Kangaroos are commercially harvested in five mainland states of Australia, with the harvest regulated by state government wildlife management agencies and overseen by the Commonwealth government. Non-commercial culling is permitted, and although most kangaroos have traditionally been taken by the commercial kangaroo harvesting industry, the proportion taken non-commercially has increased in recent years. Management plans that guide the regulation of the harvest support the management objectives of wildlife management agencies and the kangaroo industry, but the plans do not successfully address the objectives of other stakeholders including pastoralists and animal protection groups, which focus on minimising the grazing impacts of kangaroos and animal welfare issues respectively. We reviewed the objectives outlined in the management plans for kangaroos in the Australian rangelands and examined alternative systems for managing natural resources to identify if improvements to management could be made. Current management plans for kangaroos principally use fixed harvest rates that are responsive only to the state of the kangaroo population and not to changes in the environments in which kangaroos live. This type of management is reactive, and opportunities for improving management of the environment are limited. A viable alternative is active adaptive management which focuses on explicit measurement of the response of the natural system to management actions and use of this information to modify interventions to better meet management objectives. Active adaptive management is appropriate when management actions can strongly influence system state but the impacts of management are uncertain. We argue that the management of kangaroos and the environments in which they live would benefit from the adoption of an active adaptive management approach by wildlife management agencies.

Adaptive management is driven by structured decision making and evidence from monitoring in a ‘learning’ framework that guides management actions. In a conservation context, this iterative approach includes evaluation of the impacts on natural processes. On Maria Island National Park, Tasmania, Australia, introduced Forester kangaroo, Bennetts wallaby and Tasmanian pademelon have been intensively managed by an annual cull since 1994. Management actions were triggered by high parasite loads, intense grazing pressure and high juvenile mortality during drought periods. Criticism of the annual cull from animal welfare groups initiated the development of an adaptive management approach for decision making that replaces the historic ‘trial and error’ process. Following a comprehensive review of the existing macropod management program in 2011, an integrated monitoring strategy was established to provide evidence for informed decision making. Assessments of animal health and estimates of population trends are the key indicators for management actions to occur. Maintaining viable macropod populations and protecting natural values form the basis of management objectives. Management actions in each year, for each species, represent ‘treatments’ as spatial replication is not possible at such a small scale. An adaptive management approach for macropod management on Maria Island has resulted in only one species being culled in 2014 and 2015 for the first time in almost 20 years. However the recent introduction of a major predator, the Tasmanian devil, has increased uncertainty for long-term macropod management on Maria Island with no cull occurring in 2016 and 2017.

There is an urgent need for a global transition to sustainable and wildlife-friendly farming systems that provide social and economic equity and protect ecosystem services on which agriculture depends. Java is home to 60% of Indonesia’s population and harbors many endemic species; thus, managing agriculture alongside human well-being and biodiversity is vital. Within a community of ~400 coffee farmers in the province of West Java, we assessed the steps to develop a wildlife-friendly program until reaching certification between February 2019 and October 2020. We adopted an adaptive management approach that included developing common objectives through a process of stakeholder consultation and co-learning. We firstly investigated via interviews the expectations and the issues encountered by 25 farmers who converted to organic production in 2016. Their main expectations were an increase in income and an increase in coffee quality, while they had issues mainly in finding high quality fertilizers, reducing pests, and increasing productivity. We used this information to establish a problem-solving plan for the transition to community-wide wildlife-friendly practices. As part of the adaptive evaluation, we assessed the quality of coffee plantations before and after the implementation of coproduced actions. The quality of coffee significantly improved after our interventions to reduce the coffee berry borer, especially in the fields that started as inorganic and converted to organic. We uncovered additional issues to meet the standards for certification, including banning hunting and trapping activities and increasing coffee quality for international export. We describe the coproduced actions (agroforestry, conservation education, local law, organic alternatives) and phases of the program and discuss the potential barriers. We provide novel evidence of adaptive management framework successfully used to implement management actions and reach shared goals.

Abstract Over the past century, fire suppression and prevention have altered disturbance regimes across the Pacific Northwest, resulting in a significant divergence of historical and current conditions in forested habitats. To address this continuing trend in habitat changes and begin restoring historical patterns of disturbance, the Clearwater Basin Elk Habitat Initiative (CEI) proposes relatively extensive management actions in the Clearwater basin of north-central Idaho. We attempted to evaluate potential effects of such management actions on selected wildlife species using extant data sets and suggest ways to improve such projects with respect to a multispecies and adaptive management approach. Although there is increased interest in ecosystem management over large areas, the increased scale of analysis and implementation require a substantial increase in the level of species information beyond what currently exists. We conclude that baseline information required for an effective multispecies land-management policy in the Clearwater basin does not exist for many terrestrial wildlife species. To implement a true multispecies or ecosystem approach, wildlife and land managers should cooperate to increase existing population data and modeling efforts for wildlife species in the basin and develop a sustainable monitoring program to evaluate habitat management changes and their influence on wildlife populations within the context of adaptive management theory. Natural resources of coastal Louisiana support the economies of Louisiana and the whole of the United States. However, future conditions of coastal Louisiana are highly uncertain due to the dynamic processes of the Mississippi River delta, unpredictable storm events, subsidence, sea level rise, increasing temperatures, and extensive historic management actions that have altered natural coastal processes. To address these concerns, a centralized state agency was formed to coordinate coastal protection and restoration effort, the Coastal Protection and Restoration Authority (CPRA). This promoted knowledge centralization and supported informal adaptive management for restoration efforts, at that time mostly funded through the Coastal Wetlands Planning, Protection and Restoration Act (CWPPRA). Since the Deepwater Horizon (DWH) oil spill in 2010 and the subsequent settlement, the majority of restoration funding for the next 15 years will come through one of the DWH mechanisms; Natural Resource and Damage Assessment (NRDA), the RESTORE Council, or National Fish and Wildlife Foundation –Gulf Environmental Benefit Fund (NFWF-GEBF). This has greatly increased restoration effort and increased governance complexity associated with project funding, implementation, and reporting. As a result, there is enhanced impetus to formalize and unify adaptive management processes for coastal restoration in Louisiana. Through synthesis of input from local coastal managers, historical and current processes for project and programmatic implementation and adaptive management were summarized. Key gaps and needs to specifically increase implementation of adaptive management within the Louisiana coastal restoration community were identified and developed into eight tangible and specific recommendations. These were to streamline governance through increased coordination amongst implementing entities, develop a discoverable and practical lessons learned and decision database, coordinate ecosystem reporting, identify commonality of restoration goals, develop a common cross-agency adaptive management handbook for all personnel, improve communication (both in-reach and outreach), have a common repository and clearing house for numerical models used for restoration planning and assessment, and expand approaches for two-way stakeholder engagement throughout the restoration process. A common vision and maximizing synergies between entities can improve adaptive management implementation to maximize ecosystem and community benefits of restoration effort in coastal Louisiana. This work adds to current knowledge by providing specific strategies and recommendations, based upon extensive engagement with restoration practitioners from multiple state and federal agencies. Addressing these practitioner-identified gaps and needs will improve engagement in adaptive management in coastal Louisiana, a large geographic area with high restoration implementation within a complex governance framework.

