A stocking program for the endangered European weatherfish (Misgurnus fossilis L.) was conducted in the German federal states of Rhineland-Palatinate and Hesse, southwest Germany. An initial monitoring enabled to identify local broodstock and to assess habitats regarding their ecological suitability for reintroduction. In a second step, broodstock were caught for artificial propagation and cultured fry were released in previously selected river sectors. Furthermore, reintroduction sectors were biannually monitored to assess stocking success. Within the study period (2014–2016), a total number of approximately 83,500 juveniles were stocked in three river sectors for reintroduction and approximately 85,000 juveniles were stocked in four other river sectors to strengthen existing populations. During the post-release monitoring, 45 individuals were recaptured in two sectors. The documented short-term reintroduction success (i.e. survival of released individuals) indicates appropriateness of the selected stocking strategy. Furthermore, the provided course of action might be transferred to further states or countries and thereby contribute to weatherfish conservation at larger scales.

AbstractThe volume of short-term liquidity credit (“Kassenkredit”) of the German municipalities has increased rapidly in the last two decades. This development suggests that this debt instrument has been diverted from its original purpose, namely as an instrument of bridging short-run liquidity shortfalls. In this paper we analyze the reasons for this development - from a legal and institutional perspective on the one hand, and from an economic perspective on the other hand. One key result of the analysis is that this development is partly due to the lacking intervention of municipal supervision institutions from the L¨ander (German Federal States). Obviously, the Länder tolerate the abuse of the Kassenkredit in order to avoid more open types of debt. In addition, we investigate how the introduction of the doubly-entry bookkeeping in the municipalities affects the (improper) use of short-term liquidity credits. Finally, we point to the potential of the municipal Kassenkredit as a loophole in the new German constitutional debt brake.

Upgrading an existing post-ozonation plant with two-step granular activated carbon (GAC) filtration for assimilable organic carbon (AOC) removal was studied. The effects of ozone dose on AOC formation and its removal in the subsequent two-step GAC filtration was studied using chemically pretreated 2 to 14° C humic lake water. Two parallel pilot-plant trains with different ozone doses (0 to 1.2 mgO3/mgTOC) and a short-term ozonation study were performed. The optimum ozone dose for maximum AOC formation was 0.4–0.5 mgO3/mgTOC. The AOC-P17 of ozonated water was three-fold higher and AOC-NOX over ten-fold higher than in non-ozonated water, while the following biofiltration (first step) removed 51% and 72% of AOC-P17 and AOC-NOX, respectively. The adsorber (second step) contributed to less than 10% of the overall AOC reduction. It appeared that biofiltration is a feasible method in upgrading water treatment plants for AOC removal even when treating cold humic waters, while the subsequent adsorber seems to have less significance for AOC removal.

Abstract Background SARS-CoV-2 has induced a worldwide pandemic and subsequent non-pharmaceutical interventions (NPIs) to control the spread of the virus. As in many countries, the SARS-CoV-2 pandemic in Germany has led to a consecutive roll-out of different NPIs. As these NPIs have (largely unknown) adverse effects, targeting them precisely and monitoring their effectiveness are essential. We developed a compartmental infection dynamics model with specific features of SARS-CoV-2 that allows daily estimation of a time-varying reproduction number and published this information openly since the beginning of April 2020. Here, we present the transmission dynamics in Germany over time to understand the effect of NPIs and allow adaptive forecasts of the epidemic progression. Methods We used a data-driven estimation of the evolution of the reproduction number for viral spreading in Germany as well as in all its federal states using our model. Using parameter estimates from literature and, alternatively, with parameters derived from a fit to the initial phase of COVID-19 spread in different regions of Italy, the model was optimized to fit data from the Robert Koch Institute. Results The time-varying reproduction number (Rt) in Germany decreased to <1 in early April 2020, 2–3 weeks after the implementation of NPIs. Partial release of NPIs both nationally and on federal state level correlated with moderate increases in Rt until August 2020. Implications of state-specific Rt on other states and on national level are characterized. Retrospective evaluation of the model shows excellent agreement with the data and usage of inpatient facilities well within the healthcare limit. While short-term predictions may work for a few weeks, long-term projections are complicated by unpredictable structural changes. Conclusions The estimated fraction of immunized population by August 2020 warns of a renewed outbreak upon release of measures. A low detection rate prolongs the delay reaching a low case incidence number upon release, showing the importance of an effective testing-quarantine strategy. We show that real-time monitoring of transmission dynamics is important to evaluate the extent of the outbreak, short-term projections for the burden on the healthcare system, and their response to policy changes.

AbstractThe 16 April 2016 earthquake in Ecuador exposed the significant weaknesses concerning the methodological designs to compute—from an economic standpoint—the consequences of a natural hazard-related disaster for productive exchanges and the accumulation of capital in Ecuador. This study addressed one of these challenges with an innovative ex ante model to measure the partial and net short-term effects of a natural hazard-related catastrophe from an interregional perspective, with the 16 April 2016 earthquake serving as a case study. In general, the specified and estimated model follows the approach of the extended Miyazawa model, which endogenizes consumption demand in a standard input–output model with the subnational interrelations and resulting multipliers. Due to the country’s limitations in its regional account records the input–output matrices for each province of Ecuador had to be estimated, which then allowed transactions carried out between any two sectors within or outside a given province to be identified by means of the RAS method. The estimations provide evidence that the net short-term impact on the national accounts was not significant, and under some of the simulated scenarios, based on the official information with respect to earthquake management, the impact may even have had a positive effect on the growth of the national product during 2016.

