This paper uses China’s 2010-2018 city-level panel data and the annual average PM2.5 concentration data processed by ArcGIS software and uses the LASSO regression model to empirically analyze the impact of local officials’ characteristics environmental governance performance. The results show that younger officials, municipal party committee secretaries who graduated from ordinary colleges and universities, municipal party committee secretaries who have been vacated, and general mayors are more conducive to environmental governance; those who have worked in state-owned enterprises, are older, have studied The secretary of the municipal party committee and a mayor who is promoted from the grassroots in economics and management, the secretary of the municipal party committee with a bachelor’s degree, the mayor who has a graduate degree, the mayor who has committed corruption and discipline, and the mayors who graduated from the party school are not conducive to the jurisdiction Environmental governance. The research results of this article help to understand the role of individual differences in local officials in environmental governance, and can also provide reference suggestions for cadres and personnel reform.

There is currently an increasing interest for sustainable innovation in our society. The European agendas highlight the role of higher education institutions in the formation and development of innovation competences among students. Our study aimed to contribute to the analysis of the level of achievement of students’ innovation competences by considering two sustainable development goals (SDG) of the 2030 United Nations’ Agenda: Gender Equality (SDG 5) and Quality Education (SDG 4). This article tries to answer how business students perceive their own innovation competences and which innovative competences are best achieved by students, as well as if there are differences in the achievement of these competences depending on the students’ gender. Our results, from a sample of 360 students in the Business Administration and Management Bachelor’s Degree at the Universitat Oberta de Catalunya, confirm the extensive development of innovation competences. Moreover, female students present a high level of preparation for innovation-oriented action. These findings have educational implications for potentiating the innovation competences and environments where females can attain innovation skills.

AbstractThis article examines the role of environmental non-governmental organizations (ENGOs) in Russia and the impact of tightening governmental accountability measures. Drawing on 18 interviews conducted in 2012–13 with Russian and international ENGOs, the article examines three key governance issues, namely: the collaborative relationship between the state and ENGOs, the impact of accountability measures on ENGO activities, and the relationships between ENGOs themselves. The findings reveal that ENGOs maintain a legitimate and effective role within Russian environmental governance. However, their legitimacy and success is significantly limited and threatened by increasing accountability measures and state actions. The article accordingly identifies a number of recommendations for increasing the likelihood of successful ENGO action in Russian environmental governance, including improving ENGO collaboration with the state and resolving tensions between participation and accountability.

Abstract This article discusses the role of international law in environmental governance in the Arctic. It does so from the perspective of bird conservation. Challenges in the latter field are introduced, including the impact of climate change on Arctic bird habitats and the incidental mortality of seabirds in Arctic fisheries. The ability of the current international legal framework in the Arctic to meet these challenges is scrutinised, and future scenarios for its enhancement are explored, including the conclusion of (a) new legally binding agreement(s). Five species receive particular attention as part of this exercise: gyrfalcon (Falco rusticolus), ivory gull (Pagophila eburnea), spoon-billed sandpiper (Eurynorhynchus pygmeus), Kittlitz’s murrelet (Brachyramphus brevirostris) and Brünnich’s guillemot (Uria lomvia). Special attention is also devoted to the issue of seabird bycatch.

STEM transformation has been a longstanding goal for higher education institutions who not only wish to maintain global economic competitiveness but most recently have also aimed efforts at achieving STEM equity. While researchers have typically looked to students’ and faculty’s experiences for answers, STEM program directors possess great insight from working closely with students in both faculty and administrative roles. This study explores the views of 45 STEM program directors at 10 institutions across the U.S. that had high STEM bachelor’s degree-completion rates relative to similarly resourced institutions. We document the lessons and strategies that STEM program directors have used to broaden institutional impact, including demonstrating their program’s efficacy through assessments and evaluations, coordinating, and streamlining efforts to ensure program efficiency and longevity, incentivizing support for labor, and consolidating support from institutional leaders. We also disentangle the roles STEM program directors play as grassroots leaders or institutional agents, distinguishing them by their authority and decision-making power and by whether they work to transform the institution to better serve students or to transform students’ behaviors to adapt to the institution. Our findings provide avenues to leverage STEM program directors’ efforts in order to move toward STEM education transformation in higher education.

The difficulty of balance between environment and energy consumption makes countries and enterprises face a dilemma, and improving energy efficiency has become one of the ways to solve this dilemma. Based on the data of 158 countries from 1980 to 2018, the dynamic TFP of different countries is calculated by means of the Super-SBM-GML model. The TFP is decomposed into indexes of EC (Technical Efficiency Change), TC (Technological Change) and EC has been extended to PEC (Pure Efficiency Change) and SEC (Scale Efficiency Change). Then the fixed effect model and the fixed effect panel quantile model are used to analyze the moderating effect and the exogenous effect of energy efficiency on PM2.5 concentration on the basis of verifying that energy efficiency can reduce PM2.5 concentration. We conclude, first, the global energy efficiency has been continuously improved during the sample period, and both technological progress and technical efficiency have been improved. Second, the impact of energy efficiency on PM2.5 is heterogeneous which is reflected in the various elements of energy efficiency decomposition. The increase in energy efficiency can inhibit PM2.5 concentration and the inhibition effect mainly comes from TC and PEC, but SEC promotes PM2.5 emission. Third, energy investment plays a moderating role in the environmental protection effect of energy efficiency. Fourth, the impact of energy efficiency on PM2.5 concentration is heterogeneous in terms of national attribute, which is embodied in the differences of national development, science and technology development level, new energy utilization ratio, and the role of international energy trade.