AbstractImplementing management objectives may be challenging when decisions are made at different scales than where they are supposed to be carried out. In this study we present a situation where local goose hunting arrangements respond to objectives in an international management plan for pink-footed geese (Anser brachyrhynchus) and a local wish to reduce goose numbers as means to reduce grazing damage on farmland. A unique ten-year dataset provides an evaluation of the efficiency of voluntary actions at a local scale for implementing a policy of population control of geese, and general lessons are drawn for collaboration and co-production of knowledge for adaptive management. The study demonstrates how both the hunters and geese adapt in a situation where increasing the harvest of geese is the main objective. Introducing hunting-free days and safe foraging areas significantly increased goose numbers in the study area, with a corresponding increase in hunting success in terms of number of harvested geese. The geese’s behavioural response to hunting also triggered the hunters to adapt accordingly by optimal timing and placement in the landscape. Based on the results of the present study we suggest a framework for local implementation of management actions. Bringing end-users on board, facilitates processes and strengthens the achievements, as they represent the actors where implementation occurs. Specifically, our findings demonstrate how optimal goose hunting can be practiced by the use of an adaptive framework with active stakeholder participation.

How people coexist and interact with animals has become an intensely debated issue in recent times, particularly with the rise of the animal protection movement following the publication of Peter Singer’s book Animal Liberation in 1975. This paper discusses some shortcomings of the philosophical positions taken in this complex debate. Singer has helped put animals on a new footing as a group that cannot morally be ignored, but his focus is mainly on individual, familiar animals that are used or abused by humans. The argument of this paper is that the ethics of managing wildlife hinges on a broader view of animals, and their contexts, than is apparent from Singer’s text. Wildlife managers aim to conserve populations of a wide range of species, and their habitats, but some mechanisms for achieving these aims, such as research and the control of invasive animals, are frequently opposed by elements of the animal protection movement. We need to adapt our attitude to animals, particularly wildlife, away from the traditional legacy of a few familiar species to embrace an ethic that is more ecological and relevant to Australian contexts. The case argued here has been to see the critical role of context — geographical, ecological, historical, relational — as a basis for a degree of reconciliation between conservation-oriented wildlife managers and the rising interest in the ethics of animal use. There is much to be gained for zoologists, wildlife managers and conservation biologists by framing key elements of their case in ethical arguments. Conversely, the challenge for those in the animal protection movement is to expand their philosophical ideas to include the ethical imperative of the conservation of populations of wildlife.

Calluna vulgaris-dominated heathlands are globally important habitats and extremely scarce outside of north-west Europe. Rotational fire, grazing and cutting by local farmers were dominant features of past heathland management throughout Europe but have been abandoned, altering the historical fire regime and habitat structure. We briefly review research on Calluna heathland conservation management and provide the background and methodology for a long-term research project that will be used to define prescribed fire regimes in combination with grazing and cutting, for management of Calluna heathlands in north-west Italy. We outline the ecological and research issues that drive the fire experiment, making explicit the experimental design and the hypotheses that will be tested. We demonstrate how Adaptive Management can be used to inform decisions about the nature of fire prescriptions where little formal knowledge exists. Experimental plots ranging from 600 to 2500 m2 are treated according to one of eight alternative treatments (various combinations of fire, grazing and cutting), each replicated four times. To date, all treatments have been applied for 4 years, from 2005 to 2008, and a continuation is planned. Detailed measurement of fire characteristics is made to help interpret ecological responses at a microplot scale. The results of the experiment will be fed back into the experimental design and used to inform heathland management practice in north-west Italy.

Artelleet al. (2018) conclude that “hallmarks of science” are largely missing from North American wildlife management based on a desk review of selected hunting management plans and related documents found through Internet searches and email requests to state and provincial wildlife agencies. We highlight three fundamental problems that compromise the validity of the conclusions posited: missing information to support selection of “hallmarks of science,” confusion about the roles and nature of science and management, and failure to engage effectively with the scientists and managers actively managing wildlife populations in North America.
