We used a community-based participatory approach to evaluate a multi-sectoral project called Hermosa Vida. Project partners and community researchers collaborated on the design and implementation of a Ripple Effect Tool (RET) to measure increased generative social and professional connectedness, and new project development in an emergent participatory project. Participatory methods drove evaluation of the development and intended documentation of emergent project goals. Findings of the RET suggest saliency in increased connectedness for project partners, participants, and communities, though benefits were tiered with maximum impact of connectedness occurring at leadership levels of programmatic involvement. In light of growing evidence that increased connectedness is directly related to health outcomes, the participatory development of a RET is useful for midcourse correction, ensuring ongoing commitments to participatory and engaged project goals, and measuring and prioritizing capacity building. Use of a locally developed RET could increase connectedness and partnerships among all project partners, reaching beyond layers of advantageous positioning within complex partnerships.

The Community-Based Participatory Development Program (P3BK) is the Bekasi City Government Program for the implementation of development through community participation and self-help. This paper wants to describe the implementation of the P3BK policy in Pondok Melati District, Bekasi City. This research is qualitative in nature where data is collected through interviews with self-managed P3BK implementers, then the data is analyzed by Miles and Huberman Models. Overall the program went well, which was based on several factors, namely: (1) communication, which included the distribution of effective communication, sufficient clarity on the P3BK policy by the implementers of the activities, as well as consistency in providing good direction; (2) resources, including competent and capable enough human resources; (3) the disposition/attitude of P3BK implementers: sufficient capacity and capability and high dedication of P3BK implementers; (4) organizational structure/bureaucracy, including the availability of Standard Operating Procedure (SOP) for P3BK implementation and each program implementer has understood and implemented the SOP, as well as effective bureaucratic fragmentation.AbtrakProgram Pembangunan Partisipatif Berbasis Komunitas (P3BK) merupakan Program Pemerintah Kota Bekasi untuk pelaksanaan pembangunan lewat partisipasi dan swadaya masyarakat. Tulisan ini ingin mendeskripsikan implementasi kebijakan P3BK di Kecamatan Pondok Melati Kota Bekasi. Penelitian ini bersifat kualitatif di mana data dikumpulkan melalui wawancara pada pelaksana swakelola P3BK, kemudian data dianalisis dengan Model Miles dan Huberman. Secara keseluruhan program berjalan baik, yang didorong beberapa faktor yaitu: (1) komunikasi yang meliputi penyaluran komunikasi yang cukup efektif, kejelasan yang cukup baik atas kebijakan P3BK oleh para pelaksana kegiatan, serta konsistensi dalam memberikan arahan yang cukup baik; (2) sumber daya yang meliputi SDM pelaksana program yang dinilai cukup kompeten dan kapabel; (3) disposisi/sikap pelaksana P3BK yang meliputi kapasitas dan kapabilitas pelaksana P3BK yang cukup memadai, dedikasi yang tinggi. (4) struktur organisasi/birokrasi yang meliputi telah tersedianya Standar Operasional Prosedur (SOP) pelaksanaan P3BK dan masing-masing pelaksana program telah memahami dan melaksanakan SOP tersebut, serta fragmentasi birokrasi yang telah berjalan efektif.

Tourism is one of the potential areas in regional development because it can drive people's economic activities. Agrotourism is a form of tourism that utilizes agricultural land and natural resources to attract tourists. Agrotourism if processed correctly can improve the welfare of its population. Therefore, with more and more agrotourism development will also have an impact on improving the welfare of farmers involved in these activities. Sungai Langka is a village located in the district gedongtataan Pesawaran district that has tourism potential based on agrotourism. Land use in Sungai Langka Village is mostly used in agriculture and plantations. Agrotourism development in Sungai Langka Village is carried out in order to optimize the utilization of plantation land and realize participatory development. This research aims to analyze the partnership model between stakeholders in the development of agrotourism potential in The Village of Sungai Langka Pesawaran This type of research is qualitative. Data collection is done by interview, documentation, and observation. Based on the research that has been done, it can be concluded that the development of agrotourism in Sungai Langka including Community-Based Tourism by using the model of Mutualism partnership that is the alliance of two or more parties who are equally aware of the importance of partnership, namely mutually beneficial, so that it will achieve the objectives optimally. As a consideration, the Department of Agriculture and Tourism in Pesawaran Regency provide training to process agricultural products to women farmers groups and communities, sub-districts and complete facilities and infrastructure as well as promotional aspects.

This article aims to discuss the process of development and improvement of a community web portal from the perspective of references such as social capital, solidary technology, local development and community organizing. As a case study we used the Cidade de Deus web portal (www.cidadededeus.org.br), result of a project of the Technical Solidarity Lab (Soltec / UFRJ) with community-based organizations (CBOs) of Cidade de Deus. Our main hypothesis is that more important than the technology itself, the process of developing this technology in a participatory manner can encourage community participation.

This article first describes the New Policy Agenda (NPA), a market-based ideology influencing donor agencies’ strategies for international development. The article then continues to discuss how community-based women organizations (CBWOs) and non-governmental organizations (NGOs) evaluate their collaborations or ‘partnerships’ in practice in the Kibera slums of Nairobi, Kenya. We tested the research hypothesis that the NPA reduces the likelihood of achieving equitable partnerships because of its insistence on ‘contracting’ partners, i.e. creating a patron-client relationship. This was carried out through qualitative research consisting mainly of semi-structured interviews and participatory observation with NGOs and CBWO representatives working in Kibera. Research results show that the contract conditions for CBWOs to enter into a partnership may reduce the chances of the most vulnerable groups in society of obtaining assistance. This ‘contracting’ relationship may also cause a loss of CBWO members’ motivation. The NPA and its emphasis on saving time and money also has a negative impact not only on the external development actors’ knowledge about the development context, but also on the multiple accountabilities in a CB WO-NGO partnership, on the quick-fix nature of the solutions applied to remedy the Jack of accountability and on the practical implementation of ‘participatory development’ in Kibera.
