You This paper presents the findings from a ‘Safety Differently’ (SD) case study in aviation, and specifically in a maintenance, repair and overhaul (MRO) organisation in Southeast Asia. The goal of the case study was to apply a new method of safety intervention that is part of the Safety Differently toolkit and utilises a bottom-up approach. This research tested the extent to which these interventions could be embedded into a continuous improvement program in a highly controlled environment, namely an Aviation MRO. The interventions (called micro-experiments, ME) are considered as a flexible tool, which allows testing of process improvements in a safe to fail way, empowering the lower levels of the organisation, challenging safety related issues and revealing key areas in need of transformation. The ideas for the interventions considered in the case study were retrieved from interviews conducted with 50 mechanics, and include issues to address aviation safety and occupational health as well as quality. We elected to include all three categories in this study as the ME approach is applicable to all of these. This MRO case study showcases the benefits and limitations of the ME in aviation, revealing the conditions under which it may become useful. Future studies should further explore the role of complex and heavily controlled industries in similar bottom up approaches, so that interventions can become part of a continuous improvement plan.

Urban regeneration has become a key issue in the development of contemporary cities. The paper discusses bottom-up regeneration practices performed by inhabitants of a decaying inner-city neighbourhood under post-socialist conditions, which differ notably from the widely researched Western European context. Results of a qualitative study in Wrzeszcz Dolny, Gdańsk, have indicated the leading role of newcomers to the area in animating bottom-up regeneration efforts, which in turn translate into an activation and integration of the local community. Thus, it is argued that an in-migration into the inner city, usually interpreted as gentrification, does not necessarily generate losses for the indigenous inhabitants but can also bring a desired social change and significantly contribute to the building of inclusive civil society. The presented case study therefore signals the need for a careful investigation and precise labelling of the post-socialist inner-city transformation processes, as well as demonstrates how increasing participation might be employed as the potential antidote to ills associated with gentrification.

This study examines the contribution of a pair of opposite factors: technology versus people, and innovation vs. continuous improvement to obtain manufacturing flexibility. These factors are opposing as they play different roles in TQM and BPR. An exploratory multiple case study was conducted that involves three Malaysian manufacturing companies from electronic and electric sector. The results show that flexibility could not be achieved through technology solely, but by combining technology with people, the required outcome is attainable. By applying innovation and continuous improvement simultaneously, it will yield better flexibility than if only one of them was used. The contribution of these factors in the selected manufacturing setting could guide practitioners to obtain flexibility and verify the research model that could be tested further in a survey.

Purpose Using Lean Six Sigma (LSS) implementation literature as an organising framework, the purpose of this paper is to explore the initial steps in a continuous improvement (CI) journey taken by an Irish university in order to identify the motivations, highlight key challenges and considers the capabilities required to initiate and sustain a CI programme. Design/methodology/approach This study focusses on one case organisation. A participative approach is adopted to learn from the initial steps taken in the establishment of a CI programme. Given this approach, the researchers had access to all documents and related archives associated with this initiative. Hence an iterative learning approach is adopted with the analysis of data from the first 12-month plan informing the next planning and implementation phase. Findings This paper provides a reflective account of why and how a university went about commencing a CI programme. The motivation to establish the CI programme not only reflects the current fiscal environment but also one characterised by a need to respond to a number of increasingly demanding stakeholders. The insights gained highlight the importance of alignment with strategy, role of specialists and use of a structured method informed by a LSS approach. Of particular note is the role of expertise, both internal and external, and within this context the interplay between a formal top-down approach and the coming together enthusiast staff, some of whom had CI experience from previous employment. A number of practical implications were identified as a result of the study including the key role of the project sponsor; the criticality of an understanding of the fundamental LSS concepts and tools and techniques by management; and the key role played by improvement specialists. Originality/value While in recent times a strong case for the application of LSS in HEIs has been made, there is a paucity of case studies based on the reflective practice in the field. This paper is novel in that it aims to address this and contribute to an emerging body of CI literature in the HEI area.

