The development of information and communication technologies, socio-economic systems subjects specialization, high risk of innovation, large costs of all stages for one subject, determine the need to combine the efforts of individual socio-economic subjects of the regions in the framework of cooperation and joint implementation of innovative projects. Accounting the current level of innovative development and technological support to the production regions, we can conclude about the need to develop their own technological base, scientific and industrial ties between the separate entities in the region, and between regions, as well as the efforts to strengthen the international ties in order to exploit advanced international developments and practices. The existing personnel, material, technical and information reserve of the Russian regions can be realized through closer cooperation of industrial enterprises and research organizations of the region by forming stable links for interaction and exchange of experience and knowledge between research and industrial enterprises, which will serve as a basis for catalyzing the development of innovative processes in the region and thereby strengthening their competitiveness. The article describes the proposed method for managing the implementation of open innovation ideas and proposals within regional scientific and industrial complexes, based on a differentiated approach to innovation management, depending on the degree of their completion.

This scientific work analyzes the current state and problems of implementing the concept of sustainable development in industrial regions, in particular, in Poland and Ukraine. Emphasis is placed on slowing down the implementation of the main provisions of this doctrine, in particular, the violation of environmental requirements and non-compliance with ecological standards by industrial enterprises. The aim of the article is to find effective innovative tools for intensifying the process of implementing the strategy of sustainable development in industrial regions. The paper uses theoretical methods—analysis and synthesis, formalization, hypothetical-deductive modeling, mental modeling, systematization and generalization—as well as empirical: observation, description and comparison. The main result of the work is the substantiation of the scientific idea that the implementation of a sustainable development strategy in industrial regions is possible by intensifying the process of ecological marketing through the use of new information and communication technologies (ICT) and their innovative tools—methodologies, digital systems, the Internet, cloud technologies, and systems of product design, manufacture and sale—due to accelerated communication links. The authors’ approach to the development of the mechanism of creation and functioning of the single information space (field) of the ecological marketing of the industrial region is offered in this work, and also, the classification of modern ICT and their tools, which it is expedient to use in this mechanism, is carried out. Their purpose and the expected results from the introduction of ecological products for market research, the development of ecological technologies for the life cycles of ecological products and, thus, the impact on the acceleration of sustainable development in industrial regions are determined.


This chapter presents some of the most relevant aspects of the economics of innovation, as well as those of the technology and innovation management field, which are of crucial relevance to the role of innovation management in solving the complex relations subjacent to the “R&D-innovation-growth-nexus.” Its main purpose is to place the task of innovation management into a central role in the management of the enterprise, especially the management of the digital (or digitalized) enterprise. Moreover, as the management of innovation, either of a product (good or service) or a process (technological, organizational, or marketing) is rapidly becoming a business imperative, it is important to understand how Information and Communication Technologies (ICTs) are transforming the enterprise's innovation or are being transformed by innovation. The chapter ends with a brief treatment of some aspects of the innovation management in practice.

Currently, fighting against plagiarism is one of the most actual problems in the scientific community and society. The fast development of information and communication technologies, the openness and accessibility of scientific information in the Internet, create a favorable environment for plagiarism. Every author may encounter such situations unintentionally or for some other reason. The article highlightes conception of creating the national anti-plagiarism service in Azerbaijan. It provides brief information about plagiarism and its types. Information about characteristics of anti-antiplagiarism systems is also provided. In the example of Azerbaijan, the stages of rendering national anti-plagiarism service are listed. The proposed national anti-plagiarism service can be used by teachers, students and researchers of all universities and research organizations. Thus, with the submitted reference for each scientific work, it is possible to decide whether it is original or not.

The philosophy of independent living implies the possibilities of leading a life independent of third parties for people with disabilities. Digitalization of the most important spheres of activity: education, employment and employment, health care, public administration is considered, among other things, as the most important tool for solving this problem. But, as empirical studies show, the secondary analysis of the results of which is carried out in this article, at the moment, digitalization creates additional social barriers, increasing segregation and exacerbating the inequality of this social community. The availability of modern information and communication technologies and the ability to use them are influenced by both independent factors common for the population (age, education, income, type of settlement), and specific ones inherent only in this social community (nosology and severity of a functional defect). Inattention within the framework of digitalization programs to the fact that disability has an individual trajectory and for the full use of modern information and communication technologies, people with disabilities need assistive technologies, the costs for them, the compatibility of auxiliary software with the design of websites is one of the main reasons for the emergence of digital inequality in this category of the population.To minimize digital barriers, depending on the individual needs of disabled people, it is proposed:1) to expand the functions, competencies and technical capabilities of social workers and / or organize technological support of life activities by volunteers;2) to develop programs of additional information education;3) to calculate the costs of assistive technologies for individual nosologies to provide targeted social assistance;4) to encourage and subsidize the development of assistive technologies within the framework of state financial assistance to high-tech developments;5) to take into account the special needs of people with disabilities in digitalization programs.

The current changes in the economy made up by the transition to the sixth technological order and the development of the “Fourth industrial revolution” concept, are impossible without the innovative technologies development and implementation. In these circumstances it becomes highly important for the industrial enterprises to implement innovative solutions via the use of modern information and communication technologies. This article reveals the problems of the Russian Federation industrial enterprises innovation implementation in the course of transition to the digital economy. The analysis of the innovation activity indicators and the assessment of the software and information and communication technologies use by the Russian Federation industrial production organizations in 2017-2019 were made according to the Federal State Statistics Service data. From the research results the author identifies positive and negative trends in the innovative industrial development in Russia, and identifies the threats to the industrial production innovative solutions implementation and possible ways to minimize them. For this research the author used such methods as: comparative and logical analysis, system approach, graph and table scientific research methods.


The revolution in Information and Communication Technologies (ICTs) has vast implications for the developing world; yet this revolution is associated with several issues. One of the main issues is the gender digital divide that has been widely growing in these economies. The absence of clear knowledge about the ways gender inequality and ICTs are impacting each other remain a main issue of ICTs and women. This chapter examines some issues and challenges related to women and ICTs in developing economies. The chapter discusses some potential uses of ICTs for women empowerment. Finally, real case studies of the use of ICTs for women empowerment in developing countries are introduced to show that local development projects can benefit from technological support.

Functions are one of the most important topics of algebra in which the success rate of students is quite low and many misconceptions are commonly encountered. Studies argue that by means of technological support, mathematics teaching in general and functions in particular will be facilitated. On the other hand, the rapid development in technology and digital natives necessitate the integration of technology into the field of education. The aim of this study is to present sample activities with regard to the integration of information and communication technologies into the teaching and learning process of functions by using readily available e-contents; Autograph, one of the softwares used for mathematics teaching; and other basic tools.
