This study is devoted to one of the factors of sustainable development of the territory - the regional transport system. One of the most important elements that determine the competitiveness of the system is the market for natural gas fuel. In the Russian Federation, there are state support programs with a scenario of advanced development, as it directly affects the regional economy and, accordingly, provides the basis for sustainable development and the quality of life. The article describes the state and prospects of road transport development in the Ural region related to the transition to natural gas. The advantages of natural gas from the perspective of motor fuel in the context of the economic component of regional development are evaluated. The measures necessary to create conditions for the development of gas-engine infrastructure for the mass use of natural gas vehicles are determined.

This research paper contains the results of analysis of a range of variation of the lower heating value of gas during the process of conversion of diesel locomotive engines to operation on natural gas as motor fuel. It was demonstrated in this paper that the range of variation of the lower heating value at the various fields considered in it varied within the limits to 32.4%. A proposal was made to take into consideration the so-termed lower heating value of diesel fuel and natural gas when running diesel locomotive engines on liquid-gas fuel complementary to atmospheric conditions.

Ecological and economic indicators are a kind of indicator of the economic state of the regions, the ongoing processes, trends in the regional economy, the quality of life of population and characterize the sustainable development of the regions. These indicators should take into account the regional power structures that make management decisions for regional development. Often, these indicators are formed in isolation from each other, and the analysis of statistical reports does not allow the data to be formed up-to-date. The study identifies the reasons associated with the problems of sustainable development of the region’s economy, and notes the connection of these problems with the quality of life of the population. It is noted that ensuring a high level of economic development in the regions is often at the expense of the state and quality of the environment. It is noted that Russia is following the path of international trends in the development of the regional economy – compliance with the Sustainable Development Goals (SDGs). This is due to the support of the global strategy of economic development within the framework of the “green economy”. The article examines the components of the environmental quality indicators of the Russian regions, and also establishes a correlation between them and the criteria for evaluating the effectiveness of the work of the heads of regions and regional executive authorities, which ultimately reflects the level of development of the region as a whole. In the work, using the National Environmental Rating for 2020 of the subjects of the Russian Federation, leaders and outsiders among the regions of the Russian Federation are identified by the level of their environmental condition. According to the results of the ecological and economic assessment, the authors ranked the complex indicator of the state of environmental indicators in the regions, which include a list of six indicators: the level of emissions of harmful substances, the discharge of polluted wastewater, production and consumption waste, water consumption, energy consumption, and environmental protection costs. The researchers analyzed the positions of the Voronezh Region in terms of the quality of life in the region and finding a position in the environmental rating of the subjects of the Russian Federation. The authors propose a grouping of regions by the value of a complex indicator, study the indicators of the ecological state of the regions, and correlate between sustainable development and the quality of life of the population of the regions

Abstract Today, road transport is the fastest-growing segment of the freight transport in Poland. Due to its dynamic development in the 90's and low barriers to entry of new transport companies the importance of this segment still growing. Low transport rates, the ability to reach every place, as well as high flexibility and reliability of supplies carried are the main advantages of this kind of transport. However, besides the advantages, road transport has disadvantages as well, and the biggest drawback of this type of transport is its negative impact on the environment through the emission of pollutants into the atmosphere. In addition, road transport is characterized by high land consumption and noise. This causes that the road transport sector is one of the sectors where actions from the field of sustainable development [1] are performed. This is due to the fact that currently the sustainability issues are very important and the present generation is aware that today's action will affect the quality of life for future generations. Therefore, road transport companies introduce measures to eliminate their negative impact on the environment or on social environment. This article describes the actions aimed at the practical implementation of the concept of sustainable development, conducted by the chosen transport companies.

The author examines the problems connected with the position of the prosecutor in a criminal process from the standpoint of the effectiveness of the prosecutor’s work. Specifically, using statistical data on the situation with the legality and the quality of preliminary investigations and the results obtained by other Russian scholars who researched this issue, the author shows that the transfer of investigators from the jurisdiction of the prosecutor’s office to a newly created independent Investigation Committee of the Russian Federation, the transfer of the right to the procedural guidance of the investigation from the prosecutor to the head of the investigation body, revoking the prosecutor’s right to coordinate the decision of the investigator, inquirer, or an inquiry body to initiate a criminal case, and in general the right to do it — all of these, in fact, improved the effectiveness of the supervisory function and, consequently, improved the legality and quality of preliminary investigations. At the same time, the author presents his own view on the directions of improving the effectiveness of the role of the prosecutor in the pre-trial proceeding, which should ensure a general sustainable development of Russian criminal procedure legislation.

The article analyzes the correspondence between the national development goals of the Russian Federation and the UN sustainable development goals in the field of ensuring the quality and accessibility of education. It has been substantiated that the implementation of sustainable development goals in Russia is of great importance for activities to achieve the country’s national goals and development priorities. A comparative analysis of the education system in Russia as a source and factor of socio-economic development and improving the population’s quality of life is carried out. An analysis of the comparison between SDG 4 and the national project “Education” led to the following conclusion: the consistency of national policy measures with plans to achieve SDG 4 depends, first of all, on political priorities and national interests of the country and requires intersectoral coordination in planning and monitoring the implementation of targeted activities. Analysis of the compliance of the development goals of Russia within the framework of the implementation of the national projects “Labor productivity and employment support” and “Small and medium-sized entrepreneurship and support of individual entrepreneurial initiative” and SDG 8 showed the importance of institutional and financial instruments, the active use of which in the Russian economy is facilitated by the significant changes in legislation. The problem of mismatch of indicators of the studied documents is determined. For these are no statistical data in the framework of the implementation of sustainable development goals. It is concluded that the national development goals of the Russian Federation in the field of ensuring the quality and accessibility of education are generally consistent with the UN sustainable development goals.

Based on the rating data of the Russian Federation subjects socio-economic situation for 2019 and the competitiveness rating indicators, the author states that a low level of socio-economic development and competitiveness of the region automatically lower the quality of life indicator. It is noted that one of the solutions for sustainable development of the Jewish Autonomous region competitiveness is increasing foreign economic potential of the territory.

The topic of the article is relevant due to changes in urban planning legislation. The new legislation is explained by the tasks set by the authorities of the Russian Federation to improve the quality of life, to ensure favorable living conditions and health of citizens of the Russian Federation. The new requirements for the development of territories in the Russian Federation provide not only for changing the procedure, but also for providing transport, social and other types of infrastructure during the construction of the object. A new concept in urban planning legislation — the activity of integrated and sustainable development of territories-entails a whole range of measures necessary for adoption not only by the authorities, but also in the design of the activities of construction companies. First of all, urban planning changes will affect such a legal act as the Rules of Land Use and Development. They will not only have to be structurally updated, but also adopted in accordance with the procedure established by the legislation of the Russian Federation. Construction companies are forced to coordinate the construction of an object, especially residential buildings, with organizations that regulate transport and social accessibility. Additional requirements for construction, imposed by modern urban planning legislation, will also entail a change in the price policy in the field of housing. The authors try to anticipate the pos sible legal consequences of the new changes in the legislation regulating urban planning legal relations.
