Charitable donations are an effective way for heavy-pollution industries to reduce their environmental reputation risk. In China, the communist party committees within corporations play a key role in decisions regarding charitable donations. However, relatively little is known about the relationship between the governance of corporate party committees and charitable donations. Using data from Chinese listed firms in heavy-pollution industries from 2013 to 2018, we found that corporate party committee governance enhanced the willingness of firms to donate and to increase the amount of their donations significantly. The effect on intention of charitable donations was pronounced for non-state-owned enterprises (NSOEs), whereas the effect on the amount of donations was pronounced for state-owned enterprises (SOEs). Party committee governance increased the amount of charitable donations in regions with a higher level of marketization, but it reduced the amount of charitable donations in firms/industries with a high degree of monopoly. Our findings provide insight for the decisive role of party committees in corporate charitable donations in heavy-pollution industries.

Abstract The subject of this article is the collectivization of agriculture in Soviet Udmurtia at the turn of the 1930s. Situated in the Urals, Udmurtia was an autonomous region, largely agricultural, and with a developing industrial center, Izhevsk, as capital. The titular nationality of the region, the Udmurts, represented slightly more than 50% of the total inhabitants, while the rest was made up by Russians and other national minorities. Udmurts were mostly peasants and concentrated in the countryside, whereas city-dwellers and factory workers were mostly Russians. Due to these and other circumstances, collectivization in Udmurtia was carried out in a very specific way. The campaign began here in 1928, one year before than in the rest of the Union, and had possibly the highest pace in the country, with 76% of collectivized farms by 1933. The years 1928–1931 were the highest point of the campaign, when the most opposition and the most violence took place. The local Party Committee put before itself the special task to carry out a revolutionary collectivization campaign in the Udmurt countryside, which should have been a definitive solution to its “national” backwardness and to all its problems, from illiteracy to trachoma, from syphilis to the strip system (that is, each family worked on small “strips” of land far from each other). The Party Committee failed to exert much support from the peasant Udmurt masses, which stayed at best inert to collectivization propaganda, or opposed it openly. However, the back of the Udmurt peasantry was finally broken, and Udmurtia was totally collectivized by the end of the 1930s.

This paper uses China’s 2010-2018 city-level panel data and the annual average PM2.5 concentration data processed by ArcGIS software and uses the LASSO regression model to empirically analyze the impact of local officials’ characteristics environmental governance performance. The results show that younger officials, municipal party committee secretaries who graduated from ordinary colleges and universities, municipal party committee secretaries who have been vacated, and general mayors are more conducive to environmental governance; those who have worked in state-owned enterprises, are older, have studied The secretary of the municipal party committee and a mayor who is promoted from the grassroots in economics and management, the secretary of the municipal party committee with a bachelor’s degree, the mayor who has a graduate degree, the mayor who has committed corruption and discipline, and the mayors who graduated from the party school are not conducive to the jurisdiction Environmental governance. The research results of this article help to understand the role of individual differences in local officials in environmental governance, and can also provide reference suggestions for cadres and personnel reform.

