental management costs. The funds used in the second quarter increased by IDR. 121,183,548 or 102.02%, compared to the realization program in that of the first. This increase was due to the construction of a dust suppression system and an operational chimney for the 2X8 MW Steam Power Plant, via the use of Electrostatic Precipitators. This research recommended a detailed inventory of environmental cost plans and escalation, in order to anticipate risk factors. And also help in carrying out machine maintenances, which are known to produce emissions on a regular basis. Therefore the emission produced were observed to be decreased, with the funds for managing and monitoring the environment also reduced.

The volume of coal mining by underground method in the Russian Federation is about 100 million tons annually and has no tendency to decrease. At the same time, with the development of underground mining, there is a constant complication of mining and geological conditions and an increasing negative impact on the environment. Over the past three years, there have been significant changes in the area of state environmental oversight. Some of them are the introduction of a risk-based approach and the best available technologies into the Russian regulatory system. Now it is legislatively established that development, introduction and application of the best available technologies in a life cycle of the coal-mining enterprise can serve as the basis for lowering of a risk category of coal-mining object. In turn, this should encourage the subsoil user to promote and implement environmental policy at their enterprise. In article features of introduction of risk-oriented approach and the best available technologies and an estimation of prospects of introduction of such methods at the underground coal-mining enterprise are considered. As a result of the analysis the hierarchy of relations of modern legislation in the sphere of ecological supervision, coal-mining enterprise, its possibilities on development of the best available technologies and branches of decisions according to the riskoriented approach is presented.

In present-day conditions the main goal of social and economic development of any territory is the growth of living standards including improvement of ecological situation by carrying out nature protection measures. Increase of negative impact on environment and sometimes uncivilized use of natural potential of the region are the main reasons why society concerns the problems of environment preservation. Improvement of ecological situation is one of the most important factors of development of the region now, at the same time providing balance of interrelation between public needs and natural resources. As a result the question of the need to provide conditions for improvement of environment in a region, especially in a coal-mining region, in the course of its development, becomes more and more urgent. That’s why environmental monitoring should become one of the instruments of execution of such approach, which today, undoubtedly, means a lot in the solution of environmental problems, however is not always systematic and does not consider all features of a mining region. The need of careful studying and forecasting of an ecological state of the coal-mining region becomes logical and obvious.

Introduction. Coal industry is one of the main economy sectors of many countries. However, it poses a danger to the environment and human health. Since the Kemerovo region is a region with a developed industry, the problem of maintaining genetic homeostasis is highly relevant. Miners are exposed to various harmful factors that can act as genotoxicants and cause various DNA damage.The aim of the study was to explore the associations of polymorphic variants of DNA repair genes with chromosomal instability in coal mining workers.Materials and methods. Polymorphic variants of genes of enzymes of reparation DNA (XPD (rs13181), XPG (rs17655), XRCC2 (rs3218536), XRCC3 (rs861536), XRCC4 (rs2075685), XRCC4 (rs1805377)) and chromosomal aberrations in blood lymphocytes of 307 miners of coal mines in Kuzbass, 338 residents of the Kemerovo region who did not work in industrial enterprises were analyzed.Results. The frequency of chromosomal aberrations in the group of miners (4.01±0.14) was significantly higher than in the group of individuals who did not work in production (1.67±0.06, p<0.0000005). We found that allelic variants in genes XPD (rs13181), XRCC3 (rs861536), XRCC4 (rs2075685), are associated with the increased chromosomal damage in miners.Conclusions. Coal production has a negative impact on the genome of workers and can lead to the formation of cytogenetic disorders, which determines the need to develop measures for the comprehensive prevention of diseases caused by the accumulation of DNA damage. The results of the study will expand the existing understanding of the formation of the human genetic apparatus individual sensitivity to the effects of genotoxic factors, as well as formulate recommendations for coal mining workers in accordance with their genetic characteristics.Conflict of interests. Coal mining and processing is associated with environmental pollution at all stages. The impact is on all components of the biosphere. The analysis of the current state of minor rivers of the Kemerovo Region, flowing in areas of active mining operation, is presented in the article. The activities of coal mining enterprises, aimed at reducing the negative impact on water resources, are considered.