This article provides insights into the client−practitioner interaction, as understood through the eyes of those working at the front-line in a Drop-in Centre for homeless clients. Through a case-study analysis of ‘official’ techniques and informal approaches, it is argued that conditional practices are present in contemporary support practices. However, the picture is fragmented, with practitioners arguing for, but also deviating from, conditional strategies that aspire to shape client behaviour. Choices about appropriate responses are occasionally permeated by ‘top−down’ policy messages that aim to responsibilise and generate change in clients. However there is evidence of ‘bottom−up’ drivers informed by experiences of working with clients at the grassroots. These ‘practice realities’ shift an analysis of conditional tactics from just a moralising and disciplining approach, and suggest a more complex set of events at the front-line. Insights add to ongoing commentary about an apparent policy emphasis on rectifying the behaviour of citizens at the sharp end. Conclusions highlight the role of complexity for understanding therapeutic and disciplining elements in policies and practices. Such debates are especially relevant where they connect to the care and control of individuals understood by practitioners as both transgressive and vulnerable.

The study of the organizations and manager work is relevant today, while requiring continuous improvement and understanding. However, there are few studies on the organizational structure and the manager work in the public sector. Thus, the purpose of thispaper is to identify the role of the public administrator through administrative processes and management activities, with emphasis on the structure and strategies developed. As a methodology, the case study was adopted at the Universidade Estadual Paulista, Faculty of Science and Engineering of Tupã/SP, where the data were collected from free observation (3 months immersed), interviews and document analysis. Firsts results, there is a need for a formal and effective communication between administrative areas, which have their specific functions and are formalized in the organizational chart. Also, that the planning process is carried out from top to bottom and there is a greater participation of the executive coordination and of teachers than of technical-administrative servants and students, because of the Collegiate System Representation. It is also pointed out that, although strategic planning is formal and results in a formalized tactical and operational plan, the organization executes its activities based on short and medium-term demands, because of emerging actions that do not follow the established plan. Therefore, despite the existence of several unmapped processes, the unit administrators follow a logical and standardized flow of actions to achieve their goal.

Canntaireachd (pronounced ‘counter-achk’), Gaelic for ‘chanting’, is a complex oral notation used by Scottish pipers for centuries to teach repertoire and performance style in the courtly, ceremonial ceòl mór idiom. Its popular historiography since the 19th century suggests it was fixed and highly formulaic in structure and therefore formal (as befitting its connection to ceòl mór), its use the preserve of the studied elite. However, field recordings of pipers and other tradition-bearers collected and archived since the 1950s in the School of Scottish Studies present a vast trove of evidence suggesting that canntaireachd as a living, vocal medium was (and remains) a dynamic and flexible tool, adapted and refined to personal tastes by each musician; and that it was (is) widely used as well in the transmission of the vernacular ceòl beag idiom - pipe music for dancing and marching. In this paper, I offer some remarks on the nature of canntaireachd, followed by a review of the role of women in the transmission and performance of Highland, and specifically Hebridean, bagpipe music, including the use of canntaireachd as a surrogate performance practice. There follows a case study of Mary Morrison, a woman of twentieth century Barra upbringing, who specialised in performing canntaireachd; concluding with a discussion on what her singing of pipe music has to say about her knowledge of piping and the nature of her role as, arguably, a piping tradition-bearer.