With the federalism reform of 2006, the German federal states gained legislative power over their civil servants. This did not only lead to a substantial difference in pay levels but also to fragmented civil service regulations with different degrees of attractiveness. Requests to move to another state have created various problems in the different areas of the civil service. They are partly caused by the fragmented regulations and partly by an informal agreement between the states. By making use of an online survey among human resource managers in the different areas of public administration and 32 case studies of civil servants who either aspire to move to or have moved to another state, this book systematically identifies and analyses civil servants’ motivations for and hindrances to doing so. In this way, it reveals both obstructive and conducive factors which explain mobility. Moreover, the authors put forward some reform proposals.

Abstract Background Among other factors, the patients’ consultation reasons and GPs’ spectrum of services determine the process and outcome of the medical treatment. So far, however, there has been little information on differences in reasons for consultation and GPs’ services between urban and rural areas. Our study’s goal was thus to investigate these factors in relation to the regional location of GPs’ practices. Methods We conducted a cross-sectional observational study based on standardised GP interviews in a quota sampling design. All counties and independent cities within a radius of 120 km around Hamburg were divided into three regional categories (urban area, environs, rural area) and stratified proportionally to the population size. Differences in the number of reasons for consultation and services were analysed by multivariate linear regressions in mixed models adjusted for random effects on the levels of the German federal states and administrative districts. Differences in individual consultation reasons and services were identified by logistic regression via stepwise forward and backward selection. Results Primary care practices in 34 of the 37 selected administrative districts (91.9%) were represented in the dataset. In total, 211 GPs were personally interviewed. On average, GPs saw 344 patients per month with a slightly higher number of patients in rural areas. They reported 59.1 ± 15.4 different reasons for consultation and 30.3 + 3.9 different services. There was no statistically significant regional variation in the number of different consultation reasons, but there was a broader service spectrum by rural GPs (ß=-1.42; 95% confidence interval -2.75/-0.08; p=0.038) which was statistically explained by a higher level of medical training. Additionally, there were differences in the frequency of individual consultation reasons and services between rural and urban areas. Conclusion GPs in rural areas performed more frequently services usually provided by medical specialists in urban areas. This might be caused by a low availability of specialists in rural areas. The association between medical training and service spectrum might imply that GPs compensate the specific needs of their patients by completing advanced medical training before or after setting up a medical practice. This study uses a descriptive research method. The result of the analysis of research conducted on UD. Berkat Anugerah seen from the cost accounting showed diferential role in the short-term decision making, where the company should buy semi-finished products from third party cost incurred due to lower than producing its own.

&lt;p&gt;The D-A-CH geoid project was initiated in 2017 between the national mapping agencies of Germany (BKG), Austria (BEV) and Switzerland (swisstopo), as well as the regional authorities of the German federal states of Bavaria (LDBV) and Baden-W&amp;#252;rttemberg (LGL), with the motivation to better harmonize the basis for height determination.&lt;/p&gt;&lt;p&gt;In these countries, the official national height reference systems that are still in use apply different definitions of the height and the zero levels refer to different tide gauges and epochs. Additionally, the treatment of the permanent tide is not fully consistent. This causes differences at the decimeter scale which also vary along the national borders. At the same time, Austria and Switzerland do compute and store also EVRS-compatible geopotential numbers that are valuable for height system unification.&lt;/p&gt;&lt;p&gt;The ambitions of the initiative therefore mirror the situation as described above &amp;#8210; to foster and to intensify the cooperation between the partners regarding regional gravity field modeling and to provide better information about the transformations between the national height systems.&lt;/p&gt;&lt;p&gt;It was agreed that the cooperation should first focus on a case study area around Lake Constance, with envisaged extension to the complete territories of the &amp;#8220;D-A-CH countries&amp;#8221; and/or, ideally, to the most of the European Alps. The following achievements have been reached for the focus area:&lt;/p&gt;&lt;p&gt;In view of these developments, and taking into account that these challenges are not unique for this specific area, it is planned to extend this initiative to the computation of the entire European Alps (and surrounding lowland areas) and rename the project to &amp;#8220;European Alps Geoid (EAlpG)&amp;#8221;.&lt;/p&gt;&lt;p&gt;We believe that this project can contribute to a better understanding of height differences across borders. Such height differences are for instance of great interest for ground water level investigations or flood protection. Other crucial applications for cross-border height unification are engineering projects such as tunnels, bridges, supply lines, etc.&lt;/p&gt;&lt;p&gt;What is more, these activities shall be embedded in a pan-European geoid initiative within EUREF. Contributing to the upcoming EUREF Working Group &amp;#8220;European Height Reference Surface&amp;#8221;, the European Alps Geoid will be one of many cornerstones to build an official EVRS height reference surface.&lt;/p&gt;&lt;p&gt;Potential cooperation partners have been contacted. Nevertheless, the initiative shall be open to interested parties. A virtual meeting is planned to be held shortly after the vEGU2021.&lt;/p&gt;
