The paper analyzes the ways of commercialization of agricultural land in the Krasnodar Krai. The same mechanism of supply and demand operates in the land market as in all other markets. The main factors of stabilization and growth of demand are considered. The dynamics of changes in the average indicators of agricultural land lease is presented. Proposals have been made for the enforcement of the rights of municipalities to register huge areas of ownerless, uncultivated agricultural land in shared ownership under municipal ownership in order to involve them in civil commerce, to increase local budget revenues from the use of these lands.

The article presents the most important factors influencing both the supply and demand of agricultural land in such countries of Central and Eastern Europe as: Poland, the Czech Republic, Slovakia, Hungary, Bulgaria, Romania, Lithuania, Latvia and Estonia. The study also analyzed the changes in the sales prices of agricultural land in the analyzed countries for the years 2005-2015. Both the periods of growth of these prices and their decrease were indicated, as well as the main factors that influenced these phenomena. It was found that the properly functioning agricultural land market did not develop in the countries surveyed.

As long as the land market in Slovakia is not completely developed and land market prices introduced, the officially assigned land prices are practically in use. At the present time, land prices should express the supply prices, which cover the income effect of the land site under the socially necessary costs. In this situation, for the temporary period, centrally assigned fixed land prices could represent the effective supply and demand prices in case they correspond to the mentioned conditions. At present, the official prices are used for fiscal purposes and the land property rights.

Purpose. The aim of the article is the characteristics of modern theoretical and practical aspects of the functioning of the agricultural land market in Ukraine in the second half of 2021. Methodology of research. The following methods were used in the study: statistical analysis and comparison – in studying the problematic aspects of the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine on the Conditions of Circulation of Agricultural Land”, the dynamics of gross domestic product and public and state-guaranteed debt as the main factors the dynamics of the potential value of land; logical assessment – in substantiating the proposals to restore the moratorium on the sale of agricultural land and repeal the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine on the Conditions of Circulation of Agricultural Land”; generalization – in the process of formulating conclusions based on the results of the analysis. Findings. It is established that during the second half of 2019 – the first half of 2021 there was a continuous decline in gross domestic product of Ukraine and a sharp increase in public debt, which negatively affects the potential value of Ukrainian agricultural land. The necessity of prolonging the moratorium on land sales is substantiated. The principles for the development of a new Law of Ukraine “On the market of agricultural land”, which would take into account the interests of all land users. Originality. Recommendations on the need to renew the moratorium on land sales, repeal the current Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine on the Conditions of Circulation of Agricultural Land” and develop a new, state- and national-oriented Law of Ukraine “On Agricultural Land Market” are formed. Practical value. The practical implementation of the proposed measures will create favourable conditions for the development of the national land market, which will allow to solve state problems in the land and investment spheres, as well as to stimulate the development of the national economy. The report analyses the impact of the main factors influencing the market price of land in Bulgaria for the period 2000-2018. As a result of the analysis, it is summarized that the change in the price of land is mainly associated with the change in the land rent paid in the country. The price of agricultural land in the country is significantly lower than in a number of European countries, but this is not the case for the land rent paid, which is close to the European average.

The study is aimed at the analysis of the situation in the agricultural land market in Poland, including the identification and description of factors affecting the turnover and rules governing trade in agricultural land and the influence of the Agricultural Property Agency on the supply and demand relationships in trade in agricultural land. The article is devoted to the institutional basis of land relations regulation in the context of authority decentralization. The purpose of the article is development and substantiation of the institutional component of theoretical-methodological and scientific-practical bases of land relations regulation in the conditions of authority decentralization. The object of research was the legal processes of land relations regulation in the conditions of land market opening and increasing the role of territorial communities in land resources management. The importance of the regulatory base development for ensuring the functioning of the agricultural land market, which allows owners to alienate land shares (units) through electronic auctions, has been substantiated. The basic requirements for participants in land auctions for the land sale in the electronic trading system of state property in real time and the Internet have been considered in the article. The area and prices of sold land plots in distribution of agricultural land 12 July 2021 have been analyzed. The features of creation the complex plans of territory development of the united territorial community have been studied. The influence of the State Agrarian Register on the state aid receiving to agricultural producers has been considered. It has substantiated that one of the main tasks for today is to develop the mechanism for regulating the behavior of landowners, land users, government agencies, stakeholders and local governments; relations with the state and society on the involvement of land in a particular type of economic activity; acquisition of their status, capacity and profitability according to legal, economic and environmental norms on the basis of supply and demand in the land market. Thus, today completion of the administrative-territorial reform, the end result of which was the consolidation of administrative-territorial units at the initial levels of the hierarchical structure of the territorial division of the country, there was a transfer of authority to manage land resources to territorial communities. One of the key areas to regulation of land relations should be: an adoption of a number of new bills, which regulate the main issues of land relations in the context of authority decentralization; as well as further creation of the Agricultural Credit Guarantee Fund and development of the procedure for ensuring the right of employees of state agricultural enterprises, institutions, organizations to receive a land share (units).