In chapter 5, Sustainable Communication, the role of PR firms as international knowledge brokers is given its due. The chapter demonstrates the impact of a network of American public relations firms in spreading “green” PR across European and Mexican borders during a critical historical period. With the consolidation of the European Union and NAFTA on the horizon, corporate clients in a range of industries (from tobacco to chemicals to oil, coal, and gas) adopted promotional methods that advertised their commitment to environmentalism in an effort to sidestep sweeping regulations. By diffusing its core principles of sustainable communication over sustainable environmental behavior, PR networks helped to define environmental communication as a field in its own right, acting as a key cultural producer in the realm of international environmental governance.

Industrial parks are one of the main sources of air pollution; the ability to forecast PM2.5, the main pollutant in the industrial park, is of great significance to the health of the workers in the industrial park and environmental governance, which can improve the decision-making ability of environmental management. Most of the existing PM2.5 concentration forecast methods lack the ability to model the dynamic temporal and spatial correlations of PM2.5 concentration. In an industrial park environment, in order to improve the accuracy of PM2.5 concentration forecast, based on deep learning technology, this paper proposes a spatiotemporal graph convolutional network based on the attention mechanism (STAM-STGCN) to solve the PM2.5 concentration forecast problem. When constructing the adjacency matrix, we not only use the Euclidean distance between sites but also consider the impact of wind fields and the impact of pollution sources near the nodes. In the process of model construction, we first use the spatiotemporal attention mechanism to capture the dynamic spatiotemporal correlations in PM2.5 data. In the spatiotemporal convolution module, we use graph convolutional neural networks to capture spatial features and standard convolution to describe temporal features. Finally, the output module adjusts the output shape of the data to produce the final forecast result. In this paper, the mean absolute error (MAE), root mean squared error (RMSE), and mean absolute percentage error (MAPE) are used as the performance evaluation metrics of the model, and the Dongmingnan Industrial Park atmospheric dataset is used to verify the effectiveness of the proposed algorithm. The experimental results show that our STAM-STGCN model can more fully capture the spatial-temporal characteristics of PM2.5 concentration data; compared with the most advanced model in the comparison model, the RMSE can be improved about 24.2%, the MAE is improved about 35.8%, and the MAPE is improved about 34.6%.

Abstract Established in 2010, it has been more than a decade since the establishment of the National Green Tribunal in India and in this context, the effectiveness of the National Green Tribunal as an institution comes to the forefront specifically from the lens of access to justice. To fill in the gap that is existing in the environmental area in the social and economic dimension role of an effective institution created for environment protection is a matter of utmost relevance. The judicial mechanism as a means of access to justice in environmental matters as one of the pillars of environmental governance is seen as means for achieving environmental justice and bringing in environmental democracy. National Green Tribunal is a quasi-judicial body dealing specifically with environment-related civil litigations, which brings about the plurality of justice with its multidisciplinary approach. This paper through the analysis of judgments of the year 2019 of the specific months where the tribunal has done significant intervention, through analysis looks into the impact the judgments have concerning environmental protection and innovations brought and jurisprudence created through its judgments and impact on the access to environmental justice.

In the context of the “new normal” of China’s economic development, it is urgent to solve the contradiction between fishery development and environmental protection. To promote the construction of a modern fishery power, we must return to ecological priority. Based on this, the research used relevant data samples from various provinces during 2004–2017. The level of fishery economic development is measured using fishery added value and total fishery output value; the industrial pollution control investment and environmental pollution control investment represent the intensity of environmental control; the relationship between environmental governance and fishery economic development is explored, and the intermediary role of technological innovation is further analyzed. Empirical results show that environmental governance has a significant positive impact on fishery economic development, and this influence shows both spatial and temporal heterogeneity, regionally showing the distribution characteristic of “in the eastern region > in the central region > in the western region”, and the time series show the “strengthened influence − weakened influence” i.e., “inverted U” variations. In addition, technological innovation plays a certain intermediary role in the impact of environmental governance on fishery economic development. The research provides a theoretical basis for breaking through the bottleneck of fishery development and realizing high-quality and sustainable development.

The literature has not yet well documented the relative elements of the adoption of healthy lifestyle habits (HLHs) over the long term. More especially, researchers are calling to complete the corpus with qualitative or mixed estimates that would allow them to better explain the conditions necessary for the adoption or maintenance of HLHs over the long term. The present study seeks to understand the winning conditions for the adoption and maintenance of HLHs. Semi-structured group interviews were conducted with three groups of university students (two in Bachelor’s degree in physical education (PE) and one in Master’s degree in physical activity science), all in favor with HLHs. The results identify some dominant winning conditions in the adoption and maintenance of HLHs, such as the role of the family environment, the role of diversity and choice in physical activities during youth, the physical and social environment, autonomy and also mental health, which is closely linked with physical health. Results were modelled in the form of an ideal pathway, which traces the impact of winning conditions from childhood to adulthood. The originality of this study stands out, among other things, because of its innovative methodology; therefore, this study opens the door to future qualitative research in the field. Investigating pathways, considering the different phases of development of children and adolescents to identify factors of change and maintenance of HLHs now seems to be an interesting and necessary avenue for research in the field.
