Based on the analysis of the approved Strategy for the development of the Arctic zone of the Russian Federation and ensuring national security for the period up to 2035, we propose directions that determine the possibilities of improving the efficiency and quality of economic growth in the regions of the Arctic zone of the Russian Federation on the example of the Sakha Republic (Yakutia).

The presented analytical review considers environmental and socio-economic problems of environmental management in the Arctic, the comprehensive studies of which were carried out within the framework of the subprogramme "Development and use of the Arctic" of the Federal target program "World ocean", the Federal target program "risk Reduction and mitigation of natural and man – made emergencies in the Russian Federation", the UNEP/GEF project "Russian Federation-support to The national action plan for the protection of the Arctic marine environment" and other international projects. Many of the author's conceptual and methodological developments remain relevant at present to solve the problems identified in the strategy of development of the Arctic zone of the Russian Federation and national security for the period up to 2020, the Strategy of development of Maritime activities of the Russian Federation until 2030, the Strategy of national security of the Russian Federation. Strategic planning documents have been developed: including the Basics of the state policy of the Russian Federation in the Arctic, the action Plan of the Arctic Council for sustainable development, the Strategic action program (SPD) for environmental protection of the Arctic zone of the Russian Federation, the draft concept of sustainable development of the Arctic zone of the Russian Federation, investment proposals and guidelines for cleaning the Arctic territories from pollution, including in the areas of the Russian presence on the Svalbard archipelago, reduction of natural and man-made risks of emergency situations and increase of protection of valuable natural areas. Also in the monograph are considered: proposals for the regulatory consolidation of the boundaries of the Arctic natural territory in the Russian Arctic to establish a special regime of natural resources, taking into account the high vulnerability of Arctic ecosystems to man-made impacts; methods of causal analysis to determine the relationship between the quality of the environment, the activities of sectors (industries) and the policy of public administration and regulation; road map for the transition from sectoral to complex (integrated) management of marine environmental management; methods of marine spatial planning; strategic environmental assessment of infrastructure projects, etc.

After analyzing the documents of the strategic planning of the Russian Federation, the state policy of the Russian Federation in the Arctic until 2035, the author makes an attempt to consider current legal problems in the field of environmental management and environmental protection in the region, ensuring the sustainable development of the Arctic zone of the Russian Federation. The article highlights the main threats and risks of ensuring the environmental safety, including when applying innovative, genomic technologies in the field of agriculture. In conclusion, a summary is made about the need to amend the legislation of the Russian Federation in terms of ensuring the environmental safety and sustainable development of the Arctic zone of the Russian Federation

t. Theoretical approaches to the sustainable development of cities and towns in the Arctic zone of the Russian Federation are considered. As such approaches, the concept of a «green» smart city, the concept of thermal stress in an Arctic city, the concept of a «winter city», the concept of an Arctic base city, the concept of developing coastal Arctic settlements based on the principles of the blue economy (the economy of marine nature management and coastal zones), the concept of ensuring the vital activity of Arctic cities, etc. are analyzed. In addition, the contribution of Arctic cities to environmental pollution and climate change, socio-economic and demographic development of the Arctic zone is analyzed. The development of Arctic cities, especially single-industry towns and settlements is considered in the context of the Republic of Karelia, the Murmansk, Arkhangelsk Regions, the Komi Republic, the Chukotka Autonomous Okrug, the Republic of Sakha (Yakutia) and the Krasnoyarsk Territory. The main directions of sustainable development of Arctic cities and towns are substantiated from the point of view of achieving the target indicators of the “Strategy for the development of the Arctic zone of the Russian Federation and ensuring national security for the period up to 2035”.

Ensuring food security and promoting the development of agriculture are included in the priority goals of sustainable development of the Arctic zone of the Russian Federation until 2035. The structural complexity and multidimensionality of food security in the region requires a clear methodology for its assessment. The article presents the results of a study of food security in the regions of the Arctic zone of the Russian Federation. This study is based on an analysis of the advantages and disadvantages of existing methods for assessing food security in the regions of the Arctic zone of the Russian Federation. The authors proposed a methodology for assessing the food security of the regions of the Arctic zone of the Russian Federation, which makes it possible to translate a phased multivariate analysis (the methodology was tested on the example of the Chukotka Autonomous Region).