Introduction. Peculiarities of the ‘Cultural Revolution’ in China’s national regions remain a poorly studied issue in modern Oriental studies. In this regard, Hulunbuir league of the Inner Mongolia Autonomous Region had been a strategically important and geopolitically significant region of the country. This territory bordered on the Mongolian People’s Republic and the USSR, therefore the central government of China considered its population potentially dangerous and marginal. The People’s Revolutionary Party of Inner Mongolia had two party factions in Hulunbuir league: the ‘unification’ faction, and the ‘justice’ one. The Maoists viewed the ‘Mongol Unification’ faction of the People’s Revolutionary Party of Inner Mongolia as a particularly dangerous, separatist trend. Goals. The paper aims to examine the political events and facts that took place in Hulunbuir league in 1965–1968. Objectives. Chronologically, the first objective is to examine the ideological and political campaigns —struggle against the ‘Four Olds’, and the ‘Four Purges’ — as a prehistory to the ‘Cultural Revolution’. The second objective is to analyze the cardinal changes that took place in the leadership of the party committee and local authorities in 1966–1968. The third problem studied deals with repressive activities of the Red Guards and Zaofan in Hulunbuir league, their division into two fighting camps. The fourth objective is to examine the creation of the aimag revolutionary committee and its activities in 1968. Materials. The work analyzes three collections of official documents published in the PRC. The information thereof is supplemented with materials from works by Russian and foreign authors. The article provides a comparative analysis of events and facts, translates some terms from Mongolian and Chinese. Results. The introducing part the paper examines a prehistory of the ‘Cultural Revolution’, the ideological and political campaigns. Its main part studies the events of the ‘Cultural Revolution’ in the region. In July of 1966, a special working group arrived in Hailar on behalf of the CPC Northern Bureau. Members of this group were cadre Party workers from Hubei and Shanxi provinces. In September of 1966, Party Committee Secretary of Hulunbuir league Qi Junshan and Deputy Secretary Zhargal were dismissed from their posts. Red Guards appeared in Hulunbuir in August of 1966 and began organizing ‘struggle meetings’. They actively recruited local Mongolian youth. In 1967, the Red Guards in Hulunbuir split into two opposing factions. They were confronting each other and for a while forgot about ‘class enemies’. Activities of the Red Guards were out of control of the regional authorities, and the situation needed stabilization. In March of 1967, the State Council and the Central Military Commission of the People’s Republic of China decided to create a military council in Hulunbuir league, also referred to as ‘the first line to contain the Revolution and stimulate production’. On December 20, 1967, a revolutionary committee was formed in Hailar. In March of 1968, Shangmin, a loyal follower of Mao Zedong, became the leader of the revolutionary committee. Making false accusations, he intensified repressions against members of the ‘Mongol Unification’ faction. Conclusions. Political events in Hulunbuir league in 1965–1968 were directly related to the situation in the whole autonomous region and country. Repressions against members of the ‘Mongol Unification’ faction were a distinctive feature of the repressive policy in the region. Still, the appointments of cadre Party workers from central provinces are a poorly understood issue. So, the ‘Cultural Revolution’ in this territory of Inner Mongolia obviously has local features that require further scientific research.

The article discusses the main trends in the rotation of the executive (the first) secretaries of the Kalmyk regional party committee in 1921–1943. The study is based on the documents from the fund of the Kalmyk regional committee of the USSR Communist Party kept at the National Archive of the Republic of Kalmykia. The principles of objectivism and historicism were used for the analysis of the archive materials that allowed to examine the problem in its relation to the existing specific historical circumstances. The goal of the article is to investigate the body of the first secretaries of the Russian Communist Party — All-Russia Communist Party in Kalmykia. The use of the common in the historical research methods (the broadside examination of the archive sources, historical description, chronological method) allowed to investigate the historical phenomena in the close relation to the historical situation. The author concludes that the specific feature of the rotation of the first secretaries of the Kalmyk regional party committee was the appointment of people from other regions of the country to this position. Mainly these were formal representatives, supervisors recommended by the Central Committee of the Russian Communist Party — All-Russia Communist Party for the positions of the first or second secretaries of the regional party committee. The analysis of the characteristics of the body of the first secretaries of the Kalmyk regional party in the given time period showed that all these people were from poor peasant families, without high education but with sufficient party service record who combined party and soviet activities.

Personnel of Turksib construction and large industrial enterprises, (skilled) workers are carried out through various training and retraining. The article describes the political and social events in the cities of Ayagoz and Ridder, the state of education. In 1930, the total number of Kazakh-language newspapers in the Kazakh region was 14, and their circulation was 133 thousand. This, of course, was considered insignificant, and this issue was specially considered at the Plenum of the Kazakh Regional Party Committee. At the same Plenum, the issue of the need to publish Kazakh newspapers in the region was resolved. In this regard, the article about the socio-cultural situation in the region, published in the Kazakh newspapers "Zhana Aul" in Ayakoz and "Zhumysshy" in Ridder. The newspaper played an important role in educating workers in the communist spirit. He propagated the idea of the party in the development of the economy and culture.
