The article considers new models of strategic territorial planning combined with infrastructure development that contribute to a more compact urban development. The main methodological provisions of the Blue Ocean strategy are analyzed and presented in the form of the value approach. A city planning unit called "urban block" is used as a strategic solution in relation to this strategy and construction of a "compact city". Factor space is formed taking into account the value for the consumer within the framework of the value approach. A three-factor model is created to improve the efficiency of investment and construction project implementation. The efficiency of the construction project is assessed. The value approach can be used both for projects that presuppose only budgetary financing and projects that have a commercial component. The provisions set forth in the article can be used to solve problems concerning enhancement of the urban environment comfort and creation of a new infrastructure. In general, it will contribute to the modernization of capital construction funds and creation of new productive forces.

<p>The article gives the urban environment quality assessment for the administrative entities of the Prokopyevsky urban district. The assessment is based on the methodology developed by V. N. Fedorov and M. Yu. Aksenova. The main indicators for assessing the urban environment quality were: environmental comfort, assessed through the perception of the environmental tension level by Prokopyevskresidents; population provision with social infrastructure facilities that are active components of social relations and act as carriers, forms and ways of meeting common individual demands. Two options for calculating the transport city center accessibility indicated the level of transport infrastructure development: that for vehicle owners and that for public transportusers.Asabasisforassessingtheurbanenvironmentaestheticqualities, the V. A. Nikolaeva method was used. For greater results comparability, scoring scales are used. At the same time, respondents were asked to determine the attractiveness degree and emotional impact of the each district urban environment. The total contribution of the urban environment quality objective factors was estimated with the help of the urban environment integral quality factor.<strong></strong></p>

The article considers the issues of social infrastructure planning. The purpose of the study is to draw up the list of social infrastructure facilities that provide favorable and secure conditions of living, differentiation of placement of these facilities in the territory and interpretation of priorities in planning sustainable development of the city. The authors have analyzed the researches of global cities development problems, the characteristics of life quality of population and the characteristics of the most demanded facilities of social infrastructure. On the base of a general methodological approach, random decomposition and induction methods, taxonomic analysis and expert evaluation, the authors constructed models for planning the placement of social infrastructure facilities. Comparative analysis of the models allowed describing three levels of social facilities placement that provide favorable living conditions and life quality for population. The authors have systemized the indicators of social infrastructure that is significant for the sustainable urban development, largely ensuring the good quality of the urban environment, secure and favorable living conditions. The results of the research can be used as a methodological basis for studying problems of sustainable development of global cities, good quality of urban environment. The authorities can use the results of the research to develop standards for urban planning.

Introduction. The article describes the methods and results of the sociological study carried out by the Institute of the Genplan Institute of Moscow in 2019–2020 to measure the satisfaction of the population with the level and quality of social infrastructure development (objects of commerce, public catering, household services, health care, social welfare, education, culture and leisure, sports). The relevance of research is reflected in the increasing importance of the social approach to design, due to the formation of the information society, the importance of analysing consumer behaviour of the population in terms of changes in value orientations and lifestyles, cultural attitudes as a result of economic transformations that have had a significant impact on consumer behaviour. The involvement of residents in the development of prospects for the development of residential areas improves the quality of urban documentation, as it forms targets for its implementation; taking into account requests based on the satisfaction of Moscow’s living conditions and the comfort of the urban environment. Materials and methods. In carrying out the study, methods of field survey (collection of information on territory, population, built environment, state of the property) and systematic, typological, functional and structural analysis were applied. The sociological survey of the population was carried out by means of an online questionnaire, analysis and synthesis of the results and comparison with official statistics. Results. The study was carried out in 25 districts of Moscow (Northern Administrative Okrug, North-Western Administrative Okrug and Zelenogradsky Administrative Okrug): the territorial organization of social infrastructure facilities was analysed, the quality of the living environment within municipalities was assessed. A lack of facilities has been identified. The prospects for the development of social infrastructure have been determined taking into account the views of the inhabitants of the districts. Conclusions. The study provided a unique tool for identifying emerging imbalances in the development of social infrastructure, as well as effective urban planning of a cohesive urban environment, based on both normative calculations and population estimates. In order to objectively assess social development and to compile a ranking of districts according to the level of social infrastructure development, the following have been developed: index of population’s social infrastructure, index of diversity of facilities, integral index of social infrastructure development.

Subject. The article describes the findings of the authors of fundamental strategic decisions on the formation of multifunctional urban complexes, using the housing demand and supply criterion. Objectives. We undertake a comprehensive study aimed at perfecting the methodology for evaluating the options for city infrastructure development at two stages, i.e. strategic, when general targets of feasible commissioning are determined, and current, when parameters of demand for facilities are taken into account. Methods. The study employs methods of expert survey, statistical data processing, predictive and investigative analysis. Results. We explored factors of creating amenities and comfort in residential construction areas, developed an algorithm to calculate the volume of new living space commissioning on the basis of evaluating demands in the Smart City paradigm. Conclusions. The study shows the cost increase depending on the built-up area, number of floors, and the balance between the type of capacity and the number of residents in the quarter (linear relationship).

Subject. This article discusses the role of social infrastructure in the national economy and analyzes the relationship between the notions of Infrastructure, Service Industry and Non-Productive Sphere. Objectives. The article aims to outline a methodology for development of the social infrastructure of Russia's regions. Methods. For the study, we used the methods of statistical and comparative analyses. The Republic of Crimea and Rostov Oblast's social infrastructure development was considered as a case study. Results. The article finds that the level of social infrastructure is determined by a number of internal and external factors. By analyzing and assessing such factors, it is possible to develop promising areas for the social sphere advancement. Conclusions. Assessment and analysis of internal factors largely determined by the region's characteristics, as well as a comprehensive consideration of the impact of external factors will help ensure the competitiveness of the region's economy.

In a developing country like India, village-centric development is very critical for improving Human Development Index of the country. In this direction, corporate contribution assumes significance for rehabilitation and resettlement of project affected people and overall intervention under its corporate social responsibility (CSR) initiative. Since India is a country of villages, CSR has to be more sensitive towards the economic, social and cultural needs of rural society of the country. In this paper, it is proposed to gear all interventions for promoting model villages. Model village presents a credible vehicle for bringing about sustainability of a village community unit. A model village must have three significant components of infrastructure development, livelihood promotion and provision of services. Infrastructure development must cater to creating basic physical as well as social infrastructure like approach road, school building, community centre and social capital. Promotion of livelihood includes skill training, self-employment, employment opportunities and village enterprise development, while provision for services for the villagers includes health care, education, sanitation, recreational and other community services. Model village plan envisages a self-contained village community at the apex of all the pillars of sustainability, namely, livelihood, infrastructure and services. The future of Indian economy and the prospect of industry are going to depend largely on building sustainable and self-maintained smallest self-governing units called model villages.

В предложенной статье поднята на рассмотрение общераспространённая проблематика напряженного состояния социальной инфраструктуры города на примере Москвы. Также берется к рассмотрению тот факт, что растущая инфраструктура – одна из глобальных проблем мегаполиса. Выявлены основные причины формирования дисбаланса городской среды. Предложен ряд способов возможного решения данной задачи.In the proposed article, the widespread problems of the tense state of the social infrastructure of the city are raised for consideration. Also taken into consideration is the fact that the growing infrastructure is one of the global problems of the metropolis. The main causes of the imbalance of the urban environment are revealed. A number of possible solutions to this problem are proposed.