Purpose: the main goal is to simulate a process-oriented system for ensuring the quality of medical services in health care facilities in the Arctic zone of the Russian Federation. To achieve this goal, the following tasks were solved: formulated the main aspects of process-oriented quality assurance services in health care; a model was built for the implementation of a process-oriented system for ensuring the quality of services in the conditions of the Arctic territories; developed guidelines for the practical implementation of a process-oriented system to ensure the quality of medical services in the Arctic regions of the Russian Federation.Methods: this article is based on an interdisciplinary concept of ensuring the quality of medical services provided in relation to the specifics of the functioning and development of treatment-and-prophylactic organizations based on a process-oriented approach.Results: the most important direction of development of the national economy is to ensure an adequate level of quality of medical services provided in health care organizations and in the formation of patient-oriented service for end users (patients), which is especially important for the Arctic zone of the Russian Federation. The article analyzes foreign sources regarding the use of a process-oriented approach to the issues of ensuring the quality of medical services provided. Also in this publication a model of process-oriented quality assurance of medical services in the conditions of the Arctic territories of the Russian Federation is formed. Practical recommendations for the effective use of process-oriented mechanisms ensuring the quality of medical services in the Arctic regions of the Russian Federation have been developed.Conclusions and Relevance: the materials presented in the article show the special role of the health care system in social and economic processes. The proposed model of ensuring the quality of medical services is recommended for use not only in the represented region, it could be effective for all organizations in the field of health care, regardless of the form of ownership and organizational-legal form, as well as territorial location. Research conducted in this article represents the development of scientific ideas about modern technologies to ensure the quality of medical services in a regional perspective. The practical application of its results will improve the procedures for managing the quality of services, organizing business processes of basic medical activities, including the production of medical services, as well as their service characteristics in relation to healthcare, taking into account current economic and social trends, and as a result ensure their sustainable development.

In our study, a comparative analysis is made between cities and regions of the Baikal natural territory and the Arctic zone of the Russian Federation. The main goals of sustainable development for the Baikal natural territory are outlined. By focusing on sustainable development, we focus on the long-term, not the short-term. Analyzing this complex concept, the article presents several aspects and constituent elements of sustainable development. The paper presents the analytics of sustainable development of cities and regions of the Arctic zone of the Russian Federation and the Baikal natural territory. The article analyzes the socio-economic indicators of the development of the regions of the Arctic zone of the Russian Federation and the Baikal natural territory.

The territory of the Arctic is of interest from the point of view of the strategic development of the economy. However, the industrialization of the Arctic zone is accompanied by both a positive and a negative influence on the country’s socio-economic development. An analytical review of the research which has been published previously allows us to discuss the issue of sustainable development in the Arctic through the prism of the theory of externalities. Considering this, the paper examines some relevant issues from the standpoints of the concept of sustainable development and scientific and technological progress. Against the background of the identified problems, the purpose of the research is to clarify management decisions in the field of internalization of the externalities of economic development of the Russian Arctic zone. As research methods, the authors have applied comparative analysis, dynamic analysis, the coefficient method, correlational analysis and cluster analysis. An analytical review of scientific works, research tooling and a statistical database concerning the development of the Russian Arctic zone provided the following scientific results: the category of “externalities” in the context of industrialization of the Arctic zone’s territories and their systematization in a number of areas (environmental, innovation, investment, infrastructure, social, etc.) has been clarified; some trends in the degree of neutralization of negative environmental externalities in terms of environmental problems (pollution capture, waste disposal, recycling and wastewater treatment) have been identified; the dynamics of investment per unit of environmental pollution in the context of environmental approaches have been elucidated; the efficiency of investments in environmental preservation measures in the territories of the Russian Arctic zone have been evaluated; positive innovative externality from the investment of own funds in the fixed capital of enterprises have been revealed; the typology of the subjects of the Russian Federation that form part of the Arctic zone, according to the criteria of the intensity of costs for neutralization of negative externalities (territories with high, moderate and low intensity of costs) have been suggested; and a package of measures in order to manage the external effects of economic development of the Arctic zone of the Russian Federation in the context of sustainable development has been proposed. The practical significance of the results obtained lies in the possibility of taking all of them into account in the implementation of the state program “Socio-economic development of the Arctic zone of the Russian Federation”, contributing to the qualitative development of the territories of the Russian Arctic and improving the well-being of the population of the corresponding constituent entities of the Russian Federation.
