In the life of every major metropolis, there comes a time when it is impossible to reach new levels of development without the use of innovative technologies. They are necessary to optimize ongoing processes in the urban environment and ensure energy-sustainable urban development. The purpose of the study was to develop a model of an exploitation program designed to monitor and ensure the safe and energy efficient exploitation of buildings and assess the quality of work of managing organizations. The relevance of the study is justified, on the one hand, by the lack of a unified system of planning and quality control of building management, and, on the other hand, by the need to use information technologies as part of the Digital Economy of the Russian Federation program for successful planning of a sustainable urban environment. The object of research was the process of technical operation of buildings. The subject of the study was the study of the principles of the formation of building maintenance programs based on information technologies taking into account energy efficiency requirements. One of the significant results of the study is the developed algorithm for the formation of a building maintenance program for deciding on corrective maintenance measures. Criteria are proposed for assessing the quality of managing the safety and comfort of a building, which can be taken into account when developing voluntary national standards in the field of "green" construction.

The analysis of domestic and foreign sources on the methodology of construction and use of integral indices of quality of the urban environment and sustainable urban development was carried out. It is shown that these indices can be represented as urban-ecological in a broad sense. A method developed by the authors for the formation of a dynamic quality index of the urban environment, which allows the dynamics of the index and its components to evaluate both the quality of the urban environment and the direction of its change, is presented. Using the example of Kirov, the environmental characteristics of the urban environment, taken into account when calculating the index, and the problems of their measurement and presentation are described in detail. The prospects of the developed methodology for solving problems of urban ecological development are shown.

Este estudo tem como objetivo analisar as características da produção científica relacionadas às temáticas desenvolvimento urbano sustentável (sustainable urban development) e qualidade de vida (quality of life), por meio da base de dados Web of Science (WoS), no período de 2008 a 2017. Para isso, o estudo possui uma abordagem quantitativa e qualitativa, onde a etapa quantitativa buscou identificar algumas variáveis acerca da produção científica sobre Desenvolvimento Urbano Sustentável e Qualidade de Vida e a etapa qualitativa buscou analisar os conteúdos presentes nos dez artigos mais citados, de acordo com o relatório de citações da Web of Science. A partir da pesquisa realizada, pode-se constatar que os estudos sobre desenvolvimento urbano sustentável e qualidade de vida são emergentes e estão em constante evolução. Além disso, foi possível verificar que as temáticas pesquisadas consistem em assuntos multidisciplinares. Por fim, ao analisar os dez artigos mais citados, concluiu-se que as suas contribuições s;ão de grande relevância para os estudos futuros em rela;ão ao desenvolvimento sustentável das cidades, bem como a qualidade de vida dos cidadãos.

In the cause of world‐wide integration and on constant increase of the number of inhabitants in the cities that extend their territories, the urban development problems become a relevant issue. Sustainable urban development covers a number of activity fields ‐ sustainable planning of land handling, city renovation, sustainable buildings, rational power consumption, sustainable transport, distribution of pollution and shape of a city. The development of all the mentioned processes could be simplified by using information technologies that simplify and facilitate the work performed by specialists; improve its quality and results. Aims and principles of sustainable urban development, also the possibilities of usage of Internet medium - calculators, software, and decision support system ‐ are defined in the presented article.

In the sensitive socio-economic context generated by the COVID-19 pandemic, teleworking was, in many fields, a way to continue the activity while complying to the measures imposed by law in order to fight the spread of the new Coronavirus. On the one hand, teleworking offers flexibility in setting the work schedule, eliminates travelling time to and from the worksite and allows to attract competent employees from all over the world, by means of digitalisation. On the other hand, working from home is a challenge. The time required to transfer the activity in the virtual space, and the additional training necessary for the use of innovative information technologies can reduce efficiency and affect the work-life balance. This paper focuses on the audit profession, which had to rethink remote auditing so as to comply with the restrictive measures, but at the same time to avoid affecting the quality of audit missions. The questionnaire distributed among professional practitioners, members of the CFAR, helped us identify the perception of Romanian financial auditors on the variables influencing the efficiency of the audit work carried out in the “new normal” and the extent to which teleworking could become a practice in future financial audit missions.

The article considers the issues of social infrastructure planning. The purpose of the study is to draw up the list of social infrastructure facilities that provide favorable and secure conditions of living, differentiation of placement of these facilities in the territory and interpretation of priorities in planning sustainable development of the city. The authors have analyzed the researches of global cities development problems, the characteristics of life quality of population and the characteristics of the most demanded facilities of social infrastructure. On the base of a general methodological approach, random decomposition and induction methods, taxonomic analysis and expert evaluation, the authors constructed models for planning the placement of social infrastructure facilities. Comparative analysis of the models allowed describing three levels of social facilities placement that provide favorable living conditions and life quality for population. The authors have systemized the indicators of social infrastructure that is significant for the sustainable urban development, largely ensuring the good quality of the urban environment, secure and favorable living conditions. The results of the research can be used as a methodological basis for studying problems of sustainable development of global cities, good quality of urban environment. The authorities can use the results of the research to develop standards for urban planning.

The article deals with the priorities and dynamics of the Canada urban development and describes the sustainable cities evolution. The purpose of the work is to compare the main achievements in the implementation of sustainable cities in Canada and to outline the problems and prospects of the formation of smart cities. To date smart cities is also an innovative system, where technologies are used to improve the relationship between citizens and their governments and provide social innovation and improve quality of life. A sustainable and smart cities is a place where citizens work with local authorities to improve service delivery, develop community initiatives and create solutions to improve quality of life. In this context, it is important to analyze the current policy of sustainable urban development in Canada in order to identify problem points and formulate recommendations for further de-velopment.

In order to create an environment favorable for human development and preservation of the natural environment of the city by means of architecture and urban planning, the need for theoretical justifi cation of urban planning and urban development practices, taking into account the new requirements for the mechanisms of formation of the urban environment. Based on the fundamental principles of the concept of biosphere compatibility, an algorithm for assessing urban development was developed, criteria and indicators for assessing the quality of the urban environment were determined. Using the developed algorithm, the analysis of the feasibility of the principles of biosphere compatibility in urban development of the city of Orel. It is concluded that it is necessary to create an innovative system of employment and strategic planning for the development of urban areas on the principles of biosphere compatibility.

The paper provides a comprehensive analysis of urban development trends in the Latgale region, observed at the beginning of the 21st century and to a large extent also outlines the direction of future development. The paper is based on the evaluation of spatial development planning documents,the analysis of the available statistical data and the review of the urban development projects subject to implementation, supplemented by some results of field studies on the urban environment quality. Though the urban environment and partly also the landscape quality has been improved during the last period, as well as in many areas with support of the EU programmes major urban environment development projects are being implemented, however the economic growth is stalling, depopulation processes are not contained, and the regional urban development index is expressly negative. In the course of the administrative and territorial reform the status of the majority of towns and cities of the Latgale region has significantly changed, and sustainable urban development in the region is still under real threat.

<p><em>Professional needs of teachers in the Elementary School is a very </em><em>huge</em><em> necessity, moreover government assigned National Standards of Education and teacher certification. However, the various efforts made by the government has been not significant results yet although the government's efforts can’t be considered pity. The one reason is because it still seems unclear concept of professional teachers in Elementary School. From the results of this literature study, it was found that the required professional teachers especially in Elementary School must have a capacity of four, namely intellectual and research, spiritual, moral and ethic capacity, and last is emotional capacity.</em></p><p><em> </em></p><p><strong><em>Keywords</em></strong><em>: quality of education, certification, capacity, professional teachers.</em><em></em></p>
