The modern models of training and retraining of personnel, which are created for the all-Russian system have certain lacks, regarding the creation of models and the determination of connection between them. The article reviews the system of personnel training to combat the money laundering and financing the terrorism (AML/CFT) in the Russian Federation. The article shows the necessity of the international integration for the training of highly qualified personnel and the advantages of creation of the international consortiums uniting universities, scientific centers and non-profit organizations. This will allow to develop the practice, science and education in the field of economic security.

This article examines the evolution of priorities, main directions and conditions of the Russian Federation’s cooperation with Syria and Vietnam in the sphere of education, and it analyzes the historical experience of the cooperation between these states. The authors analyze the main tasks and areas of research for the cooperation of the Russian Federation with other states, the contextual priorities of their development, the needs of the labor market and the characteristics of the higher education systems. Particular attention is paid to a comparative study of the institutional and regulatory resources for the development of higher education systems of the countries under consideration. The authors emphasize the relationship between higher education and the national economy. The novelty of the research lies in rethinking the conceptual framework, objectives and key areas of interaction between countries that can together form the necessary basis for understanding the basic essence of cooperation between the Russian Federation and Syria and Vietnam in the field of educational policy, its state and development prospects. The authors identified features of the cooperation of the Russian Federation with Syria and Vietnam in the field of educational policy in the 2000s, which are expressed in their orientation to common priorities as expressed in international higher education documents, and the development of a consensus on the need to increase the volume of cooperation in the field of training highly qualified personnel in accordance with the requirements of the modern labor market.

Financing capital-intensive projects in the green economy is possible through green bonds. The assessment of the economic efficiency of the green bond market, the determination of its role in ensuring the energy and economic security of the regions and the development of directions and instruments for improving the efficiency and significance of the market for the Russian Federation are the aim of the study. The methodology involved the determination of the autocorrelation presence in the calendar series of bond yields using the Broysch-Godfrey LM test, the application of applied statistics methods to verify the existence of calendar effects on the stock exchange and analyze market reviews. Data on the green bond market were compared with data on other bonds. Market performance calculations were based on the S&P Green Bond Index and S&P 500 Bond Index. Features and benefits of green bonds as an instrument to ensure regional security were identified. The lack of market efficiency for green and other bonds, even in a weak form, was shown. The necessary institutional changes to improve the efficiency of the green bond market and develop it in the Russian Federation have been proposed. The findings are of theoretical importance, complementing the work on testing the hypothesis of an effective market, and of practical importance in the form of recommendations for on market improving.

The article describes the targeted admission in the system of higher agricultural education in Russia as an institutional mechanism for the reproduction of the personnel potential of the country’s agro-industrial complex. The problem of reproduction of specialists in the agrarian sector has a deep contradiction and is characteristic not only for Russia or its individual regions, but at the global level. The empirical part of the study was carried out by the method of statistical analysis of data on the quality of targeted admission in the system of higher agricultural education in Russia in 2020. The article contains the characteristic of targeted admission in the system of agricultural education as an institutional mechanism for the reproduction of the personnel potential of the industry: all agricultural universities comply with the requirements of the legislation of the Russian Federation, carrying out the admission of applicants for targeted training; customers are local authorities, state authorities of the regions, state enterprises; employers are mainly business entities of the agro-industrial complex; for the period 2018-2020 the admission of applicants to targeted training in agricultural universities decreased by 37.4% due to the reduction in the targeted figures for general admission and low interest of applicants; for training programs for highly qualified personnel, the quotas for the study period were filled from 12.5% to 22.5%. Conclusion: the targeted method in the system of higher agricultural education of the Russian Federation as an institutional mechanism does not fulfil the assigned tasks and requires improvement.

