This paper proposes the framework of the construction and management system of the Puyan Green Highway in Sanming, the technology of environmental protection and pollution prevention, the technology of resource conservation and recycling, the technology of green environmental protection and energy conservation and carbon reduction, the service improvement and smart construction technologies On this basis, the research and practice of green highway construction demonstration technology have been carried out, laying a practical foundation for the construction of green highways in Fujian Province.

Introduction. The overall situation in the field of waste management in Ukraine is extremely difficult, which is explained by the lack of preventive resource conservation and environmental protection policies, as well as the lack of financing of measures aimed at eliminating the negative consequences resulting from the increasing generation of waste. In particular, due to insufficient financing of landfill contents: there are violations of the schedules of their sanitary cleaning, which leads to the formation of spontaneous landfills in the territories of residential development, especially in rural areas; there are cases of chaotic accumulation of waste that is not compacted and not filled with soil; most landfills and the surrounding area have a terrible look. The general state of waste in Ukraine highlights the urgency and seriousness  of the problem of domestic and industrial waste management. Aim and tasks. The purpose of the article is to substantiate the role and disclosure of the peculiarities of the transport and logistics component of waste management strategies in the context of implementing resource-saving and environmental policy in Ukraine. Results. As a result of the research it is determined that the reform of the waste management system is necessary, which envisages solving of such key organizational, economic and managerial tasks in the context of realization of resource saving and environmental protection policy in Ukraine. The organizational and economic directions of waste management reform are: effective implementation of separate waste collection; construction of new landfills and waste treatment plants; information and institutional support for issues related to waste management; economically justified tariff formation ; stabilization of the finance industry through the introduction of a system of fines for violating legislation, in particular, on the separate collection of waste and the transfer of funds received to the development of the industry, investments provided by state guarantees on the return of capital invested by the investor. Conclusions. At present the reform of the waste management system is necessary by means of solving a series of interrelated organizational, economic and managerial tasks in the context of implementation of resource conservation and environmental protection policy in Ukraine. In particular, it is about the need for financial stabilization of the industry, the expediency of strengthening regulatory instruments and, at the same time, motivational instruments, etc. Based on the analysis of the relationship between these objectives and the objectives of environmental policy, in particular in the field of transport and logistics, as well as the content and constituents of waste management strategies in Ukraine, it was concluded that there is a need for an integrated approach to determine the role and place of transport-logistic component.

This paper studies the contents and methods of building energy conservation audit from the perspective of carbon emission, the purpose of which is to have a fair idea of the existing buildings' carbon emissions, get the hang of the similar buildings' carbon emission laws, transform existing buildings, supervise and guide the proposed building, and finally achieve the ultimate aims of energy-efficiency, carbon reduction and environmental protection in construction. In this paper, how to examine, analyse and evaluate the energy conservation of buildings is studied and explored, and a beneficial attempt is made on the specific audit method of carbon emissions.

China industry boilers have characteristics that huge total amount, wide distribution, high energy consumption and heavy pollution. Since the Chinese government revised the energy conservation law in 2007, boiler and other high energy consuming special equipment energy conservation supervision was more and more concerned, and in 2014 the Chinese government has enacted the new revision “atmospheric pollution prevention and control law” in which boiler emissions management requirement was increased. But because of boiler energy conservation and environmental protection work started late in China, relevant working basis is weak and the indicators for boiler efficiency, emissions are not perfect, to a certain extent, it restricted the progress of boiler energy conservation and environmental protection work in China. In this paper, we analysis on the effect of energy efficiency standards of industry boiler in China, and give a suggestion to promote China industry boilers to more energy saving.

In 15 American states, environmental protection agencies perform both pollution-control and natural resource conservation functions. In this study, I examine how this combination of functions affects the regulatory style embraced by these agencies. I find, through interviews with environmental agency workers and empirical analyses using enforcement data from 2010 to 2014, that the cooperation and flexibility with industry inherent to natural resource conservation efforts is a fundamental part of the regulatory process within these combined agencies. Great efforts are made to garner voluntary or negotiated compliance without the possible economic consequences of punitive actions. Enforcements are less frequent and less severe. The effect of this agency design choice is powerful, maintaining its effect even when controlling for political, ideological, and economical pressures. In a time where environmental protection agencies are increasingly interested in incorporating management-based regulation and voluntary compliance to supplement command and control regulation, it is more important than ever to understand the regulation that emerges from this combination.

Our country is in a low carbon economy development period, this paper described the whole evaporative air cooler is based on energy conservation and environmental protection thinking of development, this paper described the development history of air cooler in energy conservation and environmental protection, the main body of the thinking of equipment design and each index assessment, in a large number of experimental data are put forward on the basis of the concept of "full evaporation", according to the requirements of the indicators and process requirements of equipment parts for detailed design of equipment, automatic control design, form the mechanical and electrical integration, energy conservation and environmental protection, automatic control, full evaporative air cooler and heat exchange equipment.
