The article presents approaches to event tourism, studies the characteristics of event tourism, describes the stages of formation of event tourism in the Russian Federation, describes a successful experience in the development of event tourism in the Rostov region, and also identifies factors that restrain the development of event tourism.

Subject. This article discusses and analyzes regional projects to be implemented in the Chechen Republic for the period 2019–2024. Objectives. The article aims to develop a set of proposals aimed at improving the competitiveness of the Republic's economy. Methods. For the study, we used the methods of systems and statistical analyses. Results. The article describes the role of regional projects in the development of the socio-economic sphere of the Chechen Republic and proposes a set of measures the implementation of which will help shape a competitive economy in the Republic. Conclusions. Regional project objectives and indicators need to be better defined. Regional projects are elements of national projects designed to contribute to a breakthrough in the scientific, technological and socio-economic development of the Russian Federation.

The paper proposes an approach to the assessment of the financial potential of a region of the Russian Federation on the basis of an economic model including system-processing approach. The article examines the role of regional finance in modern conditions as an important tool to influence the process of maintaining economic growth. The financial capacity may be a fundamental tool in the management of social and economic development of regions, is an indicator of the actual state for the purpose of monitoring and make effective management decisions. The result of the study is to determine the most effective model of assessment of the financial potential of a region in order to ensure sustainable economic development. The article is devoted to the development of a model for assessing the financial potential of the region and the study of its elements. It is proposed to revise the elements that make up the financial potential. The author's interpretation of the conceptual bases of the study presupposes a significant expansion of the boundaries of the financial potential, which determines the systemic and complex research approaches. The authors identified the subjects of the economy that affect the formation and regulation of financial capacity.

Strategizing the spatial development of the Russian Federation is an extremely complex, multifaceted task, which affects not only the traditional problem of the location of productive forces, but also a wide range of issues, concerning the ratio of different types of settlements, agglomeration processes, strengthening the role of each type of settlements and agglomerations in ensuring sustainable socio-economic development of the country and its regions. The active discussion around the dilemma “mega-cities and/or small and medium-sized cities”, which actively unfolded during the discussion of the draft of the spatial development Strategy, naturally didn’t lead to the formation of a mono polar position on this issue. Formally, newly adopted document paid tribute to the leading role of mega cities and large agglomerations in the development of the country’s economy and its modernization on the innovative basis, but also proceeds from the fact that the implementation of this trend of socio-economic development should not lead to the launch of the bulk of small settlements. This situation gives the reason to presume that many questions of the spatial development of the Russian economy haven’t yet received an adequate answer. This, in particular, concerns the settlement aspect of spatial Strategy. In addition, it is not clear what should be the program-target tools of the Spatial development strategy of the Russian Federation and what role national projects can play in this sphere.

Subject. This article explores the strengthening of the role of human capital in the socio-economic development of areas and the disproportion in its placement. Objectives. The article aims to find solutions to the problems associated with the assessment of human capital of regions and its accumulation. Methods. For the study, we used a content analysis, systematization, and a graphical approach. Results. The article presents a methodology that helps build a model of the interregional balance of human capital, a research algorithm, and the main results expected during each study phase. Conclusions. The developed methodology can be an effective tool for managing the accumulation and interregional distribution of human capital in Russia.

The classification of the Russian resource regions is carried out in the study. It is shown that it is necessary to take into account the dynamic aspects of development of raw materials territories in the analysis of the social-and-economic development of resource regions. The recommendations to increase the role of the subjects of the Russian Federation in regulating the mineral and raw materials complex are proposed.

The article explores the criterion approaches that make it possible to identify municipalities as single towns and compares the categories of single-sector municipalities (single towns) depending on the magnitude of the risks of their socio-economic situation, employment and unemployment in the labour markets of single towns. The work used foreign and Russian studies on problems of state regulation of single towns, analyzed the experience of developed countries. Methodological tools of research: methods of analysis of statistical sources, logical justification, forecasting. According to the study, the largest concentration of single towns over a three-year period corresponds to two groups: monoprophilic municipal entities of the Russian Federation (monocities), with observed risks of deterioration of socio-economic situation and monoprophilic municipal entities of the Russian Federation (monocities) with crisis socioeconomic situation. The article presents conceptual approaches to regulation of social and economic development of single towns of the Russian Federation, which allowed to highlight three main approaches to development of single towns in the Russian Federation (inertial, scenario of rehabilitation of the cityforming enterprise and scenario of its closure). As a result of the presented forecast information — all categories of single towns show a decreasing trend in the number of employed population. However, most of all, this trend affected the category of cities with stable socio-economic situation, which indicates not only the deterioration of the situation in these territorial entities, but also the general negative trend of development at the level of the national economy. Practical results of the study can be used in developing assumptions to regional authorities to reduce unsustainable employment in single towns

The article considers the potential of linking the methodology and tools of competition policy with the main mechanisms of strategic management planning aimed at achieving the priority goals of the state, including the processes of goal setting, forecasting and planning the socio-economic development of the Russian Federation and the positive dynamics of its competitiveness. The article analyzes the trends and highlights the principles of deployment of the process of forming a systemic springboard of competition institutions as an element of state economic policy. Special attention is paid to a new spatial strategy containing proposals to counteract inter-regional imbalances and mitigate imbalances in the socio-economic conditions of individual regions. The main trends and problems of development of the national economic space are analyzed. The role of the human factor as a leading specific factor in competitive relations is emphasized. The author analyzes regional development imbalances that are systemic in nature and, of course, have a negative impact on markets and the quality of their competitive environment, as well as macroeconomic indicators. The role of transport infrastructure in reducing the level of interregional differentiation in the socio-economic development of the subjects of the Russian Federation and stimulating competitive relations is updated. The assessment of the level of competition development in the country is given; the work carried out by the state at all hierarchical levels of the economy in the field of competition development, including the influence of the state on business activity. There are two main directions of activation of competitive relations in the framework of strategic planning: methodological and organizational and economic.

The role of Russian single-industry entities (towns), where innovative products important to the economy are produced, is studied. It is stated that positive situation in such single-industry formations depends to a large extent on regional and local public authorities initiative, as well as the preparedness of the core enterprises management. Positive experience of monotowns development in some regions of the Russian Federation is considered.
