The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

Chapter 10 provides a summary of the argument of the book. It elaborates some of the benefits of Literalism, such as less conceptual confusion and an expanded range of entities for research that might illuminate human cognition. It motivates distinguishing the questions of whether something has a cognitive capacity from whether it is intuitively like us. It provides a conceptual foundation for the social sciences appropriate for the increasing role of modeling in these sciences. It also promotes convergence in terms of the roles of internal and external factors in explaining both human and nonhuman behavior. Finally, it sketches some of the areas of new research that it supports, including group cognition and artificial intelligence.

Religion in the hands of authoritarian governments can prove to be an effective political instrument to further their agenda. This paper attempts to explore this aspect of authoritarianism with the case of Turkish family laws under Erdoganist Islamist legal pluralism. The paper analyzes the AKP’s government’s attempts at pro-Islamist legislation, fatwas produced by Diyanet (Turkish Directorate of Religious Affairs) and by pro-government right-wing religious scholars to explore the changes that have occurred, both formally and informally, in the largely secular family laws of the Republic of Turkey in the last decade. By focusing on the age of marriage, this paper tries to understand the impact of Islamist legal pluralism and unofficial Islamist laws on the formal legal system as well as the social implications of this plural socio-legal reality, particularly for vulnerable groups such as the poor, refugees, children, and women. The trends demonstrate the informal system’s skew towards Islamism, patriarchy and disregard for fundamental rights. This Islamist legal plurality almost always operates against the women and underage girls, which creates profound individual and social problems. The paper concludes by pointing out the critical issues emerging in the domain of family law due to the link between the growing power of Islamist legal pluralism and its political instrumentalization by the Justice and Development Party (AKP).

Purpose – The purpose of this paper is to examine the social impact of major sports events perceived by host city residents using Shanghai as an example. Design/methodology/approach – Exploratory factor analysis based on 450 valid questionnaires. Findings – Research revealed six impact factors including four positive ones: “image and status,” “international exchange and cooperation,” “economic and tourism development,” and “infrastructure development.” In addition, two negative ones are also identified as “inconvenience of life” and “environment pollution and security concern.” Taken as a whole, the local residents in Shanghai have a relative positive perception of the impact of major sports events. Four out of six impact factors were significantly predictive of the attitude toward future bidding of major sports events. Originality/value – The existing literature mainly examined social impact of specific events through case study, and little is known about the overall perception of major sports events in general. Accordingly, this paper seeks to bridge the gap by taking an event portfolio approach using Shanghai as an example.