Purpose The purpose of the paper is to study the interconnections between visual management, performance management and continuous improvement programmes and to suggest a practical framework to establish an effective visual management programme in association with performance management and continuous improvement systems. For the sake of simplicity, this paper refers to such a programme as integrated visual management (IVM) throughout this paper. Design/methodology/approach The following research included proposals and discussion, which were based on a case study which took place at a quality assurance (QA) department in PACCAR Australia, a global premium truck manufacturer, as well as authors’ own findings and experience, in addition to a literature-based review on visual management, performance management and continuous improvement. A systematic approach was followed to establish an effective IVM system. This paper is composed of two sections. Some of the most important literatures on visual management, performance management and continuous improvement are reviewed in the first section. Then the findings, as well as some other author findings, on why visual management works are summarised. The second section is dedicated to the case study. Findings Visual management can provide a simple and yet effective solution to enhance information flow in organisations. However, for visual management to yield its full benefit, it needs be part of a bigger plan. It has to be linked to a performance management programme, which provides input into visual management, and a continuous improvement initiative, which receives inputs from visual management. This paper proposes a practical framework to establish an IVM programme and provides a detailed description of its phases. The paper also presents the results achieved, during our case study, and views on the integration benefits, as well as on how to successfully implement an IVM programme. A systematic approach to establish an effective IVM system was followed. It laid a solid foundation to facilitate an effective flow of information in QA in its respective areas. This programme not only improved an understanding of the processes and raised awareness about the performance and associated issues, it also boosted transparency, discipline, shared ownership, team involvement and scientific mindset. It assisted in achieving significant and concrete process improvements. It helped in establishing a productive continuous improvement programme. It was observed that while visual management, performance management and team or company continuous improvement programmes each served a benefit individually, when they were linked together, as a whole, their synergy allowed for more significant achievements. Research limitations/implications The scope of this research is limited to use of visual management to manage performance and to lead continuous improvement initiatives. The research was performed in a manufacturing environment. Even though it is believed that the suggested framework for IVM and the findings are applicable to other business environments as well, further research in this direction is required. Also, the interconnection between visual management, continuous improvement and performance management based on a case study was investigated. More quantitative researches, on bigger scales, are required to better understand the mentioned interactions and to enhance our knowledge of these tools in a holistic manner. Originality/value The originality of the papers comes from its holistic approach to visual management, performance management and continuous improvement programmes and the suggested framework to establish an IVM programme.

The purpose of this article is to critically examine the role of the people in the process of reviewing the implementation and effectiveness of existing laws, described in the emerging literature as ‘post-legislative scrutiny or ‘PLS’. Examining the options for citizen engagement with legislative review is critical for all parliamentary democracies grappling with the challenge of rebuilding trust between citizens and institutions. This is because reviewing the content and purpose of proposed and the implementation and impact of existing laws is a way for parliamentarians to give effect to their democratic promise. The methodology employed is qualitative in nature with a tiered approached to identifying and examining the extent to which individuals and non-government actors can contribute to parliamentary review processes in two Westminster-inspired parliamentary democracies: Australia and Malaysia. Using case study examples and examining both structural and cultural features of the systems of legislative review in both systems, this article directly challenges some of the assumptions previously associated with PLS in the existing literature. Experiences of different ‘ad hoc’ forms of PLS in both Australia and Malaysia suggest that there could be substantial benefits for lawmakers and citizens by moving toward a more deliberative, ‘bottom up’ approach to PLS in the future.

Abstract Background: In the scientific literature, many studies describe the application of lean methodology in the hospital setting. Most of the articles focus on the results rather than on the approach adopted to introduce the lean methodology. In the absence of a clear view of the context and the introduction strategy, the first steps of the implementation process can take on an empirical, trial and error profile. Such implementation is time-consuming and resource-intensive and affects the adoption of the model at the organizational level. This research aims to outline the role contextual factors and introduction strategy play in supporting the operators introducing lean methodology in a hospital setting. Methodology: The methodology is revealed in a case study of an important hospital in Southern Italy, where lean has been successfully introduced through a pilot project in the pathway of cancer patients. The originality of the research is seen in the detailed description of the contextual elements and the introduction strategy. Results: The results show significant process improvements and highlight the spontaneous dissemination of the culture of change in the organization and the streamlined adoption at the micro level. Conclusion: The case study shows the importance of the lean introduction strategy and contextual factors for successful lean implementation. Furthermore, it shows how both factors influence each other, underlining the dynamism of the organizational system.