The relevance of the chosen topic is due to the problems of ensuring the protection of personal rights when interacting with microfinance organizations, protection of personal data of citizens, fraudulent actions when entering into a loan agreement using copies of documents, personal data in the information telecommunications network Internet, as well as stolen or lost documents, protection of citizens rights when processing personal data by microfinance organizations to obtain a consumer loan. Ensuring the protection of society and the state by creating a legal mechanism to counteract the legalization (laundering) of income and funds withdrawal abroad. In the microfinance market, there are organizations that operate illegally; they do not belong to any state register, as a rule. You will never find any responsible persons at the legal address of such companies. Therefore, in case of damage, compensation for losses through civil mechanisms or appealing directly to the culprit or to the court is almost impossible. The average citizen is not able to ensure their own economic security and financial stability. Due to legal illiteracy and the specific features of this type of activity, the citizen is the vulnerable party of relationship. A growing social tension in connection with filing by creditors in the face of microfinance institutions is due to obviously overestimated obligations in the loan agreement in case they were not performed during a long period of default. Such practice was quite common prior to the amendments to the legislative acts regarding limitations on the accrual of interest on consumer credits (loans) for up to one year. The activities of microfinance organizations are directly related to financial transactions involving the transfer and provision of funds, which may be of interest to criminal circles or other persons engaged in money laundering and terrorist financing. The relevance of the research is also dictated by the lack of sufficient scientific recommendations to create the necessary legal mechanisms and train government agencies, including the Ministry of Internal Affairs, the Prosecutors office and the courts, in order to prevent infringement of citizens rights when they deal with microfinance organizations in obtaining consumer loans. The lack of effective management of such relations is dangerous in terms of requirements set up in article 46 of the Constitution of the Russian Federation on the right to guaranteed judicial protection of the rights and freedoms of citizens. The novelty is related to the attempts to analyze the activities of microfinance organizations not from the position of presenting this type of activity as an economic tool for providing financial assistance to vulnerable segments of the population, but as a potential threat to society, since uncontrolled monetary relations will lead to criminalization of the activity and further worsening of the financial situation of citizens. Practices of foreign countries show that these tools are implemented only in countries with a low level of economic development. In Western Europe, microfinance is practically not used; instead, other tools are applied, such as raising household incomes through the creation of highly qualified jobs, which is a contradictory practice. The purpose of the research is to study public relations in the field of microfinance organizations, identify gaps and contradictions in this area, develop and justify possible legal proposals to eliminate them. Based on the analysis of international agreements in the field of countering the legalization (laundering) of income and withdrawal of funds, mechanisms of interdepartmental interaction in the Russian Federation, it is advisable to develop measures aimed at improving Russian legislation on microfinance activities.

At present, the region of the country is trying to actively implement the policy of innovative development, which is clearly reflected in projects such as “Human Resources for the Digital Economy” within the framework of the “Digital Economy in the Russian Federation” program. The Kursk region has sufficient potential for sustainable economic development, which can be achieved by providing highly qualified personnel to build the digital economy. The result of the study is the identification of a number of factors affecting the feasibility of the project “Human Resources for the Digital Economy” of the national program “Digital Economy of the Russian Federation”.

The state of engineering geology in Russia and the main tasks for its reorganization in connection with the ongoing reform of the Russian Academy of Sciences and the current problems of the development of science in the Russian Federation in the present period are analyzed. The main drawbacks of the current state of engineering geology, according to the authors, are: 1) low level of organization and coordination of engineering and geological work, including scientific, in the country; 2) non-demand by the business of scientific developments and innovative achievements of modern engineering geology; 3) lowering the level of constantly updated and changing regulatory framework, especially in the field of engineering surveys; 4) shortcomings in the training of highly qualified engineers-geologists. The tasks of development of engineering geology in connection with the message of President Vladimir Putin to the Federal Assembly of the Russian Federation on March 1, 2018 are considered. The analysis of the message of the President of the Russian Federation, implies at least five priorities, in the implementation of which modern geological engineering should also find its worthy place: 1) the spatial development of the country; 2) the development of communications; 3) the solution of a number of environmental issues; 4) the development of fundamental science; 5) training of highly qualified personnel. Without the participation of engineering geologists, the effective solution of these tasks is impossible. The theoretical (fundamental) and practical role of engineering geology, as the science of the geological cycle in solving these major problems is indicated. The necessity of the All-Russian Congress of Engineers-Geologists is substantiated, where it is proposed to discuss the pressing issues of the reorganization of engineering geology in the country, its structure, as well as actual theoretical (fundamental) and practical (applied) problems of its development, the training of highly qualified engineers and geologists, etc.

The article deals with human resources in the field of agricultural (rural) tourism of the Russian Federation as a whole and in Volgograd region in particular, as one of the most important development factors of this direction of import substitution in the economy of rural areas and the national tourism and hospitality industry. The most pressing problems of personnel potential training process of the Russian agritourism business is identified , namely, its lack of practical orientation, shortage of qualified teachers and practitioners, deficit of regional enterprises that are engaged exclusively in agritourism business and the need therefore for highly qualified personnel. Based on the analysis of the situation in the market of tourist services, the authors reveal the need for an objective study of foreign experience in the rural tourism development, as well as the use of positive results in the process of qualified personnel training in the Russian regions. The article highlights the key role of standards and requirements of the Federal Law "On Education in the Russian Federation" in the formation of educational programs of higher and second- ary vocational education. It creates together with the GOST R 56641 "Service small funds placement. Rural guest houses. General requirements " adopted in 2015, the conditions for the development of professional standards and qualification requirements for personnel of agritourism objects. The authors prove the necessity of staffing in rural tourism is in agricultural universities, both in programs of higher and additional vocational training. The article presents results of consistent work of Volgograd State Agricultural University to creation of the conditions for the start-up of agricultural (rural) tourism in the region related to the conduction of educational, scientific and practical events. The authors define forward-looking plan for the development of innovative directions in the educational activities of the university, oriented to training of qualified personnel for agritourism.
